Cop Needs 17 Center Mass Hits w/ .40 S&W to Stop Assailant

Do you carry a .40-caliber pistol? If so, how many rounds do you have on your person?

We’re not trying to pick on the .40 S&W.  I swear.  

It’s just coincidence that last week we came across a story about a woman’s breast implant deflecting a .40-caliber projectile and now, this week, we found another article detailing a head-turning situation involving the popular self-defense round. 

Published in lawofficer.com is a story called “Officer Down: The Peter Soulis Incident,” which ran back in February.

It details a harrowing gunfight where a wounded officer needed as many as 22 rounds of .40 to bring down an armed assailant — 17 of which struck center mass.  

You should read the whole thing if you have a moment. But here is the gist from author Brian McKenna: 

Remarkably, Palmer had taken 22 hits from Soulis’ .40-caliber Glock, 17 of which had hit center mass. Despite the fact that the weapon had been loaded with Ranger SXTs considered by many to be one of the best man-stoppers available Palmer lived for more than four minutes after the last shot was fired. His autopsy revealed nothing more than a small amount of alcohol in his bloodstream. Although Soulis could not have known it, Palmer was wanted for murder in a neighboring state.

Apocryphal, you say?  Maybe.  There is a disclaimer that reads, “some facts have been altered slightly, but the essential elements of the story remain unchanged.”

I highly doubt that’s referring to the number of rounds fired, as that’s an integral part of the story. Still, it’d be nice to have some way to verify the encounter, even if it was just a link to a redacted autopsy of the perp to confirm the 17 hits to the chest cavity.

Assuming that it’s all true, though, I think the story definitely reaffirms my position on concealed carry capacity

Which is very simple. There are no guarantees about capacity, save one: more is better.  And that goes for whatever’s in your sidearm, be it .45 ACP, 9mm or .40 S&W.

    The fact that this cop put 17 out 22 of his rounds “on target” is the amazing point of this story to me. I read somewhere that the average cop who fires his weapon in the line of duty only hits his intended target 25% of the time. Think about that. What the Hell difference does the caliber of weapon you’re carrying make when you can’t put more than 1 in 4 of your rounds “on the money?” Seems to me a larger portion of law enforcement budgets should go toward improving those numbers!

    I shot a 300 Lbs. Javalina running at me on the chest (1) round using a Glock 27 and Remington S&W .40 Hollow Point Bonded Golden Saber (180 GR) …. and he didn’t run, kick, or roll ….

    He dropped straight on the ground ….. The Lungs and parts of the liver were hanging out the side. So shooting a guy 22 rounds all body I cannot Visualize !

    Caliber is much less important than placement with a handgun round. We’re taught over and over to go center mass, center mass, center mass. But the most reliable stop is a headshot, and the most reliable knock-down is the pelvic girdle. I think it may be a mistake to focus so much on center mass, because it’s teaching downward in technique rather than upward? Does that make sense?

    I was off that night and I know this officer and all of us with JSO were carrying a Glock 22 40 cal pistol. When our department first took on the Glock, model 19, it was 9mm. We had shootings where the suspect was hit numerous times with 9mm and did not go down. I do believe the suspect in the Solis shooting was using a drug that night.

    The most important lesson here is being lost in the extraneous comments about the model of the officer’s firearm, what the bad guy was wearing, the bad guy’s physique, etcetera.
    That lesson is simply keep shooting until the threat is eliminated which is what the officer did.
    BTW, nothing short of something like an RPG round is a guaranteed one shot stop. There is no “magic bullet” or caliber.

    What was the distance between the 2?
    What was the perp wearing?
    Until you have all the facts you probably should have just filed this article away as fake news.

    Many of the comments mistakenly ignore the position of the comma which places emphasis on there being 17 rounds taken to the body, not the model of the gun. Also, earlier in the article it specifically states.

    “Suddenly, the driver lunged to his right and down. Without conscious thought, Soulis drew his gun a .40 caliber Glock 22 as he moved to his left and shined the light into the car.

    This specifically states the officers gun is a .40 caliber Glock 22.

