Breaking: Missouri Lawmakers Override Governor Veto to Enact Constitutional Carry!

Missouri became the latest state to enact Constitutional Carry after the Legislature voted Wednesday to override the governor’s veto of Senate Bill 656.

Senate Bill 656 contains all sorts of goodies for law-abiding citizens.  In a nutshell, here are some of the main highlights:

  • Allows Missourians to carry a concealed weapon without training or a permit in areas that do not prohibit open carry.
  • Expands Missouri’s “castle doctrine” to allow invited guests (such as babysitters) to use deadly force against intruders.
  • Creates a “stand-your-ground” statute, which removes an individual’s duty to retreat from danger in any place they are legally entitled to be present.

It should be noted that Senate Bill 656 does not completely eliminate Missouri’s concealed carry permit program.  Residents may still want to obtain a permit for reciprocity purposes when traveling into other states that honor the Missouri CCW permits.

As the NRA-ILA noted, SB 656 does modify the CCW system in that it caps the state fee at $100 to process permits, allows members of the military extra time to renew their permits and adds additional permit options to include extended and lifetime permits.  So, for the cost of $100, presumably one can get a lifetime permit to carry in the state of Missouri.

“This is a great day for freedom in Missouri. The legislature stood strong for the constitutional rights of law-abiding citizens by overriding Gov. Nixon’s misguided veto,” said Chris W. Cox, Executive Director of NRA’s Institute for Legislative Action. “Despite the best efforts of Michael Bloomberg and out-of-state gun control groups to defeat the override vote, their agenda was rejected.”

Nixon vetoed the bill earlier this summer because he claimed it would allow “individuals to legally carry a concealed firearm even though they have been or would be denied a permit because their background check revealed criminal offenses or caused the sheriff to believe they posed a danger.”

However, a close reading of Nixon’s objection shows that it makes zero sense.  If an individual is a convicted felon, he couldn’t lawfully possess let alone carry a firearm.  So, the law wouldn’t allow a prohibited person to “legally carry” a firearm.  Rather, it simply allows non-prohibited persons, aka, law-abiding citizens, to carry concealed in any place that they could already carry openly.

The Senate voted to override the Nixon’s veto on a party-line vote of 24-6.  The House cleared the bill by a vote of 112-41.

As one might expect, gun-control organization were less than pleased with the news of the override.  Former New York City mayor Michael Bloomberg via his gun-control outfit, Everytown for Gun Safety/Moms Demand Action spent time and money on a campaign designed to kill SB 656.  Clearly, it failed.

“Missouri lawmakers buckled to the NRA instead of listening to the vast majority of Missouri voters, including mayors and law enforcement leaders, who support our current concealed carry permit system,” said Becky Morgan, a member of Moms Demand Action in a statement. “And in doing so, they made our state the first new Stand Your Ground state since the death of Trayvon Martin.”

The truth is Missouri lawmakers didn’t buckle to the NRA, they buckled to common sense and the Constitution.  See, crime has a tendency to go down when more Americans exercise their right to keep and bear arms.  So, why not embrace a more purist (and historically accurate) reading of the Second Amendment (It says, Shall Not Be Infringed!  And what is a fee but an infringement, a way to chill a right) and make it easier for responsible folks to carry and defend themselves in public?  That is the impetus behind the support of SB 656.

This comment is mainly intended for the people of California. One of the best things that could happen in the United States in the November election would be to VOTE PELOSI OUT OF OFFICE !!!! I hope you will give that some thought before you vote.

CONGRATULATIONS to the citizens of Missouri who believe in the Constitutional right to self defense and were able to get the state legislature to change the state law. I believe we will see much more of this in other states. As you know, Gov. Nixon vetoed the legislation and billionaire gun control fanatic Michael Bloomberg tried to defeat the legislation by contributing $300,000,000 dollars to help Gov. Nixon and his veto. THE NATIONAL FIGHT TO DEFEAT THE GUN CONTROL FANATICS IS NOT OVER !!! I would like to mention some details about the fight we still need to win regarding the presidential election.

