Don’t Plan On Buying Ammo In California - New Law Is Total SNAFU
California’s new laws require background checks for all ammo sales and ban all lead ammo for hunting.

California’s mandatory background check law to buy ammo went into effect on Monday, and it’s not going well. The system is reportedly running very slowly with no customer support.

“I’ve had one customer, and I had to turn them away because I couldn’t get into the system,” Don Reed, owner of DGS Ammo & Airguns in Sacramento, told ABC News. “He seemed a little bit perturbed. … There’s a lot of people feel like they’re being held hostage suddenly — punishing the people who’ve been doing it the right way.”

“So far it doesn’t work at all. My system doesn’t let me access it,” said Steve Converse of Ade’s Gun Shop.

“I can’t believe the amount of paper it wastes,” remarked Scott Emmett, the manager of the Ammo Bros store in San Diego. “This one transaction for two types of ammo was almost eight pages long.”

Emmett said the system was down for the first 45 minutes and there was no support. “I sat on the phone for about 40 minutes and no one answered.”

In 2016, California voters approved the law and it’s just now coming into play. The law requires background checks for all ammo sales, and there are three kinds of checks.

Here’s the breakdown from the California Department of Justice, which administers the law.

  • Standard Ammunition Eligibility Check: This eligibility check can be used by an individual whose information matches an entry in the Automated Firearms System and does not fall within a class of persons who are prohibited from owning or possessing ammunition. A determination may be completed in approximately 2 minutes. The fee for a Standard Ammunition Eligibility Check is $1.00. 
  • Certificate of Eligibility Verification Check: This eligibility check may be used by individuals who have a current Certificate of Eligibility to acquire or possess firearms. A determination may be completed in approximately 2 minutes. The fee for a Certificate of Eligibility Verification Check is $1.00.
  • Basic Ammunition Eligibility Check: This eligibility check can be used by individuals who do not possess a current Certificate of Eligibility to acquire or possess firearms, or do not already have information entered in the Automated Firearm System. A determination may take several days to complete. The fee for the Basic Ammunition Eligibility Check is $19.00.   

If you’ve registered a firearm in California, then you’ll probably qualify for one of the first two checks that cost just $1. You’ll need a valid California Driver’s License.

But, if you’re a new shooter you’ll be waiting days to get your bullets. Oh, and you’ll have to add $19 to the cost of that box of $6 shells. At least you’ll be able to buy more ammo under the same check for 30 days.

If you’re an out-of-stater, you simply cannot buy ammo in California.

The California DOJ says the law should keep ammo out of the hands of those deemed unfit. “The eligibility checks ensure purchasers are not prohibited from owning or possessing ammunition due to a felony and/or violent misdemeanor conviction or warrant, domestic violence restraining order, or mental health issue.”

The California Rifle and Pistol Association says they are “working in the field and in the courtroom to stop these ridiculous laws.” They have filed an active lawsuit against the Attorney General, Rhode v. Becerra.

Kim Rhode, an Olympic gold medal shooter who shoots thousands of rounds every week and is negatively affected by this law, is listed as the plaintiff in the case. The National Rifle Association is also involved in this suit.

This background check law was joined on July 1st by the law banning all lead from hunting use, though it can still be used for target shooting and self-defense.

With this huge impediment to purchasing ammo, how will the Pitman-Robertson revenues be affected? If you and I go to the range, and you give me some shells to shoot, is that an illegal transfer? Will this law lead to stockpiling ammo and illegally bringing ammo across state lines?

    Here’s the sad stupid truth, as a former resident of kommiefornia I can bring in all the ammo I want from out of state and give it away freely, so the only thing this law did was create a massive black market for ammo. I have no intention of returning to that shithole. Only after they have succeeded in removing all the legal guns and the only ones left are the criminals will the retards finally realize their mistake. Then again, probably not.

    An acquaintance of ours in California who works for the legislative branch in Sacramento mentioned they overheard that the ammunition background checks real purpose was to identify just what types of firearms people owned and to find out which ones were actually registered and which ones were not. This is a part of the pending “red flag” action which would allow law enforcement to confiscate any firearms if a person was suspected of being a “danger to themselves or others by comment, deed or action”. CRPA & the NRA have already filed a lawsuit as it is essentially a tax on the second amendment an unconstitutional. As our firearm owning friends have stated. “ I Will NOT comply”

    Make a law that certain conditions must be complied with in order to purchase a firearm or ammunition, and then make it impossible to meet those conditions.

    The sad reality the Prop 63 where this and other gun restricting laws were placed was titled to keep guns out of criminals hands… Not to hard to vote yes by those who never take time to read ALL that is bundled into the Prop in question… As with all things being what they are in California the law abiding citizens only use/function in the state is to pay your taxes and nothing more… The analogy is “shut up and pay your taxes.” More worth is placed on the illegals in California…

With millions of undocumented immigrants (i.e. illegal aliens), the state of California will pick up one additional House of Representatives member for each 700,000 of them unless they end up excluded somehow, which of course is deemed ‘racist’. Frankly, it wouldn’t surprise me if far more of the illegals are actually voting that will ever be readily acknowledged by progressives. But even if few or none are actually voting, the fact that they are to be counted and we can’t identify how many are here ‘undocumented’, ensures that states with large population will acquire additional representatives based on counting them with the citizens.

