Group Wants to Ban 'Menacing' Black Human Silhouette Targets

Do black human silhouette targets subliminally encourage police officers to shoot actual black people?

According to the No More Black Targets campaign, yes.

The group recently launched a Change.org petition in which they call upon the International Association of Law Enforcement Firearms Instructors to end the use of black silhouette targets in training exercises for law enforcement.

“Young black men are three times more likely to be shot by trained shooters than their white peers,” the campaign warns. “There’s a disturbing potential correlation — the most popular target for shooters to learn to use their firearm is a black silhouette.”

They cite “recent research on trigger bias” to argue that black humanoid targets make law enforcement officers more likely to shoot black people than white people.

The group references a study from the University of Illinois that they believe corroborates their concerns about “unconscious bias.”

One of the study’s researchers told NPR in 2015 that “people were quicker to shoot black targets with a gun, relative to white targets with a gun. And … people were more trigger-happy when shooting black targets compared to shooting white targets.”

But the University of Illinois study doesn’t actually make a connection between their findings and the use of black targets in training exercises. The research was not conducted using black silhouette targets but with actual images of black people.

The study concludes that people were quicker to shoot images of black people due to a “stereotype-consistent” response or because people simply perceive African-Americans to be more threatening. They never mention silhouette targets.

To fight the “the deadly epidemic of gun violence towards black people,” No More Black Targets proposes replacing black targets with “variations of more diverse target designs, changing from the negative stimulus shown in the study above.”

The group is partnering with the New York Society for Ethical Culture and includes “a collective of artists, diverse in backgrounds, ethnicities and nationalities, working in paint, digital media, pattern making and also physical installations.”

These individuals have created a number of alternative target designs, which they’ve published on their website. They also encourage others to create their own variations and submit them to the gallery.

The group hasn’t said whether gun owners will be able to order their own set of these targets and develop alternative trigger biases towards rainbows, graffiti, and psychedelic cloud patterns.

The petition has garnered 246 signatures as of February 21, 2017.

    Maybe, just maybe, a black man is shot because the officer feared for his life! Stop with the racist b.s., and confront the problem! Black teens create just as much trouble as white teens. No one EVER SAYS ” WHITE LIVES MATTER..” EVEN though more whites than black are shot. It comes down too…

    Bullshit! The parent did not put forth the effort , plain and simple. ” i had 3 jobs ” is NO Excuse! My dad did not have a single day off for 14 years! Yet, i managed not to shoot people, or end up in prison. I truly believe the parents have screwed up! You want to argue about it? I was as white trash as they come.

    Oh my aching butt. Black targets have been around ever since humans realized the contrast of black on white made for a better sight picture. Of course white on black would also work but that is a lot of additional ink and cost. Visual acuity+low cost = black targets. Sheessss!

    I can bet that if we did spend more money on white on black targets, no one would claim bias. This is fake news and is an example of hurt feelings looking for a place to be applied. This must have been ginned up by some editor in chief on a slow news day.

    Black targets matter!! I own a gun range. I don’t sell black silhouette targets because you can’t see your shots that well. Also it would be hard to find any law enforcement agencies that use the endangered targets. The police departments that use my range for training have never used a black target. This is clearly fake news. I call BS!

    The facts:
    Black people are more likely to be shot by police or have gun pulled on them when controlled for other aspects e.g., whether the victim had a gun. Additionally, data collected in training scenarios and police schools suggests that role playing black people are more likely to be shot in most instances. We cannot get away from our bias; even black people have some bias against other dark-skinned people. Why? There could be many factors but one is the pervasiveness of using dark-skinned people as villains. Why not consider that black typically portrays villainy of some sort e.g., the black hat vs. the white hat and who wears them. I have no idea whether using black, human-shaped targets matters because there are many factors at play. However, our subconscious is a very powerful mediator of behavior. It is obvious why targets are black i.e., they are easier to see. However, it could play some small role in our subconscious and how it influences or reaction under stressful situations. In some cases creating targets can certainly have a racist or misogynistic connotation. I do not think the maker of a standard target in this case had that intent, but perhaps it should be considered.