Have you noticed that Hillary is trying to avoid bad publicity pertaining to her claim that she will do everything she can do to make gun control and changes to the Second Amendment and changes to the Supreme Court her top priority and thus make Americans defenseless in a legal sense. Obviously, she knows that publicity about taking guns from American citizens is bad publicity before the election. Apparently, the “Brady Bunch” is doing much of the talking for her so she can try to avoid the bad publicity and the lies and corruption before the election. Don’t forget about the lies about the Libyan ambassador and three assistants that were killed due to her making no effort to help them. (Remember – Hillary said “JUST FORGET ABOUT THAT”) (BENGAZI, LIBYA – WE HAD THE TIME, SHIPS AND PLANES. WE DID NOT HAVE THE LEADERSHIP !!!!) Don’t forget about the lies about the classified State Department emails and her private server and Hillary mishandling the matter. Don’t forget her idiotic decision to let millions of more illegal aliens into the U.S. and making no effort to stop the illegal immigration. There has been talk of taking money from Social Security, etc. to support illegal aliens that have done nothing to deserve the support as have the people who paid Social Security for many years. THIS IS A CRITICAL ELECTION !!!! The people who support her consist of Obama, Billy and Chelsea, Tim Kaine, Pelosi, Feinstein, Boxer, Sen. Harry Reid, Bloomberg who is a billionaire gun control fanatic who contrives the network news media with Katy Couric, Soros who is the owner of Progressive insurance, Katy Couric, Sen. Susan Collins, Dan Gross who is the leader of the “Brady Bunch”, Chucky Schumer, Maura Healey, Gov. Brown of California, Gov. Brown of Oregon, Gov. Nixon of Missouri, practically all of the network news media including Rupert Murdoch of FOX NEWS, and many other people of this ilk. If Hillary is somehow elected, the Democrat idiots listed above would play a large part, politically, in changing the United States. Due to lies, corruption, and being very unqualified for president, Hillary MUST be defeated. To be honest about Hillary’s character, HILLARY IS ROTTEN TO THE CORE !!!!

Good to see the elected officials representing the people rather then giving into one mans will. This is the reason we have checks and balances in our \”democracy\” and its good to see they are still being used. As far as anti gun laws I suggest all the states follow suit with Idaho, they passed a bill that made all future anti gun orders illegal for Idaho cops to enforce. It also insures they have to follow the oath they took. The US loves to make fun of Idaho for growing potatoes and being underfunded, most people don\’t know that its illegal for Idaho to have a negative budget? In other words we only spend money we have rather then take loans from the feds like all the other states do. No wonder Idaho is the destination place for Californians and Texans!

Hopefully Nixon seen the little flashing light going off as his tenure of governor of Missouri just took a major hit in the ballsack. Time to retire and fade off into history as one of the least remarkable governors in Missouri history. Fade into oblivion. Take that idiot Bloomberg with you too will yah. Maybe you can suckle his tit like you have done to the taxpayers of the great state you are supposed to represent.

  • Mikial September 16, 2016, 8:39 pm

It’s nice to see the will of the people winning out over the whim of a single politician. Now if we could just get that at the White House level we might be making progress.

  • The Duke of Phaughtingwell September 16, 2016, 5:51 pm

Trayvon Martin was once again vomitted on to the platform. Look into his history; gang member, mother threw him out from home in Atlanta to go live with his father in Florida, local Florida police suspected him of burglaries; and to cap it all, he went back to attack George Zimmerman after Trayvon realized George was following him. He got what he was looking for!

While the Missouri Legislature is certainly to be commended for their action in overriding the governor’s veto of the subject bill, it reminds us of the fact that there should never have been any reason to disallow any method of carry in the first place. The 2nd amendment to the Constitution (we all know what it dictates) does not prescribe how we should ‘bear’ our arms; only that our right to do so shall not be infringed. An uncontested veto by the governor would have been an infringement on that 2nd amendment guarantee.

So, congratulations, Missouri! We gun-rights supporters of The United States Of America thank you for taking another step in keeping America the greatest country on Earth and helping Her to be even greater still.

Think of all the lives that could have been saved if this common sense legislation had been in effect at Sandy Hook, the Colorado movie theater, Florida Club, California Office, and so many more tragedies. I do think it makes sense to require a basic NRA proficiency test in order to carry. In my CC class of 23, only 14 were able to put 23 of 30 rounds (10 at 7 ft, 10 at 12, and 10 at 18) in a full silhouette target (you had to pass to get your permit.) I also think that those who would carry have a moral responsibility (I’m not talking government regulation at any level) to practice their shooting regularly. I am also for a mandatory gun safety course for every citizen, say by the age of 16. You could do it in a single day. The Libtards want common sense regulation that would benefit all of us? There it is.

    • Charles B. September 16, 2016, 1:23 pm

With that being said, I cannot agree with your “mandatory” gun safety course. One does not have to have a mandatory auto driving safety course, but if you want to drive, you will learn how to do it to pass a state licensing test. Does this make you a safe driver? Of course not! We are each responsible for our learning, safety and actions. Making those requirements is slicing off a piece of the second amendment. If you want your CHL permit, you will study and practice to pass the state’s test. Some questions on the tests could involve gun safety knowledge, though.