    If you have to travel through Commie land, try to avoid spending any money on anything, including fuel, do not plan any vacations to this pig hole, avoid it whenever possible. If you live there and are sick of the actions of your voters and legislation, move as soon as you can. I peraonally think a wall should be built from the border all the through through the statelines of CA., Oregan, and Washington state.

      LOL I see they did make a concession on the lead bullets. A Calif. resident all but claimed I was insane, but their original plan was to make ALL lead bullets in the State illegal period. Would would have been more than unhandy considering the millions of .22 firearms alone that would be throw a ways. The bullets were to be illegal to have anywhere in the state and not just for hunting. Even the lowly air rifles. I see that adjustment has been made back to hunting again. It started with the camels nose under the tent and the Condor, but it doesn’t surprise with migratory birds lead shot starting a national squeeze. Interesting bunch of left kookie Commiefornicates, ban the bullets and it leaves the most expensive clubs in the world. Sad part is this disease is going to spread until people tire of it and become lawless. When the guns are outlawed the outlaws will all have guns…with bullets to go with them. Is there anything in the wind on knife control? It seems a couple of the countries that imposed the strictest/confiscation type laws ended up with a rash of deaths by knives and had to impose similar laws that covered that also.     California Department of Justice Bureau of Firearms is absolutely worthless from a customer service perspective. The only thing they are good for is nothing, I mean to be honest nothing comes to mind. To legal gun owners they complicate every faucet of gun ownership because the criminals and the felons never follow the rules anyway so if you are John Q. Public you are seriously sh*t out of luck.
    In the past two months I sent two separate emails requesting purchase information on two separate revolvers and do you think they could be decent enough to respond? Hell no! The only thing they are good for is being the storm troopers for Governor Gavin Newsome and Attorney General Javier Becerra’s New World Order which is dis-arm the citizenry of California.
    I sure hope that before and during the next election the 2-A voters actually remember back to how to how these clowns screwed up legal gun ownership.

All he needs to do is stock up in another state, and come back and start selling for quadruple the regular price.     CA has the problem of many large metro area states, those votes not cast in the metro area are no vote at all, you are outnumbered. If you look at county by county voting in CA, you see a lot of red, but the blue is where all the votes are. It is either time for secession or revolt. Are you ready to start shooting? Looks like you might have to go out of state to load up. Maybe you could all get together with ice picks and pick along the St. Andreas fault line and the blue part would break off and float out to sea.

    Well think about it, then think about it again. Then remember the state we are talking about. Remember it’s called the land of fruits and nuts. Or as some athlete put it as the opening ceremony to the 1984 Olympics said ” it’s like they tilted the country on its side and everything and everyone who wasn’t stable and nailed down, and fell there.”
    And it is still true. I’ve lived there 2x’s. Both times for aprox 4 years at a decade apart, two different locations. One before and one after that quote. And well it didn’t change one iota.
    And considering that they voted in Moonbeam Brown as governor again…

    Just how many Californians will be eligible to own a firearm? If you are on Marijuana(medical or otherwise) you cannot own a firearm. But, If your a gang member, hollywood peckerhead, Government Official, illegal then you can have firearm’s. American Citizens, time to remove your Government.

    Judges on the 9th circuit can contort or misapply the original intent of the constitution to handcuff the president from doing his job and sit silently as though “….shal not be infringed.” is some foreign language incomprehensible to them. I am amazed and saddened for our once great nation.

    When my family came to the State, we were full of hope and faith. Our faith in the Eastern Orthodox faith remains strong after over 50 years in the U.S. But our faith in the U.S.A. government policies has seriously declined. It all started decades ago, but it was most clearly by the nation-wide court case of J.C. murder case. That is when we immigrants – realized that only the rich have protection of the law, no matter who is guilty.

    Now the anti-gun, anti-hunting, anti-shooting regulations have become law.. I don’t believe in them, I never gave a vow to protect such idiotic laws, nor do I intend to observe these anti-constitutional “laws”. We have a group of people who know how to cross the boarders of California without being checked, and who will bring in all the ammo that we need. I think that the implementation of these laws will cost the State so much money that the will very quickly give up – just like the canadians gave up on their illegal laws to register and prove ownership of fire arms.

    I was challenged on this issue by a former U.S. Marine at the shooting range. He said that obeying the law is what made America a democracy. I retorted that the Boston Tea Party was proof of the opposite – had we obeyed British law, we would be a colony of Great Britain now. It took that marine (I happen to be something of a leathneck myself) two weeks before he wrote a letter of apology, admitting that this was not the country that he fought for. Now this veteran has to relocate to another state just to target shoot. In California he is not allowed to buy and practice with the cartridges he wanted to shoot his buffalo with (GMX 30–06 in 65 gr.) – it is too expensive and too time-consuming. Welcome to the United States of America , with liberty and justice for all – except those who believe in the 2nd Amendment.

      I was born here, too, and the problem is on the west coast. Pretty much everything east of I-5 down to the southern end of the central valley is conservative (see county voting maps). We need to split the state into liberal/socialist/progressive West California and conservative East California (or State of Jefferson). Then let West California get their water from the ocean they pollute and their produce from their favorite neighbor, Mexico. We’ll keep the mountains and central valley for ourselves and San Fransicko can forget about any water from Hetch Hetchy and Los Angeles from Mono Lake, and no canals from the Sacramento River to southern California.
