Breaking: Missouri Lawmakers Override Governor Veto to Enact Constitutional Carry!

Missouri became the latest state to enact Constitutional Carry after the Legislature voted Wednesday to override the governor’s veto of Senate Bill 656.

Senate Bill 656 contains all sorts of goodies for law-abiding citizens.  In a nutshell, here are some of the main highlights:

  • Allows Missourians to carry a concealed weapon without training or a permit in areas that do not prohibit open carry.
  • Expands Missouri’s “castle doctrine” to allow invited guests (such as babysitters) to use deadly force against intruders.
  • Creates a “stand-your-ground” statute, which removes an individual’s duty to retreat from danger in any place they are legally entitled to be present.

It should be noted that Senate Bill 656 does not completely eliminate Missouri’s concealed carry permit program.  Residents may still want to obtain a permit for reciprocity purposes when traveling into other states that honor the Missouri CCW permits.

As the NRA-ILA noted, SB 656 does modify the CCW system in that it caps the state fee at $100 to process permits, allows members of the military extra time to renew their permits and adds additional permit options to include extended and lifetime permits.  So, for the cost of $100, presumably one can get a lifetime permit to carry in the state of Missouri.

“This is a great day for freedom in Missouri. The legislature stood strong for the constitutional rights of law-abiding citizens by overriding Gov. Nixon’s misguided veto,” said Chris W. Cox, Executive Director of NRA’s Institute for Legislative Action. “Despite the best efforts of Michael Bloomberg and out-of-state gun control groups to defeat the override vote, their agenda was rejected.”

Nixon vetoed the bill earlier this summer because he claimed it would allow “individuals to legally carry a concealed firearm even though they have been or would be denied a permit because their background check revealed criminal offenses or caused the sheriff to believe they posed a danger.”

However, a close reading of Nixon’s objection shows that it makes zero sense.  If an individual is a convicted felon, he couldn’t lawfully possess let alone carry a firearm.  So, the law wouldn’t allow a prohibited person to “legally carry” a firearm.  Rather, it simply allows non-prohibited persons, aka, law-abiding citizens, to carry concealed in any place that they could already carry openly.

The Senate voted to override the Nixon’s veto on a party-line vote of 24-6.  The House cleared the bill by a vote of 112-41.

As one might expect, gun-control organization were less than pleased with the news of the override.  Former New York City mayor Michael Bloomberg via his gun-control outfit, Everytown for Gun Safety/Moms Demand Action spent time and money on a campaign designed to kill SB 656.  Clearly, it failed.

“Missouri lawmakers buckled to the NRA instead of listening to the vast majority of Missouri voters, including mayors and law enforcement leaders, who support our current concealed carry permit system,” said Becky Morgan, a member of Moms Demand Action in a statement. “And in doing so, they made our state the first new Stand Your Ground state since the death of Trayvon Martin.”

The truth is Missouri lawmakers didn’t buckle to the NRA, they buckled to common sense and the Constitution.  See, crime has a tendency to go down when more Americans exercise their right to keep and bear arms.  So, why not embrace a more purist (and historically accurate) reading of the Second Amendment (It says, Shall Not Be Infringed!  And what is a fee but an infringement, a way to chill a right) and make it easier for responsible folks to carry and defend themselves in public?  That is the impetus behind the support of SB 656.

Obviously, she knows that publicity about taking guns from American citizens is bad publicity before the election. Apparently, the “Brady Bunch” is doing much of the talking for her so she can try to avoid the bad publicity and the lies and corruption before the election. Don’t forget about the lies about the Libyan ambassador and three assistants that were killed due to her making no effort to help them. (Remember – Hillary said “JUST FORGET ABOUT THAT”) (BENGAZI, LIBYA – WE HAD THE TIME, SHIPS AND PLANES. WE DID NOT HAVE THE LEADERSHIP !!!!) Don’t forget about the lies about the classified State Department emails and her private server and Hillary mishandling the matter. Don’t forget her idiotic decision to let millions of more illegal aliens into the U.S. and making no effort to stop the illegal immigration. There has been talk of taking money from Social Security, etc. to support illegal aliens that have done nothing to deserve the support as have the people who paid Social Security for many years. THIS IS A CRITICAL ELECTION !!!! The people who support her consist of Obama, Billy and Chelsea, Tim Kaine, Pelosi, Feinstein, Boxer, Sen. Harry Reid, Bloomberg who is a billionaire gun control fanatic who contrives the network news media with Katy Couric, Soros who is the owner of Progressive insurance, Katy Couric, Sen. This is the reason we have checks and balances in our \”democracy\” and its good to see they are still being used. As far as anti gun laws I suggest all the states follow suit with Idaho, they passed a bill that made all future anti gun orders illegal for Idaho cops to enforce. It also insures they have to follow the oath they took. The US loves to make fun of Idaho for growing potatoes and being underfunded, most people don\’t know that its illegal for Idaho to have a negative budget? In other words we only spend money we have rather then take loans from the feds like all the other states do.     While the Missouri Legislature is certainly to be commended for their action in overriding the governor’s veto of the subject bill, it reminds us of the fact that there should never have been any reason to disallow any method of carry in the first place. The 2nd amendment to the Constitution (we all know what it dictates) does not prescribe how we should ‘bear’ our arms; only that our right to do so shall not be infringed. An uncontested veto by the governor would have been an infringement on that 2nd amendment guarantee.

    So, congratulations, Missouri! We gun-rights supporters of The United States Of America thank you for taking another step in keeping America the greatest country on Earth and helping Her to be even greater still.

