California Democrat Introduces Body Armor Ban aka ‘Responsible Body Armor Possession Act’

I don’t know what to say other than this is just utter stupidity. But maybe you have a more articulate way of describing the three bills introduced this month by Congressman Mike Honda (D-Silicon Valley).

Designed to “increase public safety” and “aid law enforcement,” the bills ban civilians from possessing body armor, require homemade guns to have serial numbers and ban the sale 80 percent lower receivers.

“These bills are sensible, reasonable measures to limit the damage that can be inflicted by guns and those who mean harm with them,” said Congressman Honda in a press release.

“We have seen too many people injured and killed by guns to just stand by and do nothing,” he continued. “These bills will modernize our gun laws to reflect how weapons are currently getting into the wrong hands.”

Given that both the House and the Senate have a GOP majority, it’s doubtful that this California Democrat’s legislative agenda will go very far. And this isn’t the first time Honda has tried to gain traction for banning body armor. He made an attempt to garner traction last year with his body armor bill (see video below).

Not surprisingly, Honda’s received support from some of the usual suspects.

“Representative Honda’s bills would fill gaping holes in our nation’s gun laws that make it far too easy for mass shooters, gun traffickers, and common criminals to build homemade military-style firearms and acquire military-grade body armor,” said Kristen Rand, legislative director of The Violence Policy Center.

“3D printed guns remain unregulated and law enforcement deems them a threat. We applaud Rep. Honda for introducing legislation to regulate 3D printed guns to protect our kids and communities,” added Brian Malte, the senior national policy director for The Brady Campaign to Prevent Gun Violence.

Here’s a look at a brief description of the bills:

The Responsible Body Armor Possession Act – This bill allows law enforcement to respond to active shooting situations more effectively. The bill prohibits the purchase, sale, or possession of military-grade body armor by anyone except certain authorized users, such as first-responders and law enforcement.

The Homemade Firearms Accountability Act – This bill will require that guns that are self-assembled or manufactured at home be regulated the same as those that are purchased. It will require that all homemade guns have serial numbers, so if they are used in the commission of a crime, the police are able to trace the bullet back to the weapon.

The Home-Assembled Firearms Restriction Act – This bill will ban the sale and purchase of “incomplete lower receivers,” which are easily purchased and converted into functioning firearms. Banning these transactions would severely reduce the number of untraceable weapons on our streets.

“I don’t know what to say other than this is just utter stupidity. But maybe you have a more articulate way of describing the three bills introduced this month by Congressman Mike Honda (D-Silicon Valley).”

Why, yes I do. It’s even more succinct – “bullshit”.

What next? Let’s ban seat belts, they save lives! How about parachutes? That will prevent skydivers from maybe injuring someone on the ground, or at least give them only one shot at it! Let’s take away dead bolt locks and steel core doors, as they prevent LE from walking into a house to arrest someone. Who cares about all the innocents now being robbed and killed, as long as LE has it easier! Of course, this idiot is from the People’s Republik of California. I can’t wait to get out of this place, it’s definitely NOT the California I grew up in.

you know I feel the same about many of the comments above. But what I see is everyone blows off steam but doing nothing about it. The NRA and private Citizens should have IMHO been setting up demonstrations in mass. Let the people see and get the correct information out to them.

The NRA sends out letters asking for our support but when we click on the “send the letter etc” we get an auto-responder that says This is a non monitored mailbox because we are busy if you really want to get a hold of us use etc … What a waste of time.

Non-Violent demonstrations are the way to let people and the government know our views. Then VOTE those jerks outta business.

Wow. A safety device designed to protect people is banned. Perhaps California should enact a law that makes it illegal for state lawmakers from having and using seat belts. This would lead increase public safety by eliminating people without IQs.

#CaExit. Its time for them to go!!!!

    • Kat August 4, 2017, 9:46 am

I live in CA. I keep reading posts by people who want to get rid of CA. First of all, CA Exit would be very bad for the rest of the country. The US would lose its west coast ports, much of its agriculture, a lot of its tech sector and many other things too. It would also make the US more vulnerable to attack by other nations. Second, there are many conservatives living in rural CA. We hunt and use our firearms for personal protection. It’s the cities that have the liberal, anti-gun attitudes and the cities (where the masses live) elect the representatives. Rural CA has very little representation. As I recall, nearly every rural area votes conservative and most rural residents are pro gun, but our votes are always overridden by the liberal S. CA, LA and SF voters. That is what the State of Jefferson proposal is about: citizens trying to obtain a voice for rural N. CA. (I have been told that the State of Jefferson proposes to be an open-carry state.) So, instead of “flushing” us, how about helping us? All you CA haters, please use your phones, your pens and your time to ask the White House to help CA residents maintain their rights under the Constitution and please investigate and support the State of Jefferson movement.
One last thing. CA gets all the bad press about gun control, etc. but honestly some other states are just as bad. We all need to stay vigilant and keep pressing our representatives to maintain the rights of citizens to protect themselves and to hunt. This is a national concern. Contact your representatives on a regular basis.

