House Dems Introduce ‘Assault Weapons Ban of 2015’

2nd Amendment – R2KBA Authors S.H. Blannelberry This Week

Joined by 123-co-sponsors in the House of Representatives, U.S. Congressman David N. Cicilline (D-RI) introduced the Assault Weapons Ban of 2015 to prohibit the sale, transfer, production and importation of many widely popular and commonly owned rifles, shotguns and handguns.

Despite the fact that these weapons are rarely used in the commission of crimes, Cicilline, and his Democratic cohorts believe that the ban is a key component to reducing gun-related violence.

“The sole purpose of these types of weapons is to kill as many people as quickly as possible,” said Cicilline in a press release.

“It is unconscionable that we continue to allow military-style weapons to be bought and sold while mass shootings are growing more common,” he added. “This bill is an important first step that will restore some sanity to the way we treat guns in the United States.”

The Assault Weapons Ban of 2015 will prohibit the sale, transfer, production, and importation of:

  • Semi-automatic rifles and handguns with a military-style feature that can accept a detachable magazine;
  • Semi-automatic rifles and handguns with a fixed magazine that can hold more than 10 rounds;
  • Semi-automatic shotguns with a military-style feature;
  • Any ammunition feeding device that can hold more than 10 rounds;
  • And 157 specifically-named and listed firearms.

The Assault Weapons Ban of 2015 will also attempt to close what gun-grabbers refer to as the “Charleston Loophole,” the existing law that allows a sale or transfer to proceed if a buyer’s background check is not completed within three days. According to the language of the bill, the background check period would be extended to 14 days.

Additionally, if it is determined that a gun was sold to a prohibited individual, the FBI will notify federal, state, and local law enforcement so that the firearm can be confiscated and the buyer can be prosecuted for violating the law.

“I would like to commend my friend, Congressman David Cicilline, for leading this effort and introducing this life-saving legislation,” said Congresswoman Janice Hahn.

“The guns we are talking about today are not for hunting nor for target practice—they are weapons of war,” continued Hahn. “These assault weapons are designed to inflict the maximum amount of death and injury and have no place on our streets. Frankly, we should be ashamed that Congress allowed the original Assault Weapons Ban to expire in the first place.”

What I found while putting together this piece that I think is really interesting is that public support for banning black weapons is waning (as you see in the charts illustrated above). People are beginning to understand that an AWB is a red herring, a distraction from the real causes of not just gun violence but all violence: gangs, drugs, radical ideologies/religions and mental health.

To repeat a common analogy, we didn’t ban cars when we wanted to reduce vehicular fatalities. We targeted drunk drivers. Likewise, we shouldn’t ban popular firearms to reduce gun-related violence. We ought to use our available resources to target gangsters, drug dealers, terrorists and the mentally deranged. Stop the bad people and you’ll stop the violence!

    Scary looking weapons frighten stupid people. Here in CALIFORNIA they are systematically removing all firearms by DOJ roster requirements. If a gun doesn’t meet their series of certifications and renewed on a regular basis a gun can and will be removed from retail sale. Just look at the roster on line. Now that’s gun control.

    FBI/CDC GUN DEATH REPORT – The FBI reports that anyone using the term, “Assault Rifle” is using the wrong words. Present day rifles available are simply target and hunting rifles decorated with accessories to LOOK like military weapons. They have no military capabilities whatever. Military rifles are not commercially available to civilians.

    Only 2% of annual gun deaths involve rifles. “Mass shootings” are extremely rare. The FBI defines “mass shooting” as an event with a minimum of three people dead. If a weapon is accidentally discharged with no deaths, no injuries, and no damages, it still is listed by the government as a “mass shooting.”

    Of all causes of death in the U. S., Firearms are listed as #107. More people are killed by the flu than by all gun deaths combined.

    Three causes contribute more than 98% of all gun deaths – 59.8% are suicides; 36.7% are Gangs killing Gangs, 2.9% were attributed to Domestic Abuse (relatives killing relatives. THESE THREE ACCOUNT FOR 99.4% of ALL FIREARM DEATHS. The remains 0.6% is accidental discharge of a weapon and every other cause. 96.5% OF ALL GUN DEATHS ARE IN PRIVATE.

    Accidental and intentional death from firearms is not even on the government’s Top 10 lists. Death from falls kills more people than all firearm deaths combined.

    Why do some zealots wish to take 200,000,000 weapons away from their owners when 330 million law abiding citizens have killed nobody?

