States across the country have swiftly adopted draconian measures to slow the spread of the COVID-19 coronavirus, including an indefinite suspension of their citizens’ Second Amendment rights.

New York has taken some of the most extreme measures. According to a phone survey of all 62 New York counties conducted by 2ANYS, a full 84 percent of counties (52) have suspended or ignored their duty to continue processing pistol permits.

Thirty-eight counties confirmed that they’ve suspended pistol permitting activities until further notice, six counties have stopped tracking whether permit applications are being processed, and two counties are no longer making staff available to process permits. One county admitted that delays will occur as a result of the COVID-19 outbreak, and five additional counties have already imposed a de facto ban on permits.

“During a period of crisis when entire law enforcement patrol divisions could be brought down by COVID-19 exposure and 911 response times could grow to an hour or more as a result, government agents are making it impossible for citizens to lawfully defend themselves in the home,” 2ANYS Founder Steve Felano said.

New York also forced the closure of Remington Arms in Ilion, NY, until April 30 because the factory was deemed “non-essential.”

According to Herkimer County Legislature Chairman Vincent J. Bono, Remington Arms payroll makes up about a sixth of the county’s total economy. The closure “will be devastating to the families of those workers,” he told the Observer-Dispatch.

Remington has already faced a difficult two years. The company has survived bankruptcy, unsuccessful product launches, and a lawsuit from families of Sandy Hook victims. The company will no doubt take another economic hit as a result of the governor’s order.

Felano recommends that rather than suspend the Second Amendment rights of New Yorkers, the state should use the emergency declaration to suspend the “may issue” provision that requires local law enforcement to approve individual pistol permits.

“This would ensure as many New Yorkers as possible are armed and able to defend themselves given the high likelihood that 911 response times will substantially increase in the coming weeks and months as the COVID-19 pandemic worsens as a direct result of international, federal, and state government ineptitude,” he said.

His fears aren’t unfounded. The New York Times reported on March 12 that responses to 911 calls could be significantly delayed if the virus spreads throughout the population. Police departments also worry that they won’t be able to respond to emergencies if their forces are depleted by the virus.

The police department in Overland Park, Kan., for example, told the NYT that they plan to train school resource officers as patrol officers and respond to fewer noninjury accidents and reports of retail theft.

“In order to maintain that 911 response,” said Frank Donchez, the police chief, “we’re going to scale back on other things. We’d be naïve to think that our officers wouldn’t be impacted.”

        I was once one of the few N.Y.S. residents that had a pistol permit and it took 2 applications and jumping through hoops to get it. When I retired to Ohio 15 years ago I could not believe the change. New York City and Chicago have some of the most stringent anti-gun laws on the books. And they haven’t stopped, or even slowed the rampant crime problem. Can’t the offenders be imprisoned? Imprisoned for a length of time that the law permits? And definitely curtail that ridiculous BAIL situation.

      I no longer live in New York State. Joe if you ever visited New York State you would love it. It is one of the most beautiful states in the country.
      New York City and the upstate area have 2/3 of the controlling votes. The rest of the state would pretty much love to be separated from those people. They are the ones who vote in the Cuomo’s and so on. We would be willing to take any one of your Texas cities in trade. Except for criminals, t doesn’t matter who wants to own a fire arm. It IS our right. The constitution says so. The media is good at only publishing the harm guns can cause when a criminal uses them but will almost never publish the incidents where a gun owner saved someone else or themselves from harm or death because they possessed a firearm. All to try and prove their opinion is the right one. People have gone overboard in their attempts to demonize firearms and the legal owners of them. So overboard that students have been suspended from school for simply posting a pic of themselves holding an air rifle or attending a gun firing range with their dad. Not on school property. Not during school hours. School administrators are looking thru the personal F.B. accounts of their students and when they find those kind of posts are suspending that student. Over kill personified. Criminalizing a kid for doing nothing wrong or even harmful just to try and make their point. If you don’t want to own a gun, then don’t buy one. But if you are ever attacked or accosted by a criminal, don’t run my way cause you know I own a gun and can protect you, run to the school administrators who suspend kids for doing nothing wrong. See if they can help you.