    Finally, looking at population statistics and saying therefore, being black makes you inherently more dangerous or likely to commit a crime is a simplistic and bogus way to look at the data. If the data were controlled for location or income we would most likely conclude that crime is most related to poverty than race. This is readily seen in areas with low minority populations. Most of the crimes are committed by people with lower incomes. Of course, if you actually look at economic effect of crime, white collar crime may have the greatest overall effect. However, these people are typically not prosecuted under our existing system of justice.

    Simply discounting these and other concerns without really considering the facts or reality is lazy thinking and adds nothing to developing solutions to very important issues.

      You comments are thoughtful and insightful contribution to this discussion. However, the “black hat versus white hat” theory you site dates back to the cowboy/western/gunslinger movies and television productions predating the civil rights movement of over fifty years ago.
      Consider that fact that many, if not most immigrants to America were poorer than church mice upon their arrival in the America. However, they brought with them a rich cultural background, a strong work ethic, strong family support traditions, and moral values based on religious heritages dating back thousands of years. The fact that they landed on our shores poor, didn’t keep them from from succeeding.
      The fact Americans elected an African American, Obama, as President, not once, but twice, proves we are not color prejudiced, as claimed by Liberals. The fact Americans were totally disappointed with Obama’s lack of leadership at both the national and international level, and thus voted in Donald Trump, also cannot be refuted.
      Better times are ahead, especially for responsible citizens, although perhaps not for free-loading criminal types in our society.

        Obama being elected is not proof of anything really. It certainly doesn’t mean we are a post-racial society. About 60% of the people vote. Obama received 52% of votes of people that voted. That leaves a whole bunch of people that didn’t vote. Most of what I am talking about is bias of the sub-conscious. We don’t know we are doing it, we just are. There are a number of simple tests you can do to see if you have it. As I said earlier, most do, even dark-skinned people. Cowboy hats in old movies are just one example. However, what is the hardhat color of a typical job boss? White. It is all around us, most of the time unintentional, yet it can increase sub-conscious bias that can and does result in injustice and the prosecution of the innocent. You don’t need to take my word for it.
        As far as your ideas regarding who came here and what they did are you forgetting what was a huge economic engine for the US? Slaves. Much of our economic value was generated on the backs of slaves and they did not benefit from that economic activity. Wealth is accumulated through families and inheritance. Black Americans have not been treated as equals until the 60’s and even then it has been a constant fight against Jim Crow. Thousands of black Americans have been killed or wounded in our wars only to return home to prejudice and injustice once they removed their uniform. It is beyond me why we refuse to acknowledge our past.
        Free-loading criminal types include all races and backgrounds. How many billions did wealthy white bankers steal from the American people during the last recession? Poverty and hopelessness and greed breeds criminality, regardless of race.

    Afro-Americans commit ~49.7% of murders and ~55.6% of robberies in the U.S.A., even though only ~13% of the population. 5,635 blacks were murdered by other blacks in 2013, while only 96 (less than 2%) were killed by white cops in the line of duty, often in self-defense.
    Ever notice how home security system companies on television never show an African-American breaking into a home, but rather a rather a white guy, often wearing a football jersey with large numbers on it to make it super-easier for the passing patrol car to identify him?
    Until the Afro-American community address their own significant problems, like the fact that over seventy percent of their children are born out of wedlock (versus less than 30% for whites) and the fact the majority of these children are raised without a father figure in the household, “black lives” will continue to be predestined to “not matter” from the moment of their conception (black women are 3.75 times more likely to have an abortion than white women).
    By definition a silhouette is an outline that appears dark against a light background, i.e., “figures that were silhouetted against the setting sun”. Over sixty years ago I brought home a silhouette of my head from grade school. It was black. I am white. That is what silhouettes are all about.