    Think of all the lives that could have been saved if this common sense legislation had been in effect at Sandy Hook, the Colorado movie theater, Florida Club, California Office, and so many more tragedies. I do think it makes sense to require a basic NRA proficiency test in order to carry. In my CC class of 23, only 14 were able to put 23 of 30 rounds (10 at 7 ft, 10 at 12, and 10 at 18) in a full silhouette target (you had to pass to get your permit.) I also think that those who would carry have a moral responsibility (I’m not talking government regulation at any level) to practice their shooting regularly. I am also for a mandatory gun safety course for every citizen, say by the age of 16. You could do it in a single day. The Libtards want common sense regulation that would benefit all of us? There it is.

      With that being said, I cannot agree with your “mandatory” gun safety course. One does not have to have a mandatory auto driving safety course, but if you want to drive, you will learn how to do it to pass a state licensing test. Does this make you a safe driver? Of course not! We are each responsible for our learning, safety and actions. Making those requirements is slicing off a piece of the second amendment. If you want your CHL permit, you will study and practice to pass the state’s test. Some questions on the tests could involve gun safety knowledge, though.

      I got in a heated debate on labor day weekend with my Step father in law and his son. They were told that my CC would no longer work in other states. I said yes it would, but just because MO has made it free to CC my actual permit would. Just some of the miss information that was spreed to shut it down. I do think everyone should take a class. If they had issues taxation just make it free. You can’t get a hunting licence in MO without a class.

    We’ve had constitutional carry here in AZ for several years. Of course the gun grabbers screamed nonsense about “blood in the streets following every fender bender”. Has not happened. They were crying those same blues in the late 1990s when the permit system came on line.

The 2nd amendment (and the 9th & 10th) will be all but destroyed in 10 years or less. . .by the 1st amendment: our privileges are being destroyed by abuse of the 1st Amendment. There are no large-scale checks & balances when the ‘writers of the news’ are privately employed by openly biased, corporate (as in Wall Street) moguls. “We the People” have no defense against this EXCEPT ourselves. And, that’s only if a majority (like Missouri), act. It’s too bad that the attempt to alter law is so easily initiated with money and treachery. But then, it’s always been that way. It’s just that today it seems there are so many more functionally illiterate people whose only sources of information are headlines on a smartphone or tablet.

    Let us not forget or get distracted. There are much more important concerns in our society to be taken care of and that are easily fixed. There is nothing wrong with the constitution and the bill of rights as they are now. People need to follow the existing laws, and that includes everyone. No new laws are needed. There is no need to penalize or restrict people who never did anything wrong. Put the focus only on those that do wrong and see how quickly problems are solved.

    I’m in favor of the current shall-issue no-carry-without-a-permit law. I’ll tell you why…
    My CCW class instructor told the class he’s only ‘flunked’ one person over the years.
    He ‘failed’ him for looking down the barrel of his pistol to see if it was loaded while on the gun range.
    There is much to be gained by requiring a person become acquainted with the law and common-sense rules before carrying a firearm. Having a little ‘skin in the game’ before being allowed to play is not necessarily a bad thing.
    If the state wants to ensure everybody has legal carry they should conduct free training sessions and issue free permits.

      Not disagreeing with most of what you said, but the process of getting an LTC in Texas, and I assume every other state, completely negates one of the primary fights of law abiding gun owners everywhere…registration. Fingerprinting.

      While we are being encouraged to get the permit, we are at the same time, leaving a paper trail behind us, a mile wide, for not innocent federal agencies to follow. Unless our states decide not to extend the legal data they collect to the feds…It varies from state to state.

      A permit should not be required. Our “right to bear arms” is just that, a right. It is not a privilege like driving a car on public roads that requires a license. Our right “shall not be infringed” means just that as well. Fees, permits, etc. are an infringement as well and are unconstitutional. Yes the world would be a wonderful and happy place if everyone pooped rainbows! It’s called consequences for your actions. That is what takes care of the idiots. Remember America, innocent until proven guilty even if that is by someone’s own ignorant actions. If more people grew up around guns (hunting, plinking, etc.) by the time they were an adult and wanted to carry a gun they would be more than qualified.

They would rather remove an entire Constitutional Amendment then recognize that there are people who disagree with them. I researched it, and less than 50 kids a year are killed accidentally by guns. People think they’re being told the truth by the MSM, when in fact, they lie all the time and are nothing more than fear mongering propagandists.     That’s not buckling to anything. That’s actually keeping their oaths of office which the governor has violated by vetoing this bill.

    I feel that actually following the second amendment would also allow felons, who have completed their punishment for breaking whatever law they broke, who have presumably learned not to break the law from the punishment prescribed, should be treated no differently than any other citizen. If they haven’t learned their lessons properly, prescribe a different punishment and if they buy a gun and harm another citizen not in self defense then execute them. Either they learn from their punishment or they aren’t safe to have amongst law abiding citizens and they will never be. If they can never learn right from wrong there’s no point in housing them. The interesting thing about concealed carry is that if someone starts shooting for no apparent reason, bystanders are not defenseless and the illegal shooter isn’t likely to make it to trial. If the folks in that Colorado movie theater had been armed, how many lives could have been saved???

    This is a good thing for civil rights. The burden should be on the government to figure out who isnt legally allowed to carry via due process, not some blanket restriction on everyone. More states need to adopt this measure imediatly. Im waiting for Utah to join the civil rights movement.

      Don’t wait, agitate. Do what you can to get them to recognize your rights under the second amendment. Write letters and make phone calls. Donate to the campaigns of politicians who have a good record of following the second amendment. If you want it, you gotta work for it (or you could move to Missouri).