He reminds me of Leland Yee. Honda should be investigated for criminal activities. He seems to be trying to fill the gap Yee left open when he was tagged for gun running.
Welcome to California where only the criminals are allowed to have guns. And our elected officials, mostly Democrats, are the ring leaders passing laws to take away rights of self defense from law abiding citizens and then heading rings to get illegal guns to terrorists and gangs. Good people all around.

How do these Politicians get elected?
I don’t believe they do get elected. I think the elections are like a “modern one act play” in which the Play’s scripts have already been written and the politicians are just actors playing a part. These political actors have proven, through time and service, that they are completely obedient and will do anything to be appointed to the position they are seeking. The “emperor” of the new world order knows who the most obedient (and despicable) political actors are and has already made his choices as to who he will appoint to these positions. But the shame of Democracy has to be played out so “We The People” will believe the democratic process works. The computer has already been programmed to produce the election results to tell us who “We Elected”.

Everyday I hear how are Govt is straight raping the American people of every right we have, from guns, to the air we breath.
Somehow they have now become doctors, experts in the field of which medication one should take, and of what quantity.
And the whole time I hear everyone saying it’s time to stop them before we are all their slaves.
When will the talking stop, and the taking back our country start?
    When will it?
When it’s to late, need to stop talking and move on it

  • Zod February 5, 2015, 12:26 am

    So Mr. Honda,

How many of these 80% lowers were accountable in any kind of crime and where did your figures come from. How does outlawing body armor server to protect the legal citizen?
Mr. Honda, please go regulate yourself!

  • Ken Birdsell February 4, 2015, 9:47 am

Almost daily, my email, friends, and the news media remind me of just how F K this country has become. Being in LEO personally, I can assure that 98% of the BAD people, either sick o kids, crazy people, or just plain criminals do not give a Sh t what laws are made. They are not abiding them now, in the past, and darn sure not in the future.

My feeling is, the best way to stop the BAD PEOPLE is to give the GOOD PEOPLE more ways to arm themselves. Gun,Knife,Sling Shot, for Byden a Shotgun etc. As long as good is over evil good will overcome.

HELLO WORLD -> Time to take your life back JMHO

    • Gregory Romeu February 4, 2015, 2:46 pm

And THAT is why I’d take a bullet for any law abiding LEO anytime, anywhere! OOH RAH!

  • Jim Jadwin February 4, 2015, 8:35 am

The bleeding heart liberal Democrats love to mislabel everything. First it was the unaffordable “Affordable Hearthcare Act” aka Obamacare, Now it is more of the same. The irresponsible working of the “Responsible Body Armor Possession Act”. They can frame it any way they want but no matter how much makeup you put on a pig, it is still a pig!!!!!!!!!

  • Pat in FL February 3, 2015, 7:09 pm

Hey, have a heart, you guys are trying to hold Honda over a barrel for his inability to take stock of reality. It has really triggered such a reaction that you are recoiling in horror. Next you’ll be wanting to muzzle the poor guy; he’ll get so scared he’ll bolt from the chamber, in fear for his safety.(:- )
Seriously, as dumbkoff as he be, can’t hold a candle to anti-mags congress woman from midwest who became exposed in news conference for 1) calling mags clips, and 2) not knowing that mags are reloadable. Nothing surprises me since Obama was reelected. Either we are a nation with a LOT of fools, OR voting is a scam. Remember “Àcorn”.

    • Pat in FL February 3, 2015, 7:20 pm

      “Awaiting moderation” means?
First part was attempt at humor using names of gun parts. Thing about anti-mag congresswoman is true, illustrating that most anti-gunners are uninformed self righteous demogaugs. Last part my partriotic feelings.

  • joshua February 3, 2015, 11:26 am

Wait, they are banning cloth armor? No more clothes!!! Woohoo! On a serious note, they can’t pass laws that are completely unenforceable, can they?

Officer: Sir, I need to check under your shirt to make sure I can effectively shoot and kill you to keep the peace…

    Good luck with that!!!

  • harvey February 3, 2015, 12:10 am

Y always demon come out of Democrats tiny little mind don’t this people have better things to do?

  • DaveGinOly February 2, 2015, 3:19 pm

This is similar (but not directly analogous) to banning fire extinguishers in the home in hopes that people would be more careful with fire and ignition sources.
You don’t make people safer by making them more vulnerable.