    Nonsense abounds everywhere. Now, if they want to promote use of targets in multiple colors, they may onto something with merit. Given various lighting conditions, clothing options, and yes, even races of people, introducing training with targets in multiple colors is probably a good idea.

      You can poo poo the article if you want but, there is merit in the story. Black undercover police officer as well as black people who are the good guys on the scene with a weapon are more likely to be shot by people coming to the scene if they do not know who the real players are. It is called called racial bias. In some folks mind; the good guy with a gun can’t be the black person. I personally am not into banning things. I am a ole school shooter and I wear yellow lens shooter safety glasses when I am at the range. Will I get in trouble with asian folk? Here I am thinking that I want to highlight the white target markers that I put on my target by wearing yellow lens. Just because something does not affect you does not mean that you should not be concerned.

        Actually, a recent study by Harvard economist Roland G. Fryer, Jr., “An Empirical Analysis of Racial Differences in Police Use of Force,” according to all references that I have read says that Police are more likely to shoot a white suspect than a minority. So yes, I “poo poo” the article because the NMBT group is wrong.

    So yes I agree with just about everyone that has responded and WHAT A RESPONSE!
    So I will add to it as well as we can all pretty much agree that this is a pretty pathetic campaign. BUT, to understand the issue is to understand the combative(s) first. It may not be all their fault as it is due to the transcendence of the black culture.
    So start with the word BLACK:
    Black is associated with power, fear, mystery, strength, authority, elegance, formality, death, evil, aggression, authority, rebellion, and sophistication. Black is required for all other colors to have depth and variation of hue. Yellow, brown, white you get the point.
    The black color is the absence of color. Black is a mysterious color that is typically associated with the unknown or the negative. The color black represents strength, seriousness, power, and authority. Black is a formal, elegant, and prestigious color. Authoritative and powerful, the color black can evoke strong emotions and “too much” Black can be “overwhelming!”
    In heraldry, black is the symbol of grief. The color black can be serious, professional, and conventional, but black can also represent the mysterious, sexy, and sophisticated. Black is a visually slimming color for clothing and like other dark colors, in interior design, black can make a room appear to shrink in size. The color black affects the mind and body by helping to create an inconspicuous feeling, boosting confidence in appearance, increasing the sense of potential and possibility, or producing feelings of emptiness, gloom, or sadness.
    The language of race as it relates to color (black for one) and constructed variously in science, law, politics and culture — has always been a moving target. (Not to be confused with the contesting of the use of the Black target.) It’s much more of an unsettled part of the Human Race in confusion as to how to define themselves in this world of many cultures and colors known in whole as the Human race. The Blacks are not the only one’s.
    In the early 20th century, the term “Negro” gained traction. There are some black elders that still self-identify as Negroes. The term “Negro” was considered a term of respect.
    We have women that belong to the National Council of Negro Women Chapter.
    Then we have another term “African-American,” which many Blacks deemed awkward and inaccurate. The 21st Century term was introduced as a reference for the Black people that “DID NOT WANT TO BE CALLED BLACK. Many stated that “We are not from Africa, we were born here in the U.S. I don’t even know anyone there, can’t even say my ancestors are from there!”
    Those who defended the use of African-American noted it was rooted from history, from culture and personal choice. Others offered up alternatives, like “Person of Color,” “BLACK,” “Halfrican-American,” “Mutt,” the much less identified term mulatto or quadroon instead of mixed-race. And of course the term that is taboo for anyone to use except the black with each other, the hated ‘N’ word. And while we often refer to it as the NAACP, the nation’s oldest civil rights organization has kept the word “colored” in its name. The National Negro Business League was founded in 1900, and in 1914, Marcus Garvey founded the United Negro Improvement Association. In 1971, the Congressional Black Caucus was formed. It’s name suggested how the civil rights and black power movements left behind terms like African, colored and Negro.

