BREAKING: Senate Agrees on Gun Control Package

Over the weekend, a bipartisan group of U.S. Senators agreed on a package of measures that, if passed, would be the first major federal action on gun control in nearly 26 years. 

Sen. Chris Murphy (D-Conn.), who spearheaded the negotiations, spoke about the scope of the plan. 

“Our plan increases needed mental health resources, improves school safety and support for students, and helps ensure dangerous criminals and those who are adjudicated as mentally ill can’t purchase weapons,” he said in a press release obtained by GunsAmerica. 

“Most importantly, our plan saves lives while also protecting the constitutional rights of law-abiding Americans,” he added. “We look forward to earning broad, bipartisan support and passing our commonsense proposal into law.”

Per Murphy’s release, the proposal includes:

  • Support for State Crisis Intervention Orders – Provides resources to states and tribes to create and administer laws that help ensure deadly weapons are kept out of the hands of individuals whom a court has determined to be a significant danger to themselves or others, consistent with state and federal due process and constitutional protections.
  • Investment in Children and Family Mental Health Services – National expansion of community behavioral health center model; major investments to increase access to mental health and suicide prevention programs; and other support services available in the community, including crisis and trauma intervention and recovery.
  • Protections for Victims of Domestic Violence – Convicted domestic violence abusers and individuals subject to domestic violence restraining orders are included in NICS, including those who have or have had a continuing relationship of a romantic or intimate nature.
  • Funding for School-Based Mental Health and Supportive Services – Invests in programs to expand mental health and supportive services in schools, including: early identification and intervention programs and school based mental health and wrap-around services.
  • Funding for School Safety Resources – Invests in programs to help institute safety measures in and around primary and secondary schools, support school violence prevention efforts and provide training to school personnel and students.
  • Clarification of Definition of Federally Licensed Firearms Dealer – Cracks down on criminals who illegally evade licensing requirements.
  • Telehealth Investments – Invests in programs that increase access to mental and behavioral health services for youth and families in crisis via telehealth.
  • Under 21 Enhanced Review Process – For buyers under 21 years of age, requires an investigative period to review juvenile and mental health records, including checks with state databases and local law enforcement. 
  • Penalties for Straw Purchasing – Cracks down on criminals who illegally straw purchase and traffic guns.

Everytown for Gun Safety, the anti-gun organization funded by billionaire Michael Bloomberg, was quick to take credit for the announcement and vowed to ensure it gets passed into law.

“This bipartisan framework is a major step in finally getting federal action to address gun violence and, if passed, will save lives,” said Shannon Watts, founder of Moms Demand Action, a grassroots arm of Everytown. 

“We’re breaking the logjam in Congress and proving that gun safety isn’t just good policy – it’s good politic,” she continued.  “Our grassroots army has been demanding action from the Senate for nearly a decade and now we’ll fight like hell to get this historic deal over the finish line.”

Mark Oliva, the director of public affairs for the National Shooting Sports Foundation, the firearms industry trade association, offered the following comment to GunsAmerica via email:

NSSF is encouraged that this announcement of the agreed-upon framework does not include proposals to ban certain classes of firearms or age-based gun bans. Those ideas pose serious Constitutional questions and the fact that they aren’t part of this proposal shows that this is a true potential starting point. There is still serious work to be done, however and this is far from a certain deal. This is just the framework and the text of these legislative proposals must be written in a manner that protects Constitutional rights, including Due Process rights when it comes to state “red flag” laws and any proposals to expand definitions of prohibited individuals. We are pleased to see that measure to improve school security and provide increased mental health resources are being included. We look forward to continuing to work with the Senate for real solutions for the safer communities we all want.

    Why would members of the GOP go along with a typical Democrat solution to the problem (i.e., throw a lot of money at it that the government doesn’t have & will have to print)? We’re in the middle of a recession that’s causing suffering & misery for many Americans. And school shootings are a rather rare problem. So, why not tackle the larger problem & stop spending money that the government doesn’t have?

    The new strategy of the Left is to propose “moderate” gun control packages to lure the aforementioned idiots into their camp. The gun-banners finally have concluded that screaming about eliminating all semi-autos & so-called hi-cap magazines won’t advance their agenda. But, once they can wedge that door open a bit, they figure it’ll just be a matter of time before they can eventually force it wide open.
    Oppose Everything the Progressive-Socialists propose, no matter how “common-sense” it appears on the face.