    • ejharb September 26, 2016, 2:08 pm

human right of self defense should not be infringed by mandates or laws some of our fellow gun owners are our worst enemies in this area. with rights I do agree come responsabilitys and we should encourage education and training and punish those who act irresponsibly.

  • Larry September 16, 2016, 11:25 am

Way to go, Missouri. I’ll be in your fine state next week & will proudly conceal carry, with my out of state permit tucked in my wallet.

    • Micah Hills September 16, 2016, 7:55 pm

I got in a heated debate on labor day weekend with my Step father in law and his son. They were told that my CC would no longer work in other states. I said yes it would, but just because MO has made it free to CC my actual permit would. Just some of the miss information that was spreed to shut it down. I do think everyone should take a class. If they had issues taxation just make it free. You can’t get a hunting licence in MO without a class.

… Seriously? Even the great state of Missouri is going to push gun control?… can ALL of us 2nd Amendment supporters move to Texas, kick the Liberals out and just Secede from the damn Union??? This Republic was founded to be more like a social club for states…. lets say, to quote “Gettysburg (1993)” from Gen. Pickett: lets say this were like a gentlemen’s club (the Union) and after some time some of the other members started to intrude upon our personal lives… do we not have the right to simply resign? So thats what we did, we resigned. “You dont have to love your government to be a good American, you just have to love your country”. I say we resign once again, the Liberals already threw away their guns…. what are they going to fight us with? Stick and Black Lives Matter zealots? You rarely meet people “against” the second amendment on the street when talking to them as a Conservative because *they* know we would beat the absolute “beat the devil out of them” out of them in both ideological argument and just plain old fists. Liberals are cowards, so are their Communist and Socialist friends. Many of *US* are not cowards, stand up and fight or let the second amendment and all the other God given rights go…. just. let. it. go. I’m Irish, many Americans are… we don’t need this to become another “Bundy Ranch” situation or a full out IRA-style defense. The British Army couldn’t even beat the Provos… what makes our government so confident they could take us on when most of “us” work for them anyway? They better hide if they really want a fight in all those bunkers they built cause we’ll “set them straight” on this issue. This is no longer about rights, its about basic humanitarian conditions which neither side seems to agree upon…. so duke it out. Fish or cut bait. First anti-gun Libby I meet is getting the same treatment we gave to British loyalists during the Revolution. This is over, no more talk, no decommissioning, they get nothing from us. Stand your ground. Molon labe.

  • Altoid September 16, 2016, 10:27 am

We’ve had constitutional carry here in AZ for several years. Of course the gun grabbers screamed nonsense about “blood in the streets following every fender bender”. Has not happened. They were crying those same blues in the late 1990s when the permit system came on line.
    Congrats Missouri.

    • Darren P. September 16, 2016, 1:03 pm

THAT’S FUNNY you say that, here in Ks when we decided to go constitution carry, our Police Captain in Wichita said on camera “it’s going to be like Dodge City again in the old west, everyone carrying a gun and shootings” and not only has that not happened, our crime rate has dropped. Funny coincidence, huh?

  • JB September 16, 2016, 10:14 am

This mom’s demand group , man that group. If a majority of us in Missouri disagreed with this legislation, don’t they think our elected reps would be playing on the other team? Sheer idiots. Good job Missouri lawmakers

  • Luke September 16, 2016, 9:46 am

“. . .shall not be infringed. . .” It’s entirely too late. The horse is out of the barn, folks. The 2nd amendment (and the 9th & 10th) will be all but destroyed in 10 years or less. . .by the 1st amendment: our privileges are being destroyed by abuse of the 1st Amendment. There are no large-scale checks & balances when the ‘writers of the news’ are privately employed by openly biased, corporate (as in Wall Street) moguls. “We the People” have no defense against this EXCEPT ourselves. And, that’s only if a majority (like Missouri), act. It’s too bad that the attempt to alter law is so easily initiated with money and treachery. But then, it’s always been that way. It’s just that today it seems there are so many more functionally illiterate people whose only sources of information are headlines on a smartphone or tablet.

“We need to clean house.” “People need to wake up.” “Vote every incumbents out.” “We have to take control of our country again.” Common platitudes on just about every 2A-related forum or blog. While all those have some merit, the root of the problem is in the education system and how the news is spun for political effect. And, for the most part, people buy it without thought for the future. Today, in Missouri, there was victory. Tomorrow (figuratively), in Minnesota, unions will continue to vote for liberal democratic candidates who will ultimately remove as many privileges as possible and import as many Muslims as they can to insure future political influence. The electorate might ‘wake up’ when Minneapolis gets bombed. Ah, but the US is a nation of laws and Muslims are no threat; they’re peaceful. Just give up your guns and everything will be fine. Welcome to high school 2016.