    On top of the stupidity of the entire article and the way NY is treating this pandemic as their personal stomping ground to trample the rights of citizens, I find the little comment about how some departments are training School Resource Officers to investigate accidents and other law enforcement work. I am not clear about NY, but in most other states a School Resource Officer is a trained Law Enforcement Officer merely assigned to school duty so no training would be required for them to do their duty.

I have several friends on the police department that have been assigned to resource management at the schools. I dont believe 1/4 of the crap I read on fb anymore. If it’s not politically motivated it’s a straight up lie or someone trying to start sh*+. On the other hand all the pistol permit locations in every county building are shut down as non essential. I’m an avid gun owner so knowing the POS cuomo is against anything 2nd amendment doesn’t surprise me. This is why we are pushing to split away from down state NY and become our own state.

    If the state of NY is going to suspend the process by which you protect your home and family legally, there is only one alternative. “Illegal” protection of your life, family, and home. If I felt at risk, I wouldn’t hesitate to use a weapon that has not been properly registered. Not for one second. Cuomo’s actions would anger me, but they would in no way alter my response in a life or death situation. Better to be tried by twelve than carried by six.

    I wonder if Andrew Cuomo realizes that the Remington plant in Herkimer can make a whole bunch of the parts needed to assemble “ventilators”, parts that both GM and GE can’t make and that GM and GE are unable to readily acquire from their subcontractors?

    Serious manufacturing is a lot more complex than sitting at a desk in Albany , and the supplu chain is looooong.

The entire state of NY is dictated by New York City; laws, policies, regulations, and politicians are all determined by the city due to its population density. They also take a majority of the states tax dollars. Outside of the city, a majority of the state’s citizens are strong advocates for the 2A. Many counties, including mine, have even taken on designation as 2A sanctuary counties. In fact, there has been a continuous, so far unsuccessful, effort to divide the state into 2-3 self governing regions often referred to as “New Amsterdam.” Since the state almost always falls left because of the city, while the rest of the state leans right, we are left without a voice. It is abundantly clear to us why our founders based our election on an electoral college. A system governed by the masses would leave us all controlled by a few large cities. So please, don’t throw good Americans who advocate and fight for our constitutional rights under the bus like that. We have to deal with bullshit like the “safe act” and other attacks on our freedoms far more directly and frequently than states without. Instead, stand with us, fight with us, and don’t let them tread on me!

    You should not be closed down and likely wouldn’t be but you can’t seem to understand that you need to pack up and move your ass to a real gun friendly state. Texas and Oklahoma come to mind. In fact any gun company that hasn’t moved out of those anti-gun states should be boycotted by gun buyers. Yes you’ll likely take a hit but the tax breaks alone should make up for it.

    Several gun related company’s have made the move to Texas and are thriving.

    Wake up and smell the coffee. Your remaining in places like NY is only giving aid and comfort to the anti-gun crowd.

      I might agree with you IF you were able to purchase a handgun WITHOUT a permit or PURCHASE DOCUMENT. HOWEVER, NY state will NOT allow you to purchase or even POSSES a pistol without a “permit” AND “Purchase document” ! THAT IS A DE-FACTO BAN !

      Karl, you don’t get it, “mother may I”, should not be part of this transaction. We should not be dependent on any Gov. agency deciding weather or not they want to do their jobs in order to obtain a gun. This is exactly why a background check can never be anything but instant. If the agency decides to shut down then the customer gets the firearm. Before you panic, remember their never used to be a background check at all. The rights of Americans can not be dependent on a government agency. Are your TV stations going black because the FCC is furloughed? Nope, the 1st amendment will not allow it and the 2nd should not either.

    First, it is my sincerest hope that no one anywhere is ever faced with a real and present threat to their lives or well being (including loved ones, neighbors, and other innocents). For a great many people the aftermath of a lethal response to a lethal threat may have devastating consequences, both financial (if faced with the need to defend oneself from prosecution) and psychological if the outcome results in the taking of another’s life – justified or not. I also hope that we are all able to stay healthy or able to return to good health if infected.

