David Hogg & New Congress Push Universal Background Check Bill

House Speaker Nancy Pelosi, California Rep. Mike Thompson, and former Arizona Rep. Gabby Giffords unveiled a bill on Tuesday that would prohibit the private sale of firearms. With the exception of law enforcement and the transfer of guns between friends and family, all gun sales would require a background check be conducted on the prospective buyer.

“Thanks to the relentless efforts of advocates, courageous gun violence survivors, and the American voters who elected new leaders to Congress, I am thrilled that for the first time in decades, the United States House of Representatives will no longer sit silent as our nation reels from the growing gun violence epidemic,” Giffords said in a statement announcing the legislation from Pelosi’s office.

The major anti-gun advocacy groups also voiced their support for the bill.

Moms Demand Action Founder Shannon Watts called the legislation “an essential step towards ending America’s gun violence crisis,” and Everytown for Gun Safety President John Feinblatt said the bill proves “gun safety is no longer the third rail of American politics.”

Not to be outdone, David Hogg threw in his two cents during a CNN interview (see video above), claiming that the NRA opposes universal background checks because “after every single mass shooting, gun sales go up significantly and the NRA benefits from that.”

Ironically, neither the Parkland massacre Hogg used to launch himself into the public spotlight nor the incident survived by Rep. Giffords would have been prevented by the bill they’re peddling. In both cases, the murderer acquired his firearms legally after passing a background check.

“Instead of looking for effective solutions that will deal with the root cause of violent crime and save lives, anti-gun politicians would rather score political points and push ineffective legislation that doesn’t stop criminals from committing crimes,” Jennifer Baker, an NRA spokesperson, said in a statement.

Proponents of the bill say that too many Americans acquire firearms without undergoing a background check. In an email to supporters, Everytown for Gun Safety claims, “the Internet has emerged as a massive, unregulated marketplace, where hundreds of thousands of gun sales take place with no background check. A recent study suggests nearly a quarter of Americans who obtain a firearm do so without getting a background check.”

Gun ban advocates frequently reference this study, which was released in 2017 and found that, based on survey data, about 22 percent of Americans have obtained a firearm in the past two years without undergoing a background check.

Their findings departed significantly from previous estimates, which put the number around 40 percent in the early ’90s. But even this new, lower number is misleading, for only 13 percent of purchased firearm transfers that took place within the last two years occurred without a background check.

Considering most people don’t gift firearms to strangers, the study suggests that a large percentage of non-background-check firearms are “obtained” from friends and family, two categories of people that would not be required from undergoing a background check under the proposed legislation.

Pelosi’s bill, in other words, only targets a tiny percentage of firearms purchasers, many of whom are unlikely to commit crimes.

As evidence for this, a recent Johns Hopkins study found that California’s long-standing universal background check law had no effect on either suicide or homicide in the state.

They found “no change in the rates of either cause of death from firearms through 2000.”

The new legislation is likely to pass the House, where Democrats hold a 36-seat majority. Several Republicans have also pledged their support of the bill, including Rep. Peter King (R-NY) the lead GOP sponsor, Rep. Brian Mast (R-FL) and Rep. Chris Smith (R-NJ)

Though Senate GOP leaders have yet to comment, it remains unlikely the bill will get any attention on the floor.

    Where I live all ya gotta do is let them run ya for felonies and a few minutes and you’re on your way. Known felons may sell or issue weapons to other known felons “like someone was saying here”but if they get caught they go back to jail. Felons shouldn’t have guns (Unless properly vetted) all thinking people know that
    I have to read into it more but this sounds like “Common Sense ” legislation to me. Law Abiding people should be able to buy a firearm easley,and bad people should not. Criminals need to stay in their lane; Responsible Firearm Owners and law enforcement are very well equipped.

