A U.S. Congresswoman from Virginia is proposing a bill that would direct the federal government to identify the best way to track gun purchases using information obtained from credit card companies.

Rep. Jennifer Wexton claims her Gun Violence Prevention Through Financial Intelligence Act will allow federal agents and financial institutions to flag suspicious activity that indicates impending domestic terrorist attacks.

“Banks, credit card companies, and retailers have unique insight into the behavior and purchasing patterns that can help identify and prevent mass shootings,” she said in a press release. “We know that financial intelligence can be an effective tool to combat gun violence in the same way it is for money laundering, human smuggling, and fentanyl trafficking. The red flags are there–someone just needs to be paying attention.”

The bill compels a branch of the Treasury Department called the Financial Crimes Enforcement Network (FinCEN) to obtain retail-level purchase information from credit card companies to figure out the best way to identify purchasers who might be planning an attack.

If FinCEN can collect enough data on gun purchases, the agency will issue an “advisory” informing financial institutions about the best ways to monitor and report those purchases. If FinCEN determines that the data collected is insufficient, they must submit a report to Congress detailing the process and identifying barriers to data collection. 

Second Amendment Foundation Founder Alan Gottlieb called the bill “disgusting” in an email to GunsAmerica.

“Allowing government to track private financial spending on our credit cards is the worst kind of invasion of privacy that I have ever seen proposed by an elected official,” he said. “She should be removed from office not only for violating our Second Amendment rights but for violating a host of our other rights and freedoms as well.”

Supporters of the legislation believe Wexton’s bill can cross the divide between pro- and anti-gun camps.

“It seems like moderate middle ground that privacy and Second Amendment advocates should be able to meet in the middle on,” Joseph Moreno, a financial services lawyer, told the Richmond Times-Dispatch. “We’re not talking about banning any kind of purchases or a federal registry.”

But the bill fails to describe what kinds of patterns companies and agencies might look for or how to differentiate gun enthusiasts—who often purchase multiple firearms and thousands of rounds of ammunition in a short period of time—from legitimate terrorist threats.

It also doesn’t acknowledge the difficulty inherent in tracking gun and gun accessory purchases across thousands of companies and retailers nationwide. Accessories like body armor, night-vision goggles, optics, and powerful flashlights might be used for nefarious purposes, but they are also used by thousands of law-abiding gun owners.

The legislation is supported by Everytown for Gun Safety and co-sponsored by Democratic Reps. Don Beyer (Va.), Tony Cárdenas (Calif.), Sean Casten (Ill.), Gerry Connolly (Va.), Henry Cuellar (Texas), Madeleine Dean (Pa.) and Alcee Hastings (Fla.), and by Del. Eleanor Holmes Norton (D-D.C.).

    Those who seek control stop at nothing to get it and retain it, if they really want it that badly… Legally purchased firearms are not the problem in America – the illegally obtained firearms circulating in the hands of criminals and gangs are.

    This Ms. Congressman has drunk the Kool-Aid, and its laced with same hallucinogens that circulated in the 1960’s among the flower children. This needs to stop – harassing law-abiding citizens, and calling it “winning the fight against crime”… Personal rights are guaranteed by the Constitution of the United States of America, and the only legal way to remove these rights is to convene a Constitutional Convention to amend it.

    Let’s stop pussy-footing around with these clowns – PROSECUTE them for illegally tampering with the Constitution. Trying to undermine its effectiveness (illegally) is TREASON – at the very least it’s SEDITION. Both of these verdicts carry life sentences for convictions.

It is more frightening to me knowing that we have people in our government with this type of idiotic thinking processes that would allow them to know if any of us might own a gun. First of all I have to wonder if tracking our credit card purchases is even legal, just to see if we may have purchased a gun or ammunition. Frankly what I buy with my credit card is my business and only my business. We have reasons like this one coming up every day by politicians that should make us aware of exactly who NOT to allow to stay in office. Vote them OUT!!!

It’s common knowledge how SOME women become moody and angry during this time. So in keeping with really stupid bills we need to enact one to keep other people safe during “that time of the month”. Tracking drug dealers of outlawed controlled substances is different than tracking non-criminal civilians whom are purchasing and using lawfully owned items while exercising a right protected by the US Constitution.

    Ridiculous. FBI already has the means to know if a suspected terrorist tries to buy from a legit FFL gun shop (the only place guns can be bought using a credit card). Like other criminals, terrorists don’t use credit cards to buy weapons anyway because the indelible evidence trail it leaves is a gift to prosecutors if they get caught. So this is just a ruse to gather more information on law-abiding citizens who make gun purchases, and eventually move the bar of “terrorist” to mean anyone who doesn’t agree with her political views and stands up for their 2A rights. Like San Francisco already has done by declaring the NRA a “terrorist” organization.

    A standard for mass shooting is causing injury/death to four people excluding the murderer. Ammo is generally sold in boxes: handgun with 50 cartridges, rifle with 20 cartridges and shotgun with 25 shells. Add a single firearm to any basic ammo purchase and therein lies enough capability for an evil person to commit several mass shootings.

    Rep. Wexton, please tell me how this simple, common and minor purchase done hundreds of thousands of times a year will single out and highlight a mass murderer? It can’t be done! You want to broadly violate citizen’s Fourt Ammendment Rights without a Warrant. The only thing your really attempting to do is track ALL firearm commerce direct to citizens, further to use that tool to as a finiancial weapon against gun owners with some B.S. future study that firearms owners are bad credit risks or liabilities for their support and use of 2A Rights.

      Because gun and ammo purchases would not be the extent of the surveyed item activities…. obviously gun parts, 80% items, reloading components, as time goes on…. the list expands to tooling, materials, raw chemicals, further refining includes petroleum products, cleaning supplies, and then the wild-azz swag includes surplus and prep-er gear. So buying a gallon can of WD-40 at NAPA, or a couple BIG boxes of tide at Costco , or camping gear and MRE’s could put Joe the mechanic or Pete the fisherman on the bad boy watch list……. slippery slopes everywhere these days….. maybe common sense will prevail someday