    As part of the Human race we can see how difficult it can be when ‘we’ as in the Human Race “We”, rely on linguistic (lingo) conventions (inventions) to express the complexity of human identities and one race cannot determine what to be called.
    In short, whether called “Negro, African American, Halfrican-American, Person of Color, Colored, Mulatto, Mutt, the ‘N’ word or BLACK. It is evident in history the ‘Black’ race cannot make up their minds on how they want to be referred to in greater Human Society. It seems the majority of “Brown” people continue to prefer the term Black and fight for the identification that “Black Lives Matter” even though a majority are many variations of the color brown, Not Black!
    You got me, sounds like a very confused gathering of the minds. Who is the leader? You tell me?? It is clear what color we are all in the daylight so what’s the confusion?? Pick one so we all can sleep better at night. In the darkness everybody is the same color anyway.
    As far as the color of the target’s?? I use Brown colored paper I buy in rolls at HD.
    After this article, I’m just glad they’re not Black… Holy Cow!

      White is the absence of color. Black is the combination of all colors. Any first grader knows this. Or at least used to.
      Very dark blue or purple heralds nobility.
      Medium to dark gray and dark blue predominate in men’s business suits. Indicates committment.

    The most disturbing part here to me is not the article, but the majority of respondents view points. I guess work still needs to be done regarding the perceived social and economic stereotypes and the pro gun perceived monolith. At times we do more harm to each other’s ability to just be a gun enthusiast and enjoy a space that speaks to whatever shooting discipline you choose.

    I’d like to know what percentage of those blacks shot by police were shooting at police vs the percentage of whites shot by police who were shooting at police. Add to that the percentage of blacks that commit crimes vs the percentage of whites that commit crimes. Then compare all that data to the percentage of blacks who commit crimes vs the percentage of whites who commit crimes. I suspect strongly that the so called civil rights groups won’t be happy with the comparison. It’s my opinion that if you don’t commit any crimes it’s highly unlikely that police will shoot you regardless of your skin color. On the other hand, if you do commit a crime then shoot at the police to resist arrest it’s highly likely that the police will shoot you regardless of your skin color or their skin color for that matter.

      Sounds like to me that you have a problem with Black Folks vs what we say has and does happen to us. This is one of the problems with the gun community. We spend our time fighting each other instead of the ones who are against us. You question rather these events happen rather than looking them up. 44 time a black guy shot on his very own porch. His only action reaching for his wallet which the officers asked him for. 4 shots which killed a black motorist in front of his girlfriend and young child. His only action reaching for his wallet after informing the officers he had a valid CCW after being asked by police officers for his ID. I am a black guy who carries a gun legally everyday. That does not stop police office stopping me in front of my house asking me in an open carry state about my weapon. My friend, it is a different world that we live in. Look online at how arab men walking into a Dearborn Michigan Police station are treated vs the way young white men are treated when they have their AR’s out in the open.

    Well then we need to outlaw any movie with shadows that people shoot at. As an example “The Shadow” but that is just one, how about banning the use of any menacing shadows in movies? Some one needs to explain to those nitwitts that a black color on a whitish background even a yellowish background is a target used to refine a shooters ability to hit what they aim at. The color black standing in for a Black person of any gender is ridiculous and showing but one thing and let me extrapolate, anything the colored black must be for only Blacks. So no more black cars, no more kitchen appliances colored black, no use of any black color by anyone other than a Black person so the product can be identified as being a Blacks property. Same logic they use calling a gun target being a stand in and conditioning for shooting a Black person. Get real!

    When I was in the police academy, our qualification targets for marksmanship were life-size photos of a very 1990s White guy with a gun. The low-light qualification target was harder to see because there was less light but I think he was definitely a White guy with a gun. When doing shoot/no-shoot drills, of course, the target was a woman with either a gun or a cell phone. Now, she looked unequivocally White to me, but based on this study, I have to assume she was actually Black. Finally, a challenge target featured two kids behind a dumpster, one with a shotgun, and guess what: black. The shotgun was black, I mean. The kids weren’t Black, they were White.