    I get, but don’t get it. This will NOT stop Bad FFL’s or criminals from selling known felons guns out of the trunk of a car or in a dark alley. You need to get the traffickers selling to known felons off the street. The straw purchasers buying that gun for their Crip, Blood, MS-13 boyfriend. Not gonna stop a damn thing!!! The mental patients that tell their therapist, “I’m gonna go shoot up a bunch of people for no reason”. Doctor-Patient privilege goes out the window after that. What about falsifying the back round form when it ask if your seeing a doctor for a mental issue and checking, “No”.     As long as you think that guns are the root of this problem, you will never have a viable solution. You can make good people jump through hoops, but it won’t stop bad people from committing a crime. Part of the mishandling of this case was the delay in doing anything constructive because the pundits were listening to this little jerk who was not even on the premises when the shooting happened. He knew, instantaneously that there was a story to be told, so he rushed home and got a recording device and went back to interview fellow students.
    The fallacious thinking here is that a background check would work. Also, it would provide a false sense of safety. Criminals don’t care if they create a false identity to buy a gun. Anybody can do that, including an illegal alien.
    When I was a kid, my parents gave me a chemistry set. I did some “experimentation” because I liked to hear explosions. Those same chemicals are readily available at hardware stores today, and you don’t have an age limit or need to sign anything. As Oklahoma City showed us, there is a better way to commit mass murder.
    England has strict gun control, but their murder rate in London is higher than New York. The difference is the killing done with knives or good old fashioned blunt force trauma.
    There are people with severe mental illness and nobody is reading their signs. If schools don’t do much except teaching kids how to pass a test, then perhaps it is time for them to dig into the heads of students to see what makes them tick.
    Most people just listen to what others have to say. Some of the “others” have conflicting views, but still, people want to hear somebody tell them what to do. They have been described as “sheeple.” Some of us call those non-thinkers “Democrats.” The truth is, we all listen, but some people don’t hear. And what we choose has to make sense in our own heads as well. So, we now have to determine “common sense.” That is a lot harder because people come up with false notions, and too many people fall in line and agree. They are afraid to have an independent thought for fear of ostracism.

    Someone needs to tell Pelosi and this group of socialist that the U.S. ranks 62nd, below countries like Norway (14), Finland (31), Switzerland (45) and Russia (51), when it comes the murder rate from mass public shootings per 100,000 people. This type of legislation will do nothing to lower that number since someone intent on killing as many as possible will find a weapon to do it with. In the 1970s and 80s we had a bomb epidemic if I remember correctly.

    We have some of the best at preventing and ending early this type of violence. Unfortunately we have gun free zones or better titled “free kill zones” that prevent those people who would carry a gun from doing so. And they help those that would kill a large number of people do so with no resistance.

The El Paso, Texas shootings were at WAL MART, a store that ask legally concealed carry folks to not bring their weapons in their establishment. I noticed that at the WalMart store nearest to me removed their signs asking folks to leave their guns in their car. If thats true that gives the bad guys two chances without any deterents. Free weapons in cars and unarmed citizens inside. A criminals wet dream. How much of this fact has been reported by lying fake news. Also means prices at Wal Mart will be going up to pay for legal fees and lawsuits. This whole scenario makes no sense at all, but when has anything to do with politics made sense. When I hear there has been a mass shooting, I know before the blood on the ground has dried the democrats and the anti gunners will be out spinning their bullshit.

    Why should we listen to this Hogg guy. Background checks are already there. We have so many laws on the books that are not enforced! At one time I had a FFL and when someone failed a background check there was nothing done to those people who are denied. Personally I’m glad I don’t have a FFL. If the government would enforce the laws on the books it would be great. This gun control stuff is just PEOPLE control!!

I was only able to save the one gun I had in my hand . Such a tragedy. But on a different but same note . I’d love to take David Pigg or Hogg out to the same area to show him where it all happened .     Boss Hogg is actually wrong about gun sales going up “significantly” after mass shootings occur. While some “households” may take that as a sign that they need to address their own home/personal security needs, what REALLY drives gun sales through the proverbial roof is the constant threat of banning certain guns, certain magazines and passing legislation that threatens to make purchasing firearms very difficult. It’s THAT threat the drives people to gun stores NOT mass shooting tragedies. Remember when they threatened to ban AR style long guns back in the day? About 48 hours after they made that threat, you couldn’t hardly find AR style guns or ammunition and if you were lucky enough to find one back then, the prices almost doubled! If our government REALLY wanted to pass gun laws, those sneaky bastards should do it the same way they unanimously voted themselves a pay raise during a fairly secretive mid-night session.

