California Lawmaker Proposes Bill to Videotape all Gun Sales

Assemblymember Kevin McCarty (D-Sacramento), wants to force gun dealers to record all sales on camera.

In an effort to “increase transparency in gun sales,” California Assemblymember Kevin McCarty (D-Sacramento) introduced a bill last week — AB 2459 — that would ban residential gun sales, require all gun sales be recorded on video, mandate gun dealers to hold insurance and empower the Attorney General to enforce these proposed laws.

“As a local elected official, I authored successful measures to crack down on illegal gun and ammunition sales,” stated Assemblymember McCarty in a press release. “As a State Assemblymember, I am proud to author AB 2459, which I believe will have a strong impact statewide in the effort to keep guns out of the wrong hands.”

McCarty’s bill has the support of the Law Center to Prevent Gun Violence, a pro-gun control organization based out of San Francisco.

“Firearms dealers are subject to very little federal oversight and are a major source of trafficked guns,” stated Juliet Leftwich, the LCPGV legal director.

“This bill will help ensure that firearms dealers in California operate responsibly by requiring them to videotape all gun sales, obtain liability insurance and conduct business from a commercial storefront,” she continued.

“We have worked with cities and counties throughout the state on similar laws for decades and applaud Assemblymember McCarty for his leadership in bringing this important measure to the Legislature,” concluded Leftwich.

One will recall that last year San Francisco instated a law requiring all gun stores within the city’s limits to videotape gun sales and turn the footage over to the police within a week of the sale along with the names, addresses and birth dates of the buyers.

This legislation is what pushed San Francisco’s last remaining gun store, Highbridge Arms, out of the city. The owner of the store refused to comply with this Big Brother harassment of law-abiding gun owners.

“The element we’re concerned with, they don’t shop here. They don’t,” said the store’s owner, Steve Alcairo. “I mean you’re going to get video surveillance of people who are coming in here legally buying stuff with their identification, criminals are not doing that.”

Now, McCarty and his cohorts want to take this insanity statewide.  The question is why? Why does the government of California want to burden gun dealers with liability insurance fees, ban them from selling out of their homes or residential areas and force them to record the names and faces of every gun buyer who comes into their store?

    What he is proposing would sink must gun stores or put the cost of guns through the roof. A decent camera that he is requesting (3 megapixel IP based not analog) records roughly .9 gigs per hour. With face shots, parking lots, surrounding areas, storage, and ammo shelves all being required to be filmed let’s say at minimum you would need 14 cameras. Now he says it has to be recorded 24 hours a day not on motion to save on storage space. (Why record when nothing is moving) if that’s not all it must be retained on site for five years. Let’s do the math.
    .9 gigabytes X 14 cams= 12.6 gigabytes
    12.6 gig x 24 hours not stop recording= 302.4 gigs per day
    302.4 X 365 days in a year=110.376 terabytes.
    110.376 terabytes x 5 years= 551 terabytes of data.
    Have you ever priced a server that can hold over 500 terabytes? You are somewhere north of $50 thousand just in data storage. Please help kill this bill!!!

      The peoples republic of California is not going to stop.. until all firearms are so over taxed that the average law abiding citizen could never afford to own one and the dealers are forced into such crap and paperwork they would shut the doors than to put up with the b.s. if the calif. Lawmakers cant ban guns they will make it so hard to buy and sell them my heart go’s out the dealers who will soon be forced out of business

    Why are so many of these legislators such jerks!? The only thing they will accomplish is chase good jobs out of the country thereby making others more responsible for the cost of government, which will cause MORE businesses to leave the state, ad infinitum. Seems to me the crime in the so called golden state is only going to get worse which will cause more people that have the money to move away. I sure do pity california people. Sad to say I was born and raised there but it wasn’t too bad in the ’60’s and ’70’s. Glad to live in PA now. They can keep it!