    Well, it could not even get on the calendar if our so called “Republican” Speaker of the House (Paul Ryan) would act like a grown man. Instead, it will wind up getting passed, due to us continuing to settle for RINO Representatives in office. Heck, my so called Republican Representative’s office told me that the Iran Treaty illegally entered into a few months ago (the one where the Dems seem to have no problem arming (with nuclear weapons no less) a crazy as#$# regime of nut cases) was (now get this) not really a treaty, it was an “agreement”. Instead of presenting Articles of Impeachment for announcing he is not going to submit the new “global tax” for “climate change” to the Congress for a vote to ratify the next illegal treaty, Speaker Ryan et al simply continue to stand around allowing this Administration to announce yet another “agreement”, one which violates Article 1 and Article 2 of the Constitution at the same time, without even uttering a word of protest, all justified by the need to “…go along to get things done.”
    I intend to not only vote against, but to financially support and volunteer for, anyone running in the primary who is NOT a current Senator or House Member in my district. I am fed up with the ridiculous notion that, although the Republicans hold the purse strings, (thus control 100 percent of our Government) they supposedly “can’t stop” all the unconstitutional, ridiculous nonsense which is referred to as “change”.

    Don’t these politicians take an oath to defend the constitution of the United States, which would include the right to bear arms. They should be impeached if they are not going to stand behind the constitution. They should learn the difference between a weapon of war(a full auto firing weapon) and an AR platform style rifle. The guns that the San Bernadino terrorists had were obtain through a “straw purchase” which is illegal. Why don’t they go after the illegal stuff and leave the law abiding citizens alone. They also need to do a little research, so when they start to talk about these guns they don’t make themselves look so STUPID. These gun rights grabbing Democrats are nothing more then socialist that won’t to be in control of peoples rights. Just like Hitler and Stalin took away guns from there people, so are our socialist Democrats with that Islamic Obama at the head of it all.

    Took a quick look at the U.S. Constitution and by golly there it is in black and white, those wonderful words that should be taught in every tax payer funded American public school K -12: “The right of the PEOPLE to keep and bear arms SHALL NOT be INFRINGED.”
    Here’s what I didn’t find in the glorious U.S. Constitution… anything at all about democRats or republicans and what ever great purpose it is that they serve.

What it will do is make my semi auto. 22 long rifle that I inherited from my grandfather illegal to ever sell or transfer by placing it on a list.     I have been around awhile(62) and I’m a retired police officer back in the 80s and 90s when you actually had to enforce the laws of the land and constitution. Hell even back the people were talking about banning weapons,but that did’nt stop the shooting and killing that I had to investigate. so these dumbass’s that were elected want to disarm the civilian population and only the military and the police of today will have weapons. what these morons don’t seem to realize is that WE the people will not stand by and watch terroists and crazy people kill innocent people. Do the so called know it all’s realize that anything can be an assault weapon(club,knife,) Hell anything. Like all of the previous commentors I BELIEVE in the constitution and the 2nd ammendment,I have carried a firearm everyday of my life since I was 26 when I joined my dept. and I still carry for all of the reasons that are listed. If some crazy terroist or mad man starts shooting in my direction, I will be the one walking toward the assh*l#s and firing to save the others, why because I took an oath,and it never expires until I do. I’m a product of the 50s and 60s and this country has gone down hill before that for the simple fact that our elected officials have given their power away to others in gov. and now they are trying like hell to make up for that MISTAKE, even the current resident of the White House (OBUMASS) has no clue, he thinks that talking will stop all of this violence. to paraphase”these people that want to ban all weapons,someday someone will try to break into your house and they will either try to rob or kill you and you will do two things, (1)pray to GOD, and (2) hope that the person that is coming to help will be armed with a gun to save them. These people have no life experence and expect WE the people to follow them blindly because they think they know what they are doing, WRONG ANSWER,because they have no clue as to how this world works,well other that the fantasy world they live in.     The choice of words to ban “military-style features” shows a clear indication of what g-strippers want – they do not want an armed citizenry able to effectively resist military rule by force by being undergunned to the military, sic government.. They want to ensure that the population can be subdued by the military. Why else would language comparing firearm attributes be labelled “militarty” be used? Has any violence of citizen upon citizen been compared combat? Described as combat-like? Never. So again why should combat designed features be stripped from a gun? Combat denotes that someone is shooting at you. This makes the use of firearms as a defensive act. The purpose of the second amendment is to provide firearms for the populace for their defense. Military designs improve the defensive capabilities of firearms. There is no logic in making firearms less defensive as a way of solving a social problem. Defeating the defensive purpose of guns is in no way related to societal problems of mental health issues. Someone draw me a picture of how that works – Please!