    When I went to my favorite indoor range for the very first time, I was offered a wide selection of paper targets to put on my lane hanger, and among them was the one shown above, another one that was similar, but with the “X”-ring in red, and (Wait for it…) another target which was a straight up photograph of an urban bad guy. The sight of that made me a bit embarrassed because it struck me as a tad insensitive, so I purchased the much more technical/clinical target (like the one above) but with a red X-ring. My point is this: Grievance-mongers don’t do themselves any favors politically by kvetching about illegitimate matters while legitimate ones still exist, lazy people!

    We have been joking about this for years. Why do you think silhouette targets are colored as they are? The same reason war games aren’t conducted in a utopian rose garden- but in a real life shithole environment, like where real life situations arise. Likewise , black targets, so shooters will be shocked when they pull down on someone that is not like their training target & abort fire!

They are therefore involved in the appropriate higher number of violent encounters with the police! What do they think is going to happen when they pull a weapon after an officer tells them to “stop and put your hands up!” Idiots!!

    Perhaps these black citizens should spend more time teaching their children and their communities to respect the law. This has nothing to do with a color of a target. The reality is black on black crime is rampant in cities like Atlanta and Chicago and these people are not paper targets, these are real people. Tackle that problem first, then come back and complain using phony studies.

    Without a doubt, this is just about the stupidest thing I have ever heard. Hey, politically correct, racists, left wingers, and any blithering idiot that has no knowledge of his topic. Pistol and Rifle sights in this modern era come with no color, to a spread of colors, a lot of white, greens and reds put on the sights or built into the sights. There are colored lazer’s, there are sights that look like a scope but have a red or green dot in the center. All the afore mentioned sights are important BECAUSE when you are shooting, you are shooting to hit the target be it a person silouette, round or square, animal silouette or what ever target. ON A BLACK TARGET, this color allows a shooter to identify where the shot or shots are hitting the target SO MUCH EASIER. Otherwise he/she would have to walk all the way to the target or at least part way and that would hold up the firing line THAT NO ONE WOULD PUT UP WITH. Where ever this think tank came from, this is an area to keep your noses out of, keep your politically correct bullshit out of this and for anyone relating this to racism, you are already prejudice or a racist so keep your noses out of this. All of you that have no idea about sport, competition shooting, or just target shooting, try and learn, about 80% of American homes have a gun in them and 40 to 50% enjoy some type of recreational shooting, be it individual or family. Leave us honest, decent, tax paying, no record, non-trouble making everyday Americans alone to enjoy their sport.

    While I do understand using pictures of African American to practice on being a problem and this is something that needs to change for example the Florida and other police department using mug shots to practice with in training comes to mind, as well as pictures of Black men holding guns certainly contributes to this issue. However, the Black silhouette is a little bit of a stretch for me.

    I am a proud black man and I have been shooting at black targets all my life. Money spent on this foolish idea would be better spent on education or special skills training to prepare people for better jobs. I could go on and on how to spend this wasted money, who ever dreamed this up have too much time on their hands and need a real job. I could care less what color targets I shoot, a picture of who ever dreamed this up would make a darn good target.

    The reason more black people get shot, is because the majority of black folks getting into these situations are more belligerent, and violent, than the white folks who get themselves in the situation. If you went to a community school where there were a relatively even number of black and white students, or have walked around in a mainly black neighborhood, then you know (whether you will admit it or not) that this is true. Change targets from black to green… let’s unarm the police because bullets are specifically made to shoot black people… racism will never end with the way our world, and all its people, are.

      Unfortunately this is a stretch, because more mass shootings happen in white schools then in Black schools, more supposed terrorist attacks occur in white communities, more etc. The problem you are trying to address is poverty which is the catalyst for most of the challenges we see in our society especially around gun violence and supposed gun regulation. Additionally more police officers are shot by white perpetrators then by Black’s so this argument is a little off to say the least when you examine the numbers and incidents. While it is true that Black people kill more Black people, or commit robberies against Black people the same is equal true with white people it is based on whom you’re in close proximity to in all cases.