    With that said I am a realist and I understand that our current situation has the potential to present dangers other than the developing heath risks during this crisis. When people panic, when people become desperate, and when criminals see growing opportunity the potential for violence increases. This crisis has the potential to bring violence to anyone, even those whose life choices have thus far have, under normal circumstances, effectively mitigated this potential. Save for a limited few we all face a greater potential to be witness to, or victims of, violence, violation, bodily harm, or loss of life.

    With this knowledge, and given the crisis we currently face, it is safe to say that right to keep and bear arms is essential, and is viewed as such by many who previously regarded this right as a danger just weeks ago. We also know that politicians who seek to limit the peoples means to keep and bear arms know that the people affected by their policies / mandates are more likely to find themselves in need of means to defend against violence during this crisis. Such politicians are using their elected office to further their personal agendas while knowingly placing defenseless people in harms way. This is a breach of oath, an abuse of power, an assault on the constitutionally enumerated and protected rights of the individual, and a disregard for the lives and well being of their constituents.

    This particular news article is but one example of such abuse that is occurring in many states, counties, and cities in the United States, and in most cases there is no legal recourse. There are many people who were once opposed to private ownership of firearms who recognized the value of this essential right just in time to be too late to exercise this right.

    We must remain vigilant. More than ever it is important to call or write (email) our elected officials and let them know how we, as their constituents, wish to be represented regarding, but certainly not limited to, our second amendment rights. We must vote in all elections in defense of our Constitution, for without it our protected rights (those principals that define us as a free people) we are simply subject to the whims of elitists who are unaffected when our rights are restricted or eliminated. Given the impact to all infrastructures politicians seem to feel emboldened to push their own agendas and indeed we are hamstrung a bit as we are likely to see less public hearings on proposed legislation and we may not be able to safely or responsibly demonstrate in numbers due to the potential for increased infection rates between participants and the people they interact with following).

    More so, we must be ready to provide defense for those near us who cannot defend themselves should the threat of violence become more likely (or already exist) in our communities. Law enforcement is already unable to respond fast enough to provide defense, and this is not a required function of law enforcement besides. Their ability to respond will be ever more impacted as this crisis plays out, thus rendering them useless as a defense against violent offenders in all but the rarest of circumstances. As it stands we are a population facing an indefensible epidemic with the potential for unprecedented for our time (the Spanish Flu pandemic was the last time humanity faced, and that was a bit more than a 100 years ago).

    We cannot open gun stores that have been closed by mandate. We should not disregard the laws already in place excepting perhaps for a present threat of loss of life or bodily harm. Though not of primary concern during this crisis the peoples view of private ownership of firearms may well shift for many. Being in good legal standing (e.g. providing no fuel for anti-gun elected officials) at the end of this crisis may just serve as a turning point for the Second Amendment (I’ve obviously shifted back to optimism but what can it hurt in a time of crisis.

    I’m not going to defend Cuomo, but this is FAKE NEWS. States across the country ARE NOT suspending 2A rights. Cuomo did NOT, to my knowledge, suspend permit applications in NYS. The counties have done it in many states because of the close proximity needed to do fingerprinting and, the LEO’s have other priorities right now. Remington is a non-essential business at this point in time and was shut down just like other non-essential businesses in NY to help protect public health. There is no there there, and this is just fake news and poor journalism designed to appeal to gun owners, of which you can be very sure I am. Shame on you!

      Well your knowledge is decidedly lacking. This has nothing to do with processing new permit applications or fingerprinting people. This is about people who already have permits not being able to buy handguns. Because of the ridiculous laws NY has when we want to buy a handgun we have to go to our county clerk and have them add the gun to our permit and give us a purchase coupon for the FFL, so they can let us have the gun. Cuomo deemed the clerks roles nonessential, thus stopping all handgun purchases in the state. Those were never face to face transactions, they are behind glass walls and don’t have physical contact with customers. He then declared all gun shops and sporting goods stores as nonessential, effectively stopping all long gun and ammo sales as well. This is all about King Cuomo and his anti gun BS, all in the guise of public health.