Besides we live in a nation where consistency or the need for such in intellectual work is a complete mystery for most. People will stand with you today, and tomorrow vote for you to be lynched. However it did not stop the terrorists from obtaining real full automatic weapons and I am not suprised the the terrorist shooting here happened in no assault weapon and no gun carry California.     I don’t see a lot of that here. Looks a lot like the old ban…that just increased prices for “pre-ban” items.
    Thankfully…this has about 0% chance of passage.
    I am more worried about what EO Obama has up his sleeve.
    Won’t last past his presidency, but he really wants to stick it to gun owners if he can.
    Hope it affects his black/brown brothers as much as everyone else…they have many of the illegal guns and do a lot of the killing in the cities.

It’s all about CONTROL with arrogance. Ever noticed the attitudes of these ass-holes when you go, or should I say, “forced to go,” to a government office for assistance? How about DMV, maybe the IRS, or Driver’s License Bureau, possibly the US Post Office? Boy, you better watch out there, somebody might just go ‘postal!” The are all a bunch of jerks. You’re intruding on their BS time or break time or something else they’ve conjured up to be less than helpful, and get more time off. Nearly all of these people wouldn’t know the difference between an AR15 and a Remington model 700, or a Winchester model 70 with beautiful walnut stocks. There are certainly more powerful rifles out there, that will cause more havoc or damage, than the “assault style” .223 cal or a 7.62×51, or a 7.62×39. What exactly is an Assault Weapon? BLACK, I guess??

    I continue to get more and more dismayed with our government. These elected folks (mostly democrats) ignore our constitution and are not really interested in fixing anything. They just want power.
    When I hear this kind of talk, it really makes me assess my inventory of arms and ammo to be sure I have what I think I may need in the future and to get more if I don’t. And guess what? That’s what every one else is doing too.
    If guns are banned, the lawlessness will increase. And with it harder and harder for cops to do a job without any room for error, I believe fewer people will want to be cops. With fewer cops, response times will increase. So, I arm myself.
    The really dismaying thing, however, is how many people support the giving up of their rights. More and more, it seems, want government to be there for them to solve their problems. They want a handout. I’m scared of this trend, because the govt will be happy to step in and take that power and we will never get it back.

    As for the “Charleston loophole” It’s no loophole. Gun purchases are intentionally allowed to proceed after three days on a conditional non-approval to prevent a bureaucrat from allowing a gun approval to languish indefinitely, a de facto denial of one’s Second Amendment rights on the whim of a petty tyrant.

These idiots can push the fact that these amendments are an individuals right’s but when it comes to the 2nd they want to make up a totally different scenario for what “the people” mean,s as it has to do with the one thing that can stop them from full unadulterated control, armed citizens!     As always, the anti-gunners are blinded ( by their own stupidity ). I don’t hunt. I didn’t like how it felt to kill an animal. But, until they show me absolute proof the no bad person can find, buy, steel, or make their own guns, and use them against my family, I WILL keep my weapons for protection. And I always pass the back ground check.
    LEGITIMATE info regarding any one on a LEGITIMATE terror watch list, a mentally ill list, a convict list , ETC., should be banned, and any parent, family member, doctor, lawyer, etc., who allow in ANY WAY for this to be circumvented, should be held fully accountable. Notice I said a LEGITIMATE” list. ( remember the anti-conservative” abuse by the I.R.S. )
    As for assault weapons…I never wanted one for myself. But as long as the “bad guys” can get one them, I want the right to own one legally. If the guy who invades my home can throw 25 or 30 shots per minute at me, I want the ability AND THE RIGHT, to respond in kind.
    And prohibition has NEVER worked. But the existing laws and do and will, IF they are enforced diligently.
    Try reversing the culture that allows kids to run the streets without parenting, allows judges to ignore prescribed punishments for crimes, allows, the government to sell guns to known bad guys, so that they may be used against our own border guards, allows doctors to “release” or “fail to report” patients with “mental issues”, with no accountability when that patient kills some one, allows known illegal aliens to be deported, and repeatedly return, and actually be protected in “sanctuary cities”, until they kill someone. Or allow an administration to publically “understand” the anger, when a young hoodlum is shot after trying to take a cop’s gun from him, which in leads to rioting and looting, and sets race relations in this country back by 20 years.
    And when will they realize that if there had been one, legally licensed gun owner in the audience at the theater in Colorado, there would probably be fewer dead from that event, and many others like it.
    How long must these lists grow before these fools realize that the problem isn’t guns, It’s the culture. Fix that!