    As anyone that has hunted game (larger) knows, different animals react differently to trauma. I can attest to shooting a large hog and totally blowing out the heart with a 44 Magnum. That hog ran at least 100 yards before falling. Another hog about the same size, with the same revolver, at near the exact same distance; I hit with a 44 in the lungs. That hog went down like a sack of potatoes. This does not by any means say the 44 mag is not big enough for hog, it just determines that not all situations are the same. It does, however, explain some of the need for capacity. I’ve been a huge 1911/45 fan for many years and own quite a few. I have, however, recently switched to a P365 (please don’t tell my friends that I carry a 9mm!). I made the decision that even though I am a pretty good shot and have LOTS of training, I’m LIKELY going to miss in a defensive encounter. If I miss with my 1911, I have 6-7 rounds left. If I miss with my P365, I have 12 rounds left depending on the magazine capacity. 9mm has come a LONG way in bullet design and load design. My P365 (insert your pistol of choice here) is easy to shoot, holds a bunch of ammo, and is easy to carry. I feel absolutely comfortable and confident with my 9mm – and trust me – this is HARD for an old 45 guy like me to admit!!!! And no, I’m not going to go hunt big game with it….

    Did the officer reload? I ask because standard magazine capacity of a Glock 22 is 15 rounds. Supposing the officer loads one into chamber and reloads the magazine to full capacity that provides 16 rounds. So for 17 rounds hitting perp. An extended magazine or a reload are necessary.

    the .40 is dying and the 10mm is growing fast. either a 357 or 10mm with 180 grain hollowpoints at 1200 fps is hard to beat. I think it was cooper who said “I have a handgun to get me to my rifle.” or something like that.

    Second thing: In my department’s training it is 2 the body, 1 in the head.
    Third thing: Shoot until the threat is stopped.

      Well this is a little scary. I am having a difficult time understanding why our society trusts LEOs with lethal force when some are unable to comprehend the meaning of a comma in a sentence.

      Well Said Officer! Go home at the end of your shift. There is no difference between killing a perp with one shot or 17 shots, or even 50 shots if there are multiple officers. Bottom line is perp is dead! Is perp being killed to death?
      Shoot until threat is down, so with many officers there may be 50 shots. Public response is insane when they hear such stories. Perp still dead, be it 1 or 50 shots and Good Guys go home! God Bless our men & women behind the badge!

    Hm. If you need to shoot, the actual value of carrying a piece is cut in half. Carrying and presenting is usually intended to act as a deterrent: Present your weapon by aiming it at someone and that someone usually decides to either leave or calm down.
    If that doesn’t work, then the “someone” you’ve aimed at is going to try to get to you whether you are armed or not. Heart-shots, even if they destroy the heart, leave the attacker with ten to fifteen seconds possible violence. Usually, the only sure way to STOP someone is to blow their brains out (12ga @ <10 inches).
    Humans are surprisingly resilient in the short run and can do a lot of damage with lethal injuries to themselves.

    30 years ago undercover cops in Baltimore shot a drug dealer 17 times at close range, about 10′, with Hydrashocks (considered the best at the time) most being torso shots but also several arm and leg hits. He lived and so did the police officer the guy had tried to murder by shooting him in the back of the head from about 18 in.

    Very surprised! I’ve watched a few videos where police criminals multiple times and the bad guy did not go down. I have a tough time imagining someone withstanding 6 shots of .357 Magnum from a revolver.

      There was a training video back in the 80’s where the perp took 34 rounds, more than half center mass. The autopsy photo had a flag in every bullet hole. He kinda looked like a cake from hell.😁

        I was a Leo back in the 80’s and the book we saw it in was
        “ Street Survival, Tactics for Armed Encounters” , the Book by Charles Remsberg, Ronald J. Adams, and Thomas M. McTernan.

        I vividly recall a video interview with a cop that was shot, after hitting the perp with his 9mm (issued weapon). The cop was at a shooting range during the interview. When the cop recovered, he switched back to an M1911 .45 ACP. I beleived he carried a .357 MAG revolver as a back up. This was over 20 years ago, before advancements in 9mm rounds.

    I taken several defensive hand gun lessons from a retired state patrol officer and I practice with a Beretta model 96 as often as I can. If I were to be in a defensive situation that involved firing my pistol, I hope my performance would be on par with this officer’s. I’m glad he prevailed.

    Bullet technology has come a long way in 23 years. I’m surprised that Jacksonville SO was so forward thinking to have .40s back then, probably premature, judging by this incident.

    I haven’t seen a description of the bad guy. 400 lbs. wearing, a bunch of clothes and a heavy leather jacket, etc.? Or a 120 lb. crackhead in a t-shirt? What was the distance? A lot of variables here. I don’t know enough about this to believe any normal human could stand 17 rounds from a .40 cal. Not adding up…

      About 15 years ago an extremely obese drug dealer in texas was brought to the hospital after having been shot 9 times with a 9mm by an unhappy customer. When they took xrays before taking him to surgery they found that none of the bullets had penetrated through his heavy layer of fat.

      I have read about other accounts where people have been shot one or more times in the chest and stomach and the bullets bypassed everything.