  • tahoejohn February 2, 2015, 1:55 pm

No wonder my body armor is backordered 2 months. Everybody here in CA is ordering up; this is good for the weapons industry. 2 years ago guns and ammo were sold at a premium and many people are armed now than before. Brovo Obama you have raised an unprecedented sense of patriotism in this fine country.

    Semper Fi

  • Randall February 2, 2015, 1:46 pm

Those Cali idiots come up with more garbage than I could ever imagine! Maybe they should ban air bags and seat belts, because obviously, if you’re using those things you MUST be planning on driving through a crowd of people at high speed! What MORONS!

    • gary August 19, 2017, 8:03 pm

gov takes away gun we take there expense money. no vest for us no pleasure trips to Vegas. no gun Governor needs no security.

  • Dean February 2, 2015, 1:06 pm

What we need is an “Oath Breakers Accountability Act”. It’s way past time for the true final judges of The Law in this nation to wake up and put an end to this rampant disregard for Law being perpetrated by the criminals that currently control every position of power in this supposed “Servant Government”. These tyrants have effectively disabled our system of “Checks and Balances” and have caused far more damage to the general public than all of claimed acts of foreign terrorism to date. These con-artists have created the problem for every solution they have provided and only the truly ignorant are unaware of this. With protection for themselves in mind, they are implementing a “Police State” that is designed to provide the servants with military grade armed protection from the rightful retribution that they deserve from their constituents. Obviously they know their house of cards will fall and probably sooner than later. Wake up, before a French Style Revolution is the only recourse left to us!

  • BRASS February 2, 2015, 12:48 pm

Banning body armor for civilians is like banning seat belts as they help criminals drive safer. Let’s ban sunglasses because criminals can hide behind them. Let’s ban cars because criminals can drive them.
Let’s ban idiot politicians because they are hazardous to good discipline and order and endanger the republic and its citizens.

  • Philo Bedeaux February 2, 2015, 10:42 am

Yes I believe we should let others tell us how we should live our lives. They should tell us what to wear, eat and where and when we can go and do anything or what we can own and/or have. oh wait… we already living like that.

  • Bigmag47 February 2, 2015, 10:05 am

This is all a part of Agenda 21, the taking over of all nations by the U.N. and the total disarming of America. How else would they clear the way for all the eminent domain violations of the people`s property for the sale of land to the Chinese for the upcoming and imminent defaulting of our debt to them. There`s no way they could get so many people in Fema camps without first disarming all of America! The “New World Order will NEVER stop! May the 2nd Amendment NEVER parish!!!

  • Alan February 2, 2015, 9:59 am

Betcha if his life were threatened, he would put on a vest! Another example of what’s good for the Goose………………….
And would someone PLEASE explain HOW this makes other people “safer”?
Guess I’m not smart enough to see it. 🙂

    • zeus February 3, 2015, 7:13 pm

That’ exactly what I was wondering too.

  • Dr. G February 2, 2015, 9:57 am

I can’t wait to hear Congressman Honda’s explanation of how the serial number on my firearm enables law enforcement to take a bullet from a crime scene and trace it back to my firearm.

    • ZEUS February 3, 2015, 7:04 pm

Ah maybe the back of the bullet has the serial number stamped on it? Makes about as much sense as micro stamping the firing pin. Hard telling about Kalistan.

  • Kevin G February 2, 2015, 9:27 am

this poor dumb jap bastard! how can anyone be so freaking stupid as to propose a law where people cannot protect themselves with body armor?

    • Lee February 2, 2015, 7:50 pm

Kevin, we are on the same side of this issue, I guess the good senator never heard of sheet steel and sewing machines. Any criminal can make their own body armor. This is clearly stupidity on display, once again, from the ignorant. That said, your pejorative remark regarding the senator’s ancestry are uncalled for and ignorant. You owe the senator an apology. The Japanese people have turned out some of the bravest and most creative people the world has ever known. I assure you that I am personally not of Japanese decent, nor do I abide “political correctness”. I do, however, abide common decency. Remember, this American is a United States senator. More importantly, he is a United States citizen and therefore, your brother, even as misguided as he is. Got it?

      • Gordon February 3, 2015, 4:24 pm

I agree whole heartedly. This is not about race it is about what is right. Enforce the gun laws that already exist and quit slapping repeat offenders hands and turning them back out in public. I don’t wear body armor and haven’t since leaving the military…. Very uncomfortable stuff… I also don’t go around putting myself in harms way although in this day and age that can be about anywhere.

    • ZEUS February 3, 2015, 6:58 pm

Guess I missed something, has there been some kind of big uptick of people assaulting LEO’s wearing body armor?

    • Gregory Romeu February 4, 2015, 2:44 pm

ANYTHING our tax dollars are used to purchase, WE, THE PEOPLE are allowed to OWN!

