17 Attorneys General Send Letter to Congress Opposing National Concealed Carry Reciprocity

A group of attorneys general is speaking out against national concealed carry reciprocity.

Earlier this week, 17 top law dogs from CA, CT, DE, HI, IL, IA, MD, MA, NM, NY, NC, OR, PA, RI, VA, WA and the District of Columbia sent a letter to Congress saying they “strongly oppose” the Constitutional Concealed Carry Reciprocity Act of 2017 (S. 446) and Concealed Carry Reciprocity Act of 2017 (H.R. 38).

“With the worst shooting in American history fresh in our memory, we urge you and your colleagues to reject these ill-conceived bills that would override local public safety decisions and endanger our communities and law enforcement officers,” states the letter.

Based on the premise that one’s 2A rights shouldn’t stop at a state border, these are common-sense measures. Per H.R. 38:

  • This bill amends the federal criminal code to allow a qualified individual to carry a concealed handgun into or possess a concealed handgun in another state that allows individuals to carry concealed firearms.
  • A qualified individual must: (1) be eligible to possess, transport, or receive a firearm under federal law; (2) carry a valid photo identification document; and (3) carry a valid concealed carry permit issued by, or be eligible to carry a concealed firearm in, his or her state of residence.
  • Additionally, the bill specifies that a qualified individual who lawfully carries or possesses a concealed handgun in another state: (1) is not subject to the federal prohibition on possessing a firearm in a school zone, and (2) may carry or possess the concealed handgun in federally owned lands that are open to the public.

But those attorneys general aren’t having it.  Pulling the States-rights card, they went on to argue, “We would not mandate that one State honor another’s fishing, liquor, or hunting permits, yet the proposed legislation applies that same flawed approach to the far more serious issue of who may carry a concealed firearm.”

One’s driver’s license is valid in all 50 states, right?  Driving isn’t even a Constitutional right!

Those standing in the way of national reciprocity don’t have a leg to stand on.  The blanket claim that it would “endanger our communities” has no basis in reality.

We have more concealed carriers in the U.S. than in any other time in our nation’s history.  And crime is down, not up.

    The fishing and hunting licenses are a completely different issue than a concealed carry permit. Hunting and fishing use each states resources and is not protected by the constitution. Carrying a gun does not use state resources and it IS protected by the constitution. IDIOTS!!!

In my opinion this has nothing to do with keeping Americans safe or whatever their claim is. It IS about disarming WE The People and these United States Of America. OUR Second Amendment has nothing to do with hunting per say. What it is about is protecting, affirming, and confirming OUR God given rights to own and bare arms. OUR Second Amendment doesn’t exist as a permission from government, it exists to protect WE The People from government, from tyranny. These people, the ones above ARE tyrants that are not allowing a crisis to go to waste in their never ending quest to disarm WE The People in their quest to dissolve these United States Of America that they so hate along with WE The People.     Tell us, supposed or alleged educated Attorneys General, where in the Constitution are THOSE activities enumerated????
    You see folks, these asshats know full well that those activities are regulated PRIVLEDGES, not RIGHTS .
    Naming these activities obfuscates the real issue of an ENUMERATED right, to appeal to the low information citizen.
    It’s Orwellian, and should be denounced as such.
    Such people are NOT to be trusted, and need to be called out.
    To reference them in light of Goebbels is NOT wrong, for they take that path.

    If one would notice, it’s a majority of Blue states that are against this bill. I find it very disturbing that a major political Party is so focused and intent on disarming American citizens, but at the same time, supports giving sanctuary to illegals that are known felons.

    This is all about money and nothing else. With reciprocal carry individual states would lose out on fees required to possess the permit and the mandatory cost of training beforehand, The interesting thing is most of these states already have some form of reciprocity with other states, so either the Attorneys General don’t know their own states laws or this is nothing but a smoke screen to cater to the anti-gun lobby. It’s certainly not about state’s rights, since there are many things that are valid state to state including as noted a driver’s license.

    As a recent escapee from Connecticut, with the worst governor ever, worse than Lowell Weicker, I am saddened, but not surprised, that NC is a participant. NC residents, watch out. The same backroom, midnight passed legislation, that was perpetrated by the Connecticut governor and his Democratic legislature is coming to NC. Your rights are on the line all because a minority of people couldn’t figure out what bathroom to use.

    The real problem with a law for NPR is this, a law can be rescinded or taken away, making it no longer a Right! The second amendment is the only NPR we need and it needs to be enforced, not continually infringed upon! Laws and Rights are two different thing and we don’t want to get on the slippery slope of combining them, bad choice!

    I may be the only one of the millions of gun carrying concealed license holders in the country who oppose this NATIONAL RESOPROCITY BILL.
    You heard I oppose it, only because the NATIONAL really means GOVERNMENT. Wake up people. Don’t you realize that anything the government gives us can be ruled or removed by the government. Since probably 90% of the states are reciprocal to each other why do we need the government to step in. I get the whole drivers license national thing but once the government gets their say on the rules to govern who, what , when, and how we can carry then go ahead and give them your guns.
    My biggest concern is the NRA and their sell out leadership. They where so quick to side with congress on the bump stock issue who’s to say they haven’t sold us out on this NATIONAL RESOPROCITY ISSUE TOO……

      Tj, I too have long had misgivings about a Federal “National” CC law. Just wish there were some way the governors or reps. from all 50 states could iron out a reciprocal CC agreement and leave Washington out of it. Probably never happen, but I’d prefer it over one that can be manipulated/adjusted/amended with the changing of each congress.

    Sad to see NC on the list. We are an open carry State and recognize the majority of States CCPs. Seems funny that you can walk around Walmart or Sam’s Club with a .45 on your belt but they do not want to allow national reciprocity. Is this rejection due to the differing requirements in other States, i.e. getting your Permit on line or even not requiring any Range time?

    AS written, this law may be next to useless. It all it says is that it is not a federal crime to carry in another state. Who cares, if carrying constitutes a violation of that other state’s laws? For example, California not only has a federal GFSZA, it has a state analogue. Just because I cannot be federally prosecuted doesn’t mean a local state prosecutor won’t.

    I knew my state of Oregon would oppose it. The liberals are in control here, and mimic whatever California does. Our Congressmen are against “losing control” and care nothing about their constituents who travel into other states. I guess it is their own fault for traveling and they should have stayed home where they can be “protected”. The disease of liberalism causes everyone to suffer.