    Before I would make any comments on the effectiveness of a handgun round I would like to know all the facts. The exact model of Glock, as 22 rounds were fired there had to have been a reload. I want to know the barrel length as that has to do with velocity of a given round. What were the gn weight of the rounds used, a 40 S&W has three main weights, 135-160 and 180. What was the bullet type? Most probably it was a hollow point, was it the bonded type did they expand, did some or most fully penetrate the chest? Was there a drug tox screen? Facts we need all the facts!

      i havent heard anybody using a 135gr 40s/w. most use 165gr 155gr or 180gr. most ive talked to or read about choose 165gr 40s/w rounds.

      Distance was half a car width to a car length. Ammo was Winchester JHP, good stuff. The Cop has a Glock 22, he did reload based on him dropping the magazine to the ground and the suspect moving up on him.

    The FBI sent a few agents to their deaths in the Miami shootout armed with pistols when the bank robbers/spree killers had at least one Mini-14 – The FBI now has dedicated FBI SWAT teams in the big US cities’ “56 field offices”
    So, unless you are a white collar criminal accused of moving numbers into the wrong column, if the FBI is involved (not saying that here) you will probably be arrested by FBI agents who look like they are storming Bin Laden’s house. These guys might have .40’s strapped to their thighs, but they’re pointing Colt M4’s at your face. The 9mm’s are for the guys/gals in suits who maintain higher aggregate marksmanship scores with the smaller caliber, than they do with .40’s and or .45’s.

      This incident happened in 1997. You can find lots of details if you go digging. They were shooting at each other from opposite sides of a car so 6-15 feet apart as they checked around the car.

    I’ve read that in a gunfight, most shooters manage one hit for every three or four rounds fired. If it takes three good hits to stop an assailant (and assuming all hits are “good,” that is to vital areas), that could mean as many nine to twelve shots. This means that your 15-round magazine is only good for stopping one-point-something bad guys – in other words, fewer than two.
    When your life is on the line, there’s no such thing as a “high-capacity magazine.” You either have the firepower on board (in the gun and in spare mags) to get the job done or you don’t. Politicians shouldn’t be allowed to reduce your chances of surviving an attack by dictating how you carry your ammo.

      As long as (1) the brain remains functional and (2) nerve pathways are intact, a lethally wounded person can do a helluva lot of damage.
      The only way to prevent this is to cause either (1) or (2) to be non-functioning. Contrary to general belief, a person with no brain cannot intentionally cause harm, and if the cervical nerve bundle is severed, the person stops moving and expires.
      Head shots or neck shots, please, if you need someone dead, fast.

      I agree. My firearm training class taught that if two rounds to the center mass do not stop an assailant shoot for ocular cavity in the head. Any bullet hits in that portion of the head mean lights out for about anyone.

        Frontal Forehead shots are not optimal as the bone there is very thick. No guaranty of penetration. Sometimes the bullets actually travel under the skin to the back of the head and exit making it look like the bullet went through his head.

        3+ Decades ago I knew a guy that I later found out had killed a lot of guys in the drug trade. He was teaching me defensive shooting tactics and he told me “everyone freezes for a second when they get shot so hit them 1-2 times in the chest and then once in the face if you can.” He discouraged shooting people in the head because the target is to small and is always moving.

      7 rounds is the normal cap for the 1911. It isn’t the number of rounds in either the cylinder or the magazine; it’s where they wind up that matters.
      A 600-pound pig can be put down with one .22 round, if you place that round properly.

      I either carry thirteen rounds or twenty-five rounds of .40 Smith & Wesson in two magazines when I carry which is most of the time. I call ten round and lower capacity “crippled capacity magazines.” Hopefully I never need to use a firearm in self defense but if I do I certainly do not want ten rounds or less.

    Folks, you have to realize there is no magic death ray that will instantly incapacitate an opponent instantly, except perhaps a 12ga and they are not practical in handgun size. Locally we had a shootout where the bad guy took four 12ga rifled slug hits to his chest. The ME said any of the four would have been lethal by themselves. The one that shut down the BG centerpunched his heart. Even so, he was upright and returning fire for an estimated 15 seconds before collapsing. Such is the stuff police officer nightmares are made. I’ve had a few where I was returning fire on a BG and could actually see the bullets impacting and pieces of the BG flying off to no effect. Scary stuff.

    For all you guys who don’t read…..it said it was a Glock. No model number was in the story, just the caliber and the shot count to the chest.

    And for all you caliber commandos, get a big gun or go home and hide. That’s why I carry 454 Casull 6″ in my IWB holster. Leather. Sure, it gets a bit sweaty and uncomfortable in the summer, and every other day in any season. But I won’t need 17 shots to anything to make an impression.