  • Nate February 2, 2015, 9:25 am

Hey, Moron! Having a serial number doesn’t make a gun traceable. Simply changing the barrel would change the “signature” of the weapon, and take away that part. Plus, no one is taking my guns for a test fire to retain one single bullet….
Where do these idiots come from, and how do they get into authority without the slightest “common sense”?

    • Nate February 2, 2015, 9:26 am

Sorry for the repeat post. Refreshing and reloading the page didn’t show me my first one

  • Nate February 2, 2015, 9:21 am

Hey, Moron! Having a serial number on a gun first make the fired projectile traceable. Simply changing a barrel will effectively make it have a new signature…..

Where do these idiots come from, and how do they get into authority without even minimal “common sense”?

    • Gregory Romeu February 4, 2015, 2:22 pm

“Where do these idiots come from, and how do they get into authority without even minimal “common sense”?” These idiots encroach upon our government agencies while MOST citizens are busy watching football, Honey Boo Boo, Dancing with the Dipsticks, sitting at the local bar, playing their video games, or whatever other distractions they have secumbed to rather than MAINTAINING THEIR GIOVERNMENT ON ALL LEVELS like citizens having the responsibility and duty do.

  • Dave February 2, 2015, 8:36 am

Good luck with enforcing that. Sure, most body armor is easy to spot. But what about the stuff from Miguel Caballero? Looks like ordinary clothing to me, yet has the same rating as most vests.

I can see it now. Hall monitors checking the tags on everyone’s clothing to ensure it isn’t from the wrong manufacturer.

  • JGTinNJ February 2, 2015, 7:48 am

There was a comic movie in which the leader of a successful revolution, as his first pronouncement, said (roughly) “From now on everyone has to change their underwear once a day. In order to make it easy to check for compliance, everybody has to wear their underwear over their clothing.”
This body armor ban proposal is in the same mode.

  • Gary Robles February 2, 2015, 7:02 am

Thank you, I needed a laugh this morning.
    Ahh, California. 🙂

  • SherryM February 2, 2015, 5:54 am

That is the dumbest thing I ever herd of. What is next? Outlawing deadbolts?

    • Sammy December 2, 2016, 5:59 am

Don’t give them ideas — Oklahoma has made it a Felony to secure your home enough to stop Cops from being able to crash your doors ! Even though that means you have secured your home to stop Thieves
But then they also made it a felony to assault an off duty cop also- knowing full well that many cops will use the law when they get drunk and start fights or hit on married women or women that don’t want their advances and get their ass kicked.
This is in a State run by A Republican woman Governor , but then she has the same Fascist mentality as Hitlery Clinton.

  • Mike McGrunt February 2, 2015, 3:07 am

I apologize for all of the idiot politicians my state seems to produce. There a number of 2nd Amendment friendly politicians in this state, they just don’t come from the most populous areas. If San Francisco and Los Angeles were to secede from California, this state would rival Idaho for it’s livability for gun owners and TRUE Americans! Additionally, law enforcement doesn’t care if the bad guy is wearing a vest, he or she WILL be stopped in the most rapid manner possible…

  • Will Rider February 1, 2015, 10:57 pm

This proposed law is bad. Here is a actual Alabama Law RS TITLE 14
§95.9.  Wearing or possessing body armor, by a student or nonstudent on school property, at school-sponsored functions, or in firearm-free zones
    A.  Wearing or possessing body armor, by a student or nonstudent on school property, at a school-sponsored function, or in a firearm-free zone is unlawful and shall be defined as wearing or possessing of body armor, on one’s person, at any time while on a school campus, on school transportation, or at any school-sponsored function in a specific designated area including but not limited to athletic competitions, dances, parties, or any extracurricular activities, or within one thousand feet of any school campus.

There is more listed there. So if you are in fear of a threat on campus (or within 1000 feet) you can not wear a vest. No gun or crime required to be in violation. Glad I don’t live there!

    • Will Drider February 1, 2015, 11:10 pm

I identified the wrong State. This is from Louisiana Revised Statutes Title 14 Section 95. My apologies to the Great State of Alabama, Rool Tide.

      • james kirby February 2, 2015, 10:57 am

        You mean Roll Tide. LOL

    • D February 2, 2015, 5:31 pm

If only the people in Cali would stop voting these retards into office……

      You reap what you sow.

With that said these laws won’t and don’t make a darn bit of difference. Criminals are criminals because they don’t care about and don’t obey the law period. It doesn’t matter what laws get passed, they won’t follow them anyhow and all those laws will do is restrict law abiding citizens from things they have every right to possess.

Go ahead California, keep voting for the leftist commie retards and you’ll keep getting more and more of your rights taken away. I feel for those that are stuck there and want better and that don’t vote for these commie despots.