    If that is the exception, what is to keep a criminal from saying a person was a friend? More “feel good” legislation. Never mind that to even implement a “universal background check” you would need “universal registration” for it to be effective. And pray, where are they going to get the money for a universal registration system when Trump can’t even get money for a wall?

    The problem of preventing terrorism/mass shootings is one that has far deeper roots than universal background check law, and such a law certainly doesn’t do what is needed to prevent the citizens who are already here in this country acting on their beliefs against our society. With that being said, understanding that these are really two totally separate issues, I have never understood why you would need a background check to buy a gun from a licensed dealer, but not to acquire one privately. The background isn’t for the transfer of money, it is for the ownership of the weapon. If us gun owners want to be taken seriously politically and not viewed as “right wing psychopaths” we should really consider the image we are projecting by opposing a law like this… with very few exceptions – if you can’t pass a background check then there is likely a rationale reason you shouldn’t be trusted with a gun. This proposed law doesn’t take guns away from any of us, and perhaps it could even be one of those unique issues where we have the chance to be the bigger man in this bipartisan stalemate and “reach across the isle” if you will… maybe actually get something done in the country for once instead being forced to follow a 72 year old’s Twitter feed

    We could suggest to our representatives, and others that almost all of what they purport to want to bring about as “gun safety” would be had simply and completely by revitalization of the Militia. Anyone who has bothered to study the true nature of the Right and Duty to Keep and Bear Arms will know that this is all possible on a self-enforcing basis. We would all be members of the militia, and provide the needed checks without government intervention, and more efficiently as it would be ongoing.
    If the NRA, GOA, and the other supposed 2nd Amendment “advocates” took that position, they could completely undercut the “gun-control” fanatics.

    I have a FFL and I sell guns. The background check is a way for the FBI to track a gun from the maker all the way to the end user. If I do a check and transfer a gun, it has to first be in my inventory, So a FFL somewhere would transfer a gun to me, I would enter the gun in my ATF log book , do a bg check and transfer the gun to someone else.
    Why would anyone take on the liability and trouble for a few dollars?
    How can a back ground check ever stop anyone from getting a gun?

          Reagan didn’t defund nor close a SINGLE mental health institution or facility, the individual states did.
          In fact, Reagan worked with Democrats as California Governor to enact Mental health legislation there, and it was successful.
          This is a Left Wing MYTH that only the truly uninformed or Never Trumpers push, and has been repeated by nearly EVERY MSM outlet.
          It’s TOTAL bullshit propaganda.
          Don’t blame Reagan for what the States did, this is matter of record, but ya gotta be willing to truly track it down to get the truth.

    If they truly wanted to reduce gun violence they would concentrate on mental health issues and stemming the use of illegal drugs. These idiots are concentrating on an inanimate object and not the people that use them.
    Mentally ill people will find a way to harm others without guns. Just look at these “progressive” countries with strict gun ownership laws. Brutal attacks on innocent and unarmed citizens happen everyday, but we don’t hear about them in our press because it doesn’t fit the liberal agenda to control honest and law abiding gun owners.

    I just bought a gun on the internet from Cabelas with no background check! Of course, when I pick it up at my local FFL, I’ll have to fill out a 4473 and have a NICS check. These young gun-grabbers are nothing but tools of the left and will be tossed aside when no longer useful.

    There’s absolutely nothing wrong with asking for background checks with private sales. Sure it takes an extra step and possibly an extra 10-20 dollars but the benefit and clear conscious that I sold a gun to someone sane and not a criminal makes sense. Instead of making excuses like oh this is a waste of tax payer dollars and just bullheadedly apprising any law for the sake of not moving the line use common sense. That’s why we get labeled as gun nuts.

    If we are going to have this law, perhaps we should have universal background checks on users of cellular devices. The misuse of these devices in the US yields over 300,000 injuries and deaths annually.