  • Roger September 16, 2016, 9:21 am

Let us not forget or get distracted. There are much more important concerns in our society to be taken care of and that are easily fixed. There is nothing wrong with the constitution and the bill of rights as they are now. People need to follow the existing laws, and that includes everyone. No new laws are needed. There is no need to penalize or restrict people who never did anything wrong. Put the focus only on those that do wrong and see how quickly problems are solved.

    • ozone zxz September 16, 2016, 8:27 pm

      Amen Roger

  • RetNavet September 16, 2016, 9:04 am

Awesome….Missouri starting to redeem itself, after the assinine Ferguson/BLM bullshit. Watch for that sorry sack of dog-squeeze Nixon to attempt to make every square inch of Missouri prohibited from “open carry” which would effectively negate the law.

  • Voice of Reason September 16, 2016, 8:48 am

Once in a blue moon the peoples rights are restored.. Human rights, property rights, fathers rights, gun rights and all the other rights that makes this great nation of freedom free.

  • Ross Walters September 16, 2016, 8:40 am

I’m in favor of the current shall-issue no-carry-without-a-permit law. I’ll tell you why…
My CCW class instructor told the class he’s only ‘flunked’ one person over the years.
He ‘failed’ him for looking down the barrel of his pistol to see if it was loaded while on the gun range.
There is much to be gained by requiring a person become acquainted with the law and common-sense rules before carrying a firearm. Having a little ‘skin in the game’ before being allowed to play is not necessarily a bad thing.
If the state wants to ensure everybody has legal carry they should conduct free training sessions and issue free permits.

    • Wayne Cook September 16, 2016, 10:16 am

Not disagreeing with most of what you said, but the process of getting an LTC in Texas, and I assume every other state, completely negates one of the primary fights of law abiding gun owners everywhere…registration. Fingerprinting.

While we are being encouraged to get the permit, we are at the same time, leaving a paper trail behind us, a mile wide, for not innocent federal agencies to follow. Unless our states decide not to extend the legal data they collect to the feds…It varies from state to state.

Thank you Missouri fot confirming 2A!!

    • Rouge1 September 16, 2016, 10:33 am

Spoken like a true subject of the evil empire. Guns are magic and it takes special training to effectively and safely operate them. And being that our government has shown it’s self to be open honest and transparent who better to infringe upon the subjects right so that they and you feel safe from the boogyman.

    • Danny September 16, 2016, 4:33 pm

A permit should not be required. Our “right to bear arms” is just that, a right. It is not a privilege like driving a car on public roads that requires a license. Our right “shall not be infringed” means just that as well. Fees, permits, etc. are an infringement as well and are unconstitutional. Yes the world would be a wonderful and happy place if everyone pooped rainbows! It’s called consequences for your actions. That is what takes care of the idiots. Remember America, innocent until proven guilty even if that is by someone’s own ignorant actions. If more people grew up around guns (hunting, plinking, etc.) by the time they were an adult and wanted to carry a gun they would be more than qualified.

  • Warren Peace September 16, 2016, 8:05 am

YEAH MISSOURI! I’m tempted to move there. THis country is going down the toilet faster than you can say “shit” as rich ass clown criminals like Bloomberg, Greenspan, Larry Silverstein (lots of jews), George Bush, Dick Cheney, Barack Obama, Hillary Clinton – these people are all traitors and murderers. The ONLY defense we have of the coming Fascism and militarized police will be our 2nd Amendment rights. And Missouri!

    • Muskrat45 September 16, 2016, 9:26 am

You are an Asshole.. what the F–K doe religion have to do with my right to carry?

  • Dr Motown September 16, 2016, 7:14 am

Let’s remember that this is the same libtard numbskull governor that allowed Ferguson to burn because he went along with the “hands up/don’t shoot” lie. He’s been WRONG on so many issues

  • ScranunSlim September 16, 2016, 7:05 am

Governor Jay Nixon, the pasty-faced poster boy SAP who said that the video — the VIDEO! — of the strong-arm robbery being committed by Ferguson’s Gentle Giant was being used to “besmirch” Michael Brown’s reputation.