    This is called, ‘Death by a thousand cuts”. All the stuff in this bill sounds great to the uninformed, but it will not stop here because none of this will change anything but your 2A rights. So, this will set the stage for even more useless solutions until the left gets what it wants, elimination of the 2A and private ownership of any firearm. A recent pundit reminded folks that OKC was blown up with fertilizer and planes were taken over by zealots with box cutters. Someone with criminal intent will always find a way.

Some of you guys here seem to think 2A is the only amendment (I’m sure most of these people have no ideas what the Constitution really says as well as the Amendments – ever read them genius?) – well it ain’t, and you know what its one of the LEAST IMPORTANT.
      All i hear from babbling idiots is 2A this and 2A that as if the world revolves around this, all the while democracy is threatened by right wing psycho lunatics. There are far more important issues rather than if we can buy or keep a 300 round/min. 50 cal rail gun to protect our house and family from break-ins.
      Start using your brain – WAKE UP before its too late. Worry less about your manhood (expressed in your gun safe) and more about what’s right for ALL and looking into issues of IMPORTANCE (not this 2A trivial crap) that effect your life and that of your family and friends for the future.

    Again, these unconstitutional laws are about people control, not gun control. Every politician who voted for this legislation has violated their oath of office and should be removed from power. “Shall not be infringed” is not a suggestion, it is the supreme law of the land. With more than 50,000 “gun control” laws already on the books, this is just another layer of tyranny forced upon law-abiding citizens by political hacks. Perhaps if the federal government spent as much time and money on promoting and supporting the nuclear family instead of tearing it down with their one-size-fits-all social engineering, school shootings would become nonexistent like they were in the 1950s and 60s. Contrary to liberal claptrap, it doesn’t take a “village” to raise a child – it takes a responsible father and mother. Uncle Sam is a poor substitute for responsible parenting. The culture started sliding down the road to perdition when the government kicked God out of school in 1963. Leftists have since infiltrated and corrupted the very federal agencies and institutions formed to protect our Constitutional Republic. The entire political system has turned our hard-won Constitution into just a “goddamn piece of paper.” We allow this tyranny to persist at our own peril.

    There are already laws on the books to control guns. Do not add anymore, here is a novel idea, enforce the ones already there. New gun laws only turn law abiding citizens into criminals. Look at the areas with strictest gun laws are cities that have highest murder rate. Logic would say that those people did not get the last gun law memo.

    They agreed because the pro-2nd community is all in on compromising all our rights out the window because they will cling to an argument that has no teeth in Law. The 2nd is about maintaining an organized, armed, and disciplined militia in accordance with the “Laws of the Union”.
    In 1833, Justice Joseph Story wrote in his commentaries on the Constitution, the following; “The right of the citizens to keep and bear arms has justly been considered, as the palladium of the liberties of a republic; since it offers a strong moral check against the usurpations and arbitrary power of rulers…And yet, though this truth would seem so clear…among the American people, there is a growing indifference to any system of militia discipline, and a strong disposition, from a sense of its burdens, to be rid of all regulations. How it is practicable to keep the people duly armed without some organization it is difficult to see. There is certainly no small danger that indifference may lead to disgust, and disgust to contempt; and thus gradually undermine all the protection intended by this clause of our national bill of rights.”
    The congress will continue to move forward until they have taken every right because we have abdicated the DUTY “necessary to the security of a free State.”

    Compared to the draconian crap they were trying to pass this is relatively light weight honestly.

    It’s by no means a good outcome, but at this point additional gun control laws were inevitable, at least this one is (mostly) toothless when it comes to serious impeding our rights, and the additional metal health service access will actually do some good and likely help people in need.

    Why should we be happy at all about this? It is another small step towards additional Gun Control. When will we stand up and demand the Federal Government obey the limits we placed on them in the Constitution and Bill of Rights? Change the framing of the argument. All federal firearm legislation is explicitly Unconstitutional. Period. Anything else is just buying time until the 2nd Amendment is completely bypassed through legal doublespeak.

    It is not the governments responsibility to be our caretakers. They were tasked with a small and simple set of tasks. They could not do those well so they expand their reach to distract from the incompetence. Each law passed to “solve” an issue creates 10 more problems.