    It’s simple…punish the bad people. NOT the good guys.
    Or…when you take guns from the good guys, only bad guys will have guns. That has always been true, but they never see it.

They are unhappy people, and they want us all to be unhappy. Guns are not the problem, people are the problem, and more specifically, attorneys are a big problem.

      I think there`s a possibility that we may be twins who were separated at birth a long time ago. Everything you said hits the nail right on the head! I just can`t understand how bone heads of the Democratic party can assemble a bill based on zero knowledge of the items they are trying to ban. At one time in our history, a muzzle loading musket was the “assault” rifle of the day. It doesn`t occur to them that often the firearms created for civilian use are the pattern for military weapons, and not the other way around. Aside from this, however, your point about the lawyers in this country was most chillingly accurate. We Americans, even those of us who believe in the second amendment, do not realize how badly these blood sucking leeches are screwing up the nation we love. They are one of the main driving forces behind the mess that has become of our health care system. One of the main causes of expensive health care is do to the high cost of insurance that providers must carry to protect themselves from the lawsuits these vultures. You are the first person I have seen here on this blog, that has mentioned attorneys at all, and it`s nice to see that there is one other person out there that has recognized a threat few people seem to notice. Of all the idiots who run this country, the lawyers are the ones who stand to gain the most by disarming the American people. I wonder if anyone has noticed that a large percentage of the parasites we have elected to represent us in Washington are lawyers? To me, this is a disturbing realization, and I`m happy that you took the time in your comments to point it out. I`m with you one hundred percent, my long lost brother!

    These days any fear is good enough for the fear mongering democrats. This current administration is ramping up it’s anti gun and unconstitutional activities because they know they have messed up this country so much that they will never be in power again after their man in the White House leaves office. The democrats – especially the left most leaning ones are working to ultimately deny the our most basic Constitutional rights. They treat the Constitution as an out dated relic, and anyone who wants to exercise their rights – especially that of self defense is viewed much the same. I am okay with that, they can think what they want to, I am admittedly old school, but they do not have the right to deprive others theirs because of their need to control the behavior of others. What those of us must do who believe in self determination and liberty under The Constitution is get out and be politically active, and never let anything get between you and your right to vote.

    If we fail to support our rights, these people will end them; once that occurs we will not see them again.

The Democrats have no chance of passing this bill and they know it. I guess they think the uproar over this bill will take our attention away from Hillary Clinton’s email server lies.     They don’t even know what an assault weapon is. Without being able to accurately describe or categorize a gun/weapon, there’s no way to ban them.

    An AR-15 is not an assault weapon.

    It is not a weapon of war. It is nothing more than a semi automatic rifle that has all kinds of attachments you can put on it.

    An ar-15 shoots an extremely small ammunition round at less than 9 millimeters in diameter. So actually would be far more of an assault weapon than an AR-15.

    The more the Democrats talk about banning weapons, the more weapons are sold.

    You will never ever be able to ban weapons. Not only is it an integral part of the Second Amendment but you would end up with a civil war before anybody gave up their weapons.

They don’t push to reduce crime, they push for more immigrants from the south and overseas (furure voters who love handouts), they don’t push for enforcement of existing gun laws.     What do all of these “people” have in common? They are all elitist left wing politicians with armed guards that do not have to be concerned about thugs, gangsters, and meth freaks attacking them or their families because they have armed guards. These people live in a world and gather with people that the rest of us “commoners” are only allowed to see on TV or read about online. A good place to start is with any inner city in their jurisdiction full of unlawfully owned guns carried by gangerster drug dealers and thugs. There is a reason why the police are called first responders. They can’t be every where and protect every body. I call myself a first defender. If any one thinks they can attack my wife and I or kick in our front door to steal our goods then they have made a bad choice because this we will defend!!!!

        Correction, Rob – If this bill goes through and you can’t hit all criminals coming through your door, and incapacitate them so they can no longer pose a threat with 11 rounds, you are dead.