  • Eric Haulenbeek September 16, 2016, 6:38 am

The arrogance of these “gun-grabbers!” They show up where they’re not invited, where they don’t even have lawful domicile, and think they can manipulate the legislative process that the citizens of the State of Missouri have enacted for their own safety. Michael Bloomberg and his misguided followers continually put people in danger of loss of life and property, never suggesting that there’s something about that that just doesn’t sit right with people! He and his friends will lie to your face if that’s what it takes to make you think they care about your safety, but these people couldn’t care less about your safety. They have this very odd fear of guns, objects that they’ve NEVER handled. I doubt they have the same regard for that family car sitting out in their driveway, and that’s just as dangerous! Where’s the common sense in that? These are folks who have no idea what a gun safety course is all about. They don’t even want children to learn how to safely deal with a gun that has been carelessly left out where they can get their mischievous little hands on it! What kind of sense does that make? They would rather remove an entire Constitutional Amendment then recognize that there are people who disagree with them. We have to have a law that says everyone has to agree with people who disagree with them? They haven’t got any common sense at all! They refuse to accept documented FBI data. Data that clearly shows the drop in crime where the Second Amendment is recognized as the law of the land! Wherever people are lawfully carrying a weapon of self defense, crime rates drop significantly. DEAL WITH IT MICHAEL BLOOMBERG!

    • Warren Peace September 16, 2016, 8:09 am

You are spot on. I was recently told by someone I respect that guns are responsible for so many children being killed accidentally. This is the brainwashing the media does. I researched it, and less than 50 kids a year are killed accidentally by guns. People think they’re being told the truth by the MSM, when in fact, they lie all the time and are nothing more than fear mongering propagandists. We have to take control of our country again, before the sheeple sell out fact and common sense to fear.

  • Chris Baker September 16, 2016, 5:32 am

” they buckled to common sense and the Constitution.”
That’s not buckling to anything. That’s actually keeping their oaths of office which the governor has violated by vetoing this bill.

I feel that actually following the second amendment would also allow felons, who have completed their punishment for breaking whatever law they broke, who have presumably learned not to break the law from the punishment prescribed, should be treated no differently than any other citizen. If they haven’t learned their lessons properly, prescribe a different punishment and if they buy a gun and harm another citizen not in self defense then execute them. Either they learn from their punishment or they aren’t safe to have amongst law abiding citizens and they will never be. If they can never learn right from wrong there’s no point in housing them. The interesting thing about concealed carry is that if someone starts shooting for no apparent reason, bystanders are not defenseless and the illegal shooter isn’t likely to make it to trial. If the folks in that Colorado movie theater had been armed, how many lives could have been saved???

    • Ken September 16, 2016, 8:48 am

Your dead on, just think of it logically, would you want to be the one firing a gun at an innocent person when everyone around you could put you down?

    • John September 16, 2016, 9:14 am

Do not forget that part of the punishment (deterrent) for felonies is the lifetime loss of certain rights.

  • Chris September 16, 2016, 5:15 am

This is a good thing for civil rights. The burden should be on the government to figure out who isnt legally allowed to carry via due process, not some blanket restriction on everyone. More states need to adopt this measure imediatly. Im waiting for Utah to join the civil rights movement.

    • Chris Baker September 16, 2016, 6:15 am

Don’t wait, agitate. Do what you can to get them to recognize your rights under the second amendment. Write letters and make phone calls. Donate to the campaigns of politicians who have a good record of following the second amendment. If you want it, you gotta work for it (or you could move to Missouri).

  • DRAINO September 15, 2016, 2:05 pm

It’s funny to me when the libtards and dumbocrats don’t get their way they say something like “….. instead of listening to the vast majority of Missouri voters….” It can never apparently be that the voters or representatives have voted AGAINST what the libtards wanted. Apparently, they think that EVERYONE wants what they want, thinks what they think. These crazy libs are the epitome of self-centeredness and narcissism.

    • Chris September 16, 2016, 5:16 am

Yup, pretty much exactly how they are. Dont forget manipulative, ignorant, and indoctrinated.

    • Michelle September 16, 2016, 7:37 am

You know, I am a Democrat and I think this is the greatest thing since sliced bread. So please stop with the “they”.
      That is all.

      • Chuck Natson September 16, 2016, 8:59 am

Please point to one democrat in the house or senate that is fighting to preserve the Second Amendment Ms. democrat. That is all.

      • Rouge1 September 16, 2016, 10:42 am

Michelle sorry to hear that you are a member of the party of slavery the kkk, lynching, Indian genocide and now baby killing. May God have mercy on your soul.

    • Rev_dave September 16, 2016, 10:22 am

No, they don’t believe that everyone believes as they do. It’s merely a convenient lie to avoid saying they are a tiny minority of seditionist cowards who wouldn’t defend their own children or mothers, and that the majority doesn’t want to hear their BS. It apparently works on the stupid-heads who support them, but to the rest of is its just an insulting lie.
