President Trump this week signaled that a federal ban on bump stocks is coming soon.

Trump gave the update while taking questions from the media at Monday press conference at the White House.

“In order to eliminate — terminate — bump stocks, we have to go through a procedure,” explained Trump. “We are now at the final stages of that procedure — in fact, the lawyers were just telling me — and over the next couple of weeks, I’ll be able to write it out. But you can’t just write it out because rules and regulations in this nation are really tough, even for something like that.

“So we’re knocking out bump stocks,” Trump continued. “I’ve told the NRA, I’ve told everyone. Bump stocks are gone. But to do it you have to go to public hearings — which we’ve had.



With respect to “public hearings” and “procedure,” Trump was referring to the Notice of Purpose Rule-Making (NPRM) initiated by the Dept. of Justice in March of 2018 that sought to regulate reciprocating stocks as “machineguns” under the National Firearms and Gun Control Acts.

As part of the process, the public and the firearms community were permitted to weigh in and provide comment to the regulators at the Bureau of Alcohol, Tobacco, Firearms and Explosives. However, the agency is under no obligation to listen to or follow those comments when it comes to finalizing the rule. The comment period ended back in June of this year.

The ATF estimates since 2011 the public has spent approximately $96 million on bump stock-type devices, with between 280,000 – 520,000 currently in circulation.

When the new rule takes effect bump stock owners will be forced to surrender their property to authorities or render the devices permanently inoperable.  Failure to do so could result in fines and even jail time.  Unlawful possession of a machinegun carries a prison sentence of up to 10 years behind bars.

No compensation will be offered as part of the rule change.  Bump stock owners will have to bear the financial burden, take the loss.

As noted in previous GunsAmeria articles, the ATF had on two separate occasions issued letters clearly indicating that reciprocating stocks did not qualify as machineguns and were therefore not subject to NFA/GCA regulations.

“The stock has no automatically functioning mechanical parts or springs and performs no automatic mechanical function when installed,” ATF wrote in 2010, in response to a submission by former bump stock manufacturer Slide Fire.

“In order to use the installed device, the shooter must apply constant forward pressure with the non-shooting hand and constant rearward pressure with the shooting hand,” the letter continued. “Accordingly we find that the ‘bump-stock’ is a firearm part and is not regulated as a firearm under the Gun Control Act or the National Firearms Act.”

Yet despite this established precedent and despite statements from current and former ATF employees saying that a ban on the devices had to come from Congress because only it had the power to change the law, the Trump administration with the support of at least one high-profile gun-rights organization found a way to get the job done.

As Trump said Monday, “In a very short period of time, bump stocks will be ruled out.”

    Sent this to Trump on the White House website, for all the good it’ll do.

    Banning bump stocks won’t prevent a thing and will be detrimental:

    A person could cut one up into a number of pieces so it is “permanently inoperable” and still rebuild it.

    A person can easily build one from the most common multi-position stock with hardware and other parts they already have on hand or can purchase at a store.

    There are a number of legal devices using various other methods of rapid-fire still available that will render this ban moot, some you can easily make at home.

    It is actually very simple to legally make a semi-auto fire at rates similar to a machine gun with simple tools, hardware store parts or even some common household items.

    There are still many ways to rapid-fire or bump-fire using various techniques that are not dependent on any special device.

    You could even ban all rapid-fire, but that won’t stop anyone bent on crime and murder from just doing it anyway since it’s so easy to do.

    Some people will secretly defy this law and keep them hidden away somewhere, turning the otherwise law-abiding into criminals.

    Large numbers of them will end up on the black market, criminals will profit and those want them will still get them.

    If it can’t stop people from achieving rapid-fire legally (or illegal) in other ways, what does this law achieve? This law achieves criminalizing and taking property from people to pretend to stop what it can’t. It doesn’t achieve its goals or any other useful goals and is more likely to be detrimental to those goals. Clearly, it can’t save lives, while unnecessarily putting more lives at risk to enforce it. President Trump this takes from those who support you and helps those who hate you and will continue to hate you regardless, while not even preventing what it’s supposed to prevent, all for something that I thought had faded into the background, why would you do that? You can save this, just do a back peddle, everyone will just chalk it up to you being you.