    Well, first of all, everything I have ever heard about Hogg tells me he is an “asshole.” What comes out of the hole in the rear end?…Foul-smelling gas. … does no good for anyone but the one spewing it.
    1. A “Universal Background Check” already exists in many states when legally buying a gun from a gun dealer. It checks the purchaser only. … NOT others in the family.
    2. It will NEVER be effective in the case of private sales. It relies on private LAW-ABIDING citizens making that extra effort to register the firearm transfer. … GOOD LUCK ON THAT! (Look at how many actually vote.)
    3. The PROHIBITIVE COST for trying to track down private sales is extremely high. If the Democrat Party won’t spend 1/10 of 1% of the federal budget to “build The Wall,” do you really think they would properly fund this ludicrous effort?

    The previous comments pretty much captured all of the issues. 1) little hogg is NOT a survivor since he wasn’t actually at the scene of the shooting, that has been documented multiple times. 2) “universal” background checks would REQUIRE a national firearms registry – and we know that criminals will NOT comply, they don’t now and in fact cannot be compelled to do so by SCOTUS (and other levels of courts) as it violates their 5th Amendment rights. Hmm that makes them ‘above’ the law that us mere “Citizens” ARE required to comply with. Which brings us to 3) NONE of the proposed ‘laws’ are actually targeted to criminals, they only go after other wise law abiding Citizens. One would think that the antis are not interested in dealing with the actual perpetrators of crimes.

    Just where does David Hogg get his information from? He stated that 97% of the public are in favor of back ground checks. I nor anyone I know of have ever been contacted for an opinion on back ground checks. Also, a thousand students get shoot every year coming and going to school? Some people will do anything to get their name and face in the headlines, and that includes lies.

    This legislation is DOA. David Hogg was not even at the school when the incident took place. He gave 3 interviews, and each are different. One he said he was at home when he heard about it, and rode his bicycle at “breakneck” speed to the school with his camera to get pictures. Another one he said he was at the school, but that he rode home to get his camera and rode back to get pictures. And yet another one, he said he was not even in the same building where the incident took place, but in another building behind a closed door.

      What kind of kid jumps on his bike to take pictures of a shooting at his school unless he was some kind of sadist or had prior knowledge of the event and wanted to start his career in activism. I’m sure all were warned not to enter the area for fear of another shooting, so he was so brave he ignored the warnings or knew there was no further risk, and where were his parents to allow him to enter an active crime scene? The ‘universal background check’ is simply a smoke screen for creating a registry of gun ownership. if street thug A sells a gun to street thug B, do you really think that they will do a background check? And if they, or anyone else, don’t, how will it be monitored and enforced, that’s impossible as it is done in private

    My fear is that they will pass a law in the house mandating that all semi auto “assault style” weapons and their magazines be governed through the NFA similar to sbr or suppressor ownership. This would be a huge score for them while looking like a compromise because they could spout about not taking your guns and their favorite mantra of common sense gun control.

    Coupled with a tragedy…and a squishy Senate, and a persuaded President. Depending on the mood of the country, universal checks would be easy, and if the right tragedy occurs, worse.

    Hopefully not, but I can see the yellow brick road by which it could.

    The most were illegal.

    Another problem is twofold, emotional and irregular statistics which lump all firearm deaths into one tally.

    Now, my thoughts are, even if you do not own or intend to own, file for a background check.

    Tell us Nancy how do you achieve compliance by gun sellers and buyers to voluntary submit to a NICS transfer of a firearm?

    How does this stop the criminal transfer of firearms to Felons, the mentally deranged and prohibited persons ?

    This is a law that only the law abiding will obey. Just like all laws- The law abiding obey and the criminal element does not. It does not make society safer or stop the exchange of guns to prohibited persons.

    This law is intended to add gun owners to a national firearms registry that is not supposed to exist. It will not make society safer. But you all know that already. I just had to vent.

    Speaking of impressions, I recently read a book of Diaries from the Oregon trail covering a period from the 1840’s to 1870’s where four hundred thousand people( pioneers) traveled it, one hundred thousand died along the trail, from indian attack? no, about 350 people died or were killed because of regional indians, about 400 or so indians were killed by pioneers or military, a lot of the deaths were caused by accidents, most deaths were caused by Typhoid, Cholera, listeria, but that would’nt make much of a book or movie would it?