    For once I won’t waste time reading the bill, but if it doesn’t specify video resolution, there are two paths. Low resolution will make the video worthless. Ultra HD will produce a huge data file. Either way, submit the video file on those old 3″ diskettes. It will take a large box of diskettes for one HD transaction video which Police will have to store forever. If nothing else, the environmentalists will thank you for keeping plastic out of the land fill.

Then explain all the record keeping and proof of who a person is, and the background checks already in place and call her out on her lying and attempts to deprive citizens of their constitutional rights. Same for McCarty. What a bunch of blithering idiots. Perhaps they should be called willing tools of the devil because they are doing this to gain ever more power to the government and take away the God given rights and liberties that we have.

    What part of “shall not be infringed” don’t they understand. What part of the oath to protect and defend the constitution of the United States and the California constitution don’t they understand? Or is it that people in government are automatically subject to a lowering of their I.Q. and their honesty, which is especially prevalent in California. I’m so glad I was finally able to leave that socialist den of iniquity.

    Why? It is simple. The (unstated) purpose of the law is two-fold: (1) force as many commercial gun stores out of business as possible because it will be too expensive to operate (just like Highbridge Arms), because the fewer the number of gun stores, the fewer guns sold; and (2) increase the cost of firearms as businesses that survive will necessarily have to pass the costs of the video surveillance and data storage onto customers through increased prices, and increased transfer fees for internet sales, again reducing the number of gun sales because fewer people will be able to afford them. Will this have any effect on crime? Duhhh, no. Criminals will simply have buyers out of state who will bring guns into the state for sale on the street (where they are bought and sold now) if the flow of stolen guns slackens. Since the State cannot ban all guns (it is trying though) it will ban as many as possible and make it as difficult as possible to buy the few that are left.

    In this latter regard, the Democratic Party is yet again going after the AR/AKs this session, one bill banning the bullet button, the other banning ALL semiautomatic rifles and shotguns, and a return of the DeLeon “Ghost Gun” bill that will require a background check and the purchase of a serial number before beginning an 80% build. In addition, there is a proposition out gathering signatures to qualify for the ballot (which it will probably get) that will require the purchase of an ammo purchasing license (with a background check, $50, renewal every two years), the licensing of all ammo vendors (for a fee of course), recording of all ammo sales with a NCIS instant background check and a weekly or monthly report by the vendors of all ammo sales, identifying the purchaser, quantity and type of all ammo sold. The purpose is to make ammo as expensive as possible and to force gangbangers to go out of state for their purchases. (It will be a misdemeanor to import ammo into the state without complying with the law (which includes internet purchases), but why would criminals care about a misdemeanor?)

    Does this seem like backdoor registration to anybody else or is it just me? This will make it that much easier for the state to create a list of gun owners. Most criminal gun sales that take place in stores are done by straw purchases and those are few and far between. Most people don’t want to take the chance of catching a felony case.
    Where is this information going to be stored? Who will have access to this personal information? How long will the information be kept?
    This is backdoor registration that can and very possibly be used fire confiscation. Vote this idiocy down. LEAVE OUR RIGHTS ALONE!!!!!!!!!

      “Crime fighting” is being used as a fig leaf to disguise the real reason that these authoritarians are doing what they do, namely
      infringing on the Second Amendment rights of the people. Even the Democrats know that the criminal’s job description is to break laws, especially gun laws. However, they also know that crime fighting is a plausible reason to restrict gun ownership in their continuing efforts to attack the Second Amendment.

      Very few elected representatives are comfortable with an armed populace, including many Republicans. That’s because ALL governments fear privately owned firearms. They know that these guns represent a formidable deterrent against excessive government control, (tyranny).

      Make no mistake about the motivations or intelligence of the anti-gun liberals. The privately owned rifle is a symbol of a free people. That’s why the Democrats and RINOs never stop their efforts to infringe on the right to keep and bear arms. I am not calling for civil disobedience against anti-gun legislation. Why would I care about the “trusted” representatives that dishonor their oaths to support the Constitution? Pssst!