    The wording of this ban does not explicitly ban bump stock. It bans anything that can increase the rate of fire of a firearm. I read a comment where a judge read the legislation, and said “by this wording, gun oil on a bolt action rifle could be viewed as unlawful.” This is much bigger than bump stocks but hey, “MaGa” right??

    I’ve been shooting for fifty-seven years and I have never seen the need for a “bump stock” or anything like it. If someone wants a full-auto anything there is a road available to get one.
    In my experience (Military), full-auto weapons were intended for two uses: First, to make the enemy keep their heads down. Secondly, to make up for a lack of combat effectiveness, AKA “there’s more of them than there are of us” – a classic commando situation.
    Full-auto via a bump-stock achieves neither of these things. All that is achieved is: “Where did all the ammo go?” “That thing broke again?” and “Where did the rifling in my barrel go to?”
    As for Trump…don’t hold your breath. I suspect that his “Bump-stock” ban will be like Trump University” only without the endorsements.
    No, I’m not a Democrat. I’m worse: someone who had lived seventy years and learned a few things in the interim, like which rifles are best and which cartridges work best in them and which pistols are most reliable. Not fancy accessories..

      Here is the problem with your entire line of reasoning. You just used the exact same justification that every leftist and democrat politician use for when they say, “no one needs to own an assault rifle”. How is it any different to say, “I don’t see why anybody needs a bump stock”? Who are you to decide what some other American should and should not be “allowed” to own? What business is it of yours or anyone else? Based on the original intent of the constitution, the wording “shall not” within the second amendment is the strongest possible wording in the legal vernacular and literally means the Government has no authority or ability to involve themselves in the restriction of firearms. The reason we face such an agressive force marching us towards the destruction of our god given liberties is because, “we the people” have been far too “reasonable”. I’m DONE with being reasonable.

      I disagree with your premise. If I want to “waste” money” on ammo, that is covered under my rights.

      I disagree with the premise that full auto is some sort of way to “keep heads down” and has nothing to do with “there are more of then than us”. I have a Lantac Dragon brake that keeps me on target and a Lantac mitigating device that forces noise and flame outward.. I can shoot accurately at full auto with my Franklin binary trigger. I can replace a barrel for $150 in the field.

      Donnie does not own or like firearms and has stated such in the past. He was pandering for votes and could care less about protecting the A2.

      Where is our “Hearing Protection Act” and the repeal of the “Tax Stamp”?

    Although I voted for and generally support President Trump, this is however where I disagree with him! When you start banning gun accessories you start out on a very slippery slope! A true realist interpretation of the 2nd Amendment would make one realize that our founding fathers intended for law abiding citizens to own any weapon the military has including fully automatic weapons! That being said, with the cost of ammo these days, I don’t see how anyone other than wealthy folks can shoot full auto very often? Besides, after the third round it’s nigh impossible to still be on target but lady freedom says fire away as much as you want!

      The irony here is in banning Bump Stocks, it destroys the inanimate object argument. You cannot on one hand argue that banning guns will not do anything to save lives because they are inanimate objects that can’t do anything without a person to shoot them. Then, turn around and argue, but…, banning this other inanimate object (bump stocks), makes sense when it is nothing more than a piece of plastic that anyone in this day and age can print off a 3D printer.

    I get the point about banning bump stocks, just an infringement on our rights. But the big worry, is that it won’t stop with them. Yes, they are cool, but after one or two uses, quite a bit of ammo and dollars wasted, I believe most people, once past the novelty of these, could care less about them.
    But, just to be fair, they need to include rubber bands and belt loops as they were the first means of “bump fire”.
    Yes, as other posts and articles in this site, the libs won’t be happy until all guns are gone, we become a total socialism country,the government becomes to go to for all. Just ask all those demacraps in Hollywood, who of course live in a fantasy world, and are self proclaimed experts. Did I forget to mention their body guards having firearms is ok?
    We never ban Chevy’s, Budweiser, Newports etc for the deaths then cause, but let’s just do firearms. Very sad, they only way this can be fixed is a revolution, which won’t happen of course, or a total implosion and we start over with Adam and Eve.
    God help us, or not?

