City Leaders Announce 5 Gun Control Measures for New Orleans

Last Friday, city leaders in the Big Easy announced five new measures designed to crack down on gun-related violence.

Known as the “Gun Safety Ordinance,” the five-part plan would expand the number of gun-free zones, mandate the reporting of lost firearms, penalize negligent carry of a firearm, outlaw guns without serial numbers, and broaden the scope of a state law that prohibits domestic abusers from possessing firearms.

As noted in the breakdown below, some of the parts of the plan are existing state law. So, in a way, they’re proposing ordinances that already exist, e.g. outlawing guns without serial numbers, penalizing negligent carry.

Supporters of the Gun Safety Ordinance include New Orleans mayor Mitch Landrieu, NOPD superintendent Michael Harrison, council members Jason Rogers Williams, Jared C. Brossett and James Gray.

“Public safety is our top priority, and in order to keep our citizens safe, we must do everything we can to promote gun safety and reduce gun violence on our streets and in our community,” said mayor Landrieu at the gathering.

“When criminals are intent on doing harm, too many innocent people are caught in the crossfire. We have a moral obligation to do everything in our power to fight back and halt the stream of guns getting in the wrong hands and increasing the penalties when they are used negligently,” he continued.

Mayor Landrieu added that the measures “are common sense solution” and that will “strike at the heart of this wanton violence that unfortunately occurs far too often.”

Reporting Lost and Stolen Firearms

Many guns that are used in crimes have been stolen and often, those stolen guns have not been reported to local law enforcement. This section would require that the owner of a lost or stolen firearm report it to a NOPD officer within 48 hours of discovery. This section would deter gun trafficking by allowing police to identify potential traffickers based on whether they repeatedly fail to file reports yet claim their guns were lost or stolen after they are discovered at a crime or repeatedly report guns lost or stolen.

A first offense will carry a $250 fine and subsequent offenses will carry a $500 fine.

Possession of a Firearm or Dangerous Weapon in a Firearm-Free Zone

State law prohibits possession of a firearm or dangerous weapon in a “firearm-free zone.” Subject to some exceptions, this includes on or within 1,000 feet of a school campus, on a school bus, or at a facility where a school event, such as a prom, is taking place.

This ordinance mirrors state law but includes “NORDC campus” within the definition of “firearm-free zone.” This ordinance also defines “NORDC campus” as anywhere NORDC-sponsored youth recreational programs are offered. This would effectively prohibit possession of firearms at all NORDC facilities as well as any parks where NORDC youth programming is offered. Each firearm-free zone must be marked by appropriate signage. Altering or defacing signage would violate the ordinance.

Violation would be punished by a $500 fine or six months’ imprisonment.

Possession of or Dealing in Firearms without Serial Number

State law prohibits possession, sale or purchase of firearms where the serial number has been removed; this combats trafficking of untraceable firearms. This ordinance mirrors state law.

Violation would be punished by a $500 fine or six months’ imprisonment.

Possession of a Firearm or Carrying a Concealed Weapon by a Person Convicted of Domestic Abuse Battery

State law prohibits a person who has been convicted of domestic abuse battery from possessing a firearm or concealed weapon for ten years from the conclusion of the sentence or probation for battery. This ordinance mirrors state law but also applies the prohibition for those convicted under the City’s domestic abuse battery law, which is broader in several respects, most notably by including same-sex relationships.

Violation would be punished by a $500 fine or six months’ imprisonment.

Negligent Carrying of a Concealed Firearm

State law prohibits “negligent carrying of a concealed firearm,” which is defined as carrying a concealed firearm in a way that places others in reasonable apprehension that it may discharge or that a crime is being committed. This section mirrors state law.

    They might as well print out maps of all of these so called “Gun Free Zones”.
    It will be safer for the law abiding citizens who do carry to avoid these areas.
    And then it will be easier for the gun carrying criminals to know there won’t be any guns in these areas for citizens to defend themselves. Liberals ALWAYS generate the the opposite result of their intent. I guess the result of all the acid/LSD 60s and 70s population and their children have come to fruition. It’s either brain damage or full stupidity. Maybe a little of both.

    I was quite upset when this was first proposed. After actually reading the new ordinances, this is just “feel good politics” as it does not DO anything that is not already a State Law. Just to point out the reporting on the GFZ’s, it is omitted in this article that CCW holders are exempt! So as long as you are legal to carry, are carrying legally, with a legal weapon, there is no issue! They just wanted to make it look like they are doing something!

    I wonder just how many law abiding citizens wouldn’t already report their firearm stolen, just as I would like to know if anyone of these five measures would make one hill of beans to any common crook, thief, thug or low life?     why not take away guns from known felons and gang members when they know they have guns, the the mayor of Chicago say that gangs are known to be armed, well if you know it why do you want to take guns away from law abiding citizens and leave those who shouldn’t be armed alone, Do laws against murder rape and other violent crime s??? I’m sure that any one who commits a crime of any kind believes they wont get caught or are in an emotional state where they don’t think before shooting etc.