    I’ve seen men hit with squad automatic fire (7.62) and still keep coming. The human body coupled with the will to live can take an amazing amount of punishment. So this story shows the .40 failed in this incident against this assailant. Theres no magic BB.

    Sure are scrapping the bottom of the barrel for gun stories(which is a great thing)need since everyone’s been hit by what to me is a “modern day plague” and I don’t know why people don’t call a spade a spade. Moron people still going outside and hanging out in groups coughing and sneezing all over each other while they protest not being able to go outside, he there protesting OUTSIDE! Reopen barber shops, yeah, that’s important t like a LIFE IS! This is an evolution kind of like thing(brain farting on the words I really should use here and it’s not evolution so much as it’s better defined by another word or or few that I’m blanking on right now)where the dumb are out doing dumb things that they sit need to do to get by. So their the weak ones and the rest who stay in and away from people are the strong and no doubt if you could follow the two different groups, would find the obvious which is the idiots who gather in bunches are dying more rapidly than people who don’t.     “Fatal”hits do not always equate to “instantly incapacitating”hits. Big difference. Subject in story would have eventually died, but you can kill lots of good guys in that 4 minutes from first hit to last heartbeat. Penetration, tissue damage, blood loss, impact site all play major roles here.

    Need a better spread of rounds to incapacitate quicker. Yes…it’s a thing.

    Nowhere does the article state the officer was using a Glock 17. It’s referring to the 17 shots of .40 S&W out of 22 fired that hit “center mass.” Here’s the sentence quoted from the original article: “Remarkably, Palmer had taken 22 hits from Soulis’ .40-caliber Glock, **17 of which had hit center mass.** ” I have added asterisks to set off the clause. Seriously, you guys read much?

      Our education system has been in shambles for years. I took honors classes in high school. My 12th grade English Composition teacher said that each year the quality of her students deteriorated. It is apparent from these Glock 17 commmets that she was correct.
      On a side note. Look into the different Communist groups throughout the country. Some of them have websites that have job listings many or most of which are education based. People better wake up, but I am positive that will not happen. Its much easier for most to be led than to lead!

        I stand corrected, the comma didn’t show up as well on my cell phone when I first read this. But the gist of the story shouldn’t be about the caliber, but about how (as was stated by several people) there is no “perfect, one-shot stopper” handgun for all situations. There are stories of .22’s stopping fights with one or two shots, and .380’s bringing a bad guy down with less than 5 shots. There are other stories that have perps being hit numerous times with .45 ACP and walking away, and during one Chicago jewelry store robbery in the 80s, a perp being hit 33 times (including head shots) by 9mm before going down. Every situation is different and ever caliber works and fails. We always hear that shot placement is the most important factor, and that is definitely true, but in an up close and personal firefight, it is very hard to intentionally make the perfect CNS shot that will drop a man in his tracks. Be prepared to fire many times. Most self defense situations rarely require a reload, but some may… and for a LEO, there is a much, much higher chance that at least one reload may be necessary. So, the point of this story is to “Be Prepared”, not that any one caliber is better than another.

        Check your facts. You can’t convert up, only down. You can take a 40 down to 9 or 357sig but try going from a 9 up to a 40 and tell me how well that works for you.

        the only way a g17 or g19 can be upconverted to .40s&w is with a complete upper slide swap, due to the differences in barrel diameter; however, the g22/g23 series can be downconverted to either .357sig or 9mm with just a simple barrel swap…peace

      The cop was packing a Glock M22 in .40 S&W, using Winchester JHP ammo. He shot the perp 22 times, 17 of which were center mass. You need to re-read the article and take notes.

      Something tells me .05″ extra diameter wouldn’t have helped. Every body reacts differently. As a paramedic, I’ve seen people die from a single 22 to the abdomen, and a guy survive a 45 to the head. Gabby Giffords survived one to the brain bucket. You just never know.

        I carry a .45 XDS. Sure it has more knock down power but you sacrifice capacity. I’m thinking about going to a 9mm Hellcat. More concealable and great capacity.

      .45 does not instantly stop attackers either…unless you hit the brain or spine…
      it does not knock them down or back…nothing magical about .45…I have a few
      if you shoot into the same hole again and again (think tiny shot placement) it will achieve nothing
      2 and 1 drill – Mozambique – whatever you want to call it..it works

        They do make a .46. Its called .460 Rowland. Very nice round, and if shooting .45acp look into the .450smc. This round shoud shut down all the .45 is dead naysayers. You like 10mm? Check out .450smc as it is .45 Super’s stronger brother.