    Banning of bump stocks is simply an act of ignorance and politics. What’s next, custom triggers that allow you to fire more than one round per second, 3 seconds or whatever they decide? In order for the people to be a well regulated militia, it needs to have the same arms as it’s government. After all the Second Amendment is about keeping the people armed so as to protect them from a government that wishes to take or infringe upon their freedoms.

This a huge waste of time.like making mags only hold 10. Ok now the mag manufacturer selling 3 times as many and you get to hear that cool click sound when you change mags even more often !
    Anybody can go to Walmart and buy a semi- auto rifle,ammo and be ready before they drive out of the parking lot.
    What a bunch of fools the stocks don’t kill…. people kill and it’s stupid things of this nature that is making crazy people crazier !
    I don’t own a bump stock or a gun that could use one on. But all this is just a waste of valuable time that should be put to better border protection.

    What angers me is that there is no sweat off the politicians back. They didn’t pay for product with their hard earned money. Every time they pass (referring to individual states here) a ban and DO NOT GIVE COMPENSATION, I get angered. Now the Federal Government is taking without compensating. Let them at least dole some of OUR money back into OUR pockets. YOU WANT TO OUTLAW SOMETHING, THEN PAY US FOR IT!

      People are just getting overly excited over this – I don’t think people are looking at the big picture. Once Kavanaugh is on the Supreme Court, and this law goes into affect, there will be numerous law suits, at least one of which will go all the way to the SCOTUS. When it does, the CONSERVATIVE controlled SCOTUS will throw this law out. Trump will have done what he meant to do – temporarily satisfy and shut down all of the whining leftists and support the Constitution by getting this subject thrown out once and for all – and it will leave an opening for getting the NFA thrown out for unconstitutionality!

      Remember, this is a game of CHESS not CHECKERS!

      Dom’t destroy, get rid of, or turn in those stocks, just stash them for a little while until the dust clears!

    If this tyrannical law goes through on as it was written and presented to the public they did not listen to anyway! Guess what folks, a lot of firearm accessories are next in line! Just wait it’s coming! Now, despite that the way it was written it is and will be declared un-constitutional as it is a law that goes back into the past!
    Ex post facto laws are expressly forbidden by the United States Constitution in Article 1, Section 9, Clause 3 (with respect to federal laws) and Article 1, Section 10 (with respect to state laws)

    Guys, now it is official: President Trump won’t get another legislation period, after his first one is over. I think many knew already that he is not the perfect president out there, yet he said it himself to the NRA: “I WON’T LET YOU DOWN!” But in the end he did. Whoever will be the next president of this country, Trump is surely not going to be it. He just won in 2016, thanks to the NRA endorsement and most of their members, who surely vote for him back then because they believed Trump will protect the 2nd amendment and all the freedoms that come with it. It’s a shame, really.

      Bottom line is that it is STILL the crazies who are breaking the law and politicians are all too willing to do absolutely NOTHING to correct the level of distrust, disconnection, and disillusionment they’ve perpetrated onto the general population as they amass their personal fortunes. Solve that disconnection problem and the crazies would crawl back into their hole.

    This is one of the areas I strongly disagree with Trump on. What are they going to do? Send police to confiscate them from people’s homes? They better get read for things to get nasty and it will be way worse than isolated incidents like Vegas. Folks buy your bump stocks now, they aren’t that expensive and once they’re banned, we will never get a chance to buy them again. Try to buy it locally and with cash so you can avoid as much of a paper trail to you as possible. It’s funny that before all these idiots made such a big deal out of bump stocks, nobody cared about them at all. People who push these kinds of ridiculous legislation are the best salesman for bump stocks and firearms. Dangerous freedom over peaceful slavery!