It is your site tbough and also your right to limit what you allow on it. What a shame. Well I can only imagine that it may happen again in the future as I will not sugar coat my opinions on how the liberal experiment has ruined this country and emboldened others in the criminal arts.

    What needs to be done in NoLa is the current laws need to be enforced. Go into these inner city democratically controlled ( oh wait, thats all of NoLa) areas and arrest these thugs. If you use or possess an illegal firearm go to jail. No bond, if found guilty minimum mandatory sentences that judges cant depart from. Gun violators ( thugs ) must serve their entire sentence. And prohibit obunghole from pardoning or commuting these sentences because the majority of arrestees will be black there. You know he will condemn this because it will primarily target blacks seems logical since they commit the majority of violent crime in these democratically controlled areas. Once you get these idiotic thugs off the streets crime will slow down I assure you.

    What about pre-’68 firearms that did not originally have serial numbers. Is grandpa’s hunting gun all of a sudden illegal in NO while being legal under federal law. Domestic violence offenders (convicted) are already denied gun rights. Go try to buy a gun if you have a DV history. you can’t. Police wont issue a CCW license to DV violators. GFZs are not reasonable. Unlawful acts with the gun, not simple carrying for self defense have always been a crime. Denying self defense is morally wrong. But, NOPD has never been known for having law abiding police officers. It is as corrupt a place as any. Cops murder innocent people, but good people can’t carry guns where they are likely needed. Disarm NOPD and crime will go down.

    The NOPD and city leaders need to get each ear in their hands and pull to they hear a POP… that will be their head coming out of their SIX!!!!! They need to do like a town in Georgia did some years back that had the same problem, but unlike New Orleans, they required every household to own a gun. Guess what, the towns problem went away… as report nationwide in the anti-gun news media.

Mayor Mitch is also the driving force behind trying to erase any symbol of the confederacy and white heritage from public display. Now he wants to make it harder for good law abiding people to perform able to defend themselves from the very people who vote to keep him and other democrats in office feeding at the public trough. When seconds count the great n.o.p.d is just minutes away. Remember N.O.P.D. stands for “Not Our Problem Dude”.

    I don’t need to put numbers on a gun I made for myself. If the state says a gun has to have numbers, then it can’t be a gun without em. Right? That works for me. That means we can have these non-guns sold from public vending machines to anybody tall enough to put the money in the machine. Since they’re non-guns, there’s nothing to regulate the presence of selector levers. Put em on every corner in Chicago. Hey, the same kinds of logic has been working for the left in this country for nearly eight years now. It’s time for a change. God willing, these people will wipe each other out and leave our streets clean and safe.

    Hilarious? I think not. Scary, irresponsible, asinine and downright wrong in thinking that legislated gun control is the answer seems (IMHO) more apropos. According to the 2010 census, blacks consisted of 60.2% of the population while whites only made up 33%. Based on that number, the makeup of the City Leadership supporting the new “Gun Control Ordinances” is about right. Hence, one can assume that ignorance is not regulated to the color of one’s skin.

    A local gas staion operated by a Hindu couple who posted the frist gunfree sign intown was robed at gun point, two hours after posting it.
    When asked why he chose that station he stated” trhat he felts safe there”!

The Legal fact is ladies and Gentlemen like it or not you are in every legal sense a Soldier. and it is your constitutional and legal duty to learn how to use a firearm.

Not to be racist but just pointing out a fact backed by the picture. 3 whites and the rest are blacks. Why is it that in a city where blacks are the obvious majority, Detroit for example, that the criminal element flourishes and drugs and crime flourish. Could it be an orchastrated proof that blacks have a genetic predisposition to tribal mentality. I mean their descendants came from African tribes and we all know that these laws are only going to make it easier for the stronger tribe, aka criminal, to kill the opposing tribe, aka law abiding citizens regardless of their color

      We still live in America and I take offense of some law enforcement person coming to my door and taking my legally owned weapon that I use for self defense and pleasure in a hobby that I have chosen. You are obviously a criminal and would love nothing more than to see law enforcement make your job safer and easier for you to commit your activity. Just remember this. Whoever is sent door to door to confiscate these weapons won’t be coming home after shift. Would you care to volunteer to be the first one in? PLEASE

      Don’t forget we also are tent city for homeless people. We have masses of tents and homeless people living under the freeway.
      The homeless pee on my door with so much regularity the bottom hing rusted and shattered when I opened the door.
      And we have a huge amount of youth that likes to tag your doors and walls. Then the city fines you for getting vandalized and not having it removed.
      Oh, and for some reason bass pro and cabelas won’t ship ammo here.

    Hilarious. Laws rarely prevent anything, but do serve to punish after the fact. So as you bury your daughter who got killed on prom night, from a repeat offender out on parole, take solace that the perpetrator will get another prison sentence.
