Honolulu Police Chief Encourages Citizens to Report Legal Guns Not Concealed

Honolulu Police Chief Arther “Joe” Logan has asked residents to call the police if they see another citizen open-carrying. This request, from a live stream for “Spotlight Hawaii,” comes on the heels of the HPD issuing concealed-carry licenses.

According to Logan, dispatched officers will be required to investigate any complaints. Police will need a physical description of the person in question as well as any other detail that can aid in their investigation.

“Obviously, concealed carry and the definition of ‘conceal’ means that you can’t see it or it is unrecognizable to the average person,” said Logan. “If it is noticed and you can see it, I would ask you to call 911.”

Back in June, the Supreme Court issued a landmark ruling on a case known as New York State Rifle & Pistol Association Inc. v. Bruen that struck down New York’s “may-issue” carry scheme and opened the door for firearm enthusiasts to carry across the country.

However, it has also led to some controversial requirements for those wishing to obtain a permit in Honolulu. An applicant must be able to remove their weapon from the holster and hit a silhouette target, placed at five distances, from nine to 45 feet.

The owner of 808 Gun Club Tom Tomimbang said last month that he is not too concerned about the requirements in an interview with Hawaii News Now

“Practice, practice, practice, right?” Tomimbang said. “If they do that before they take the actual qualification course, they should be able to do it.”

Chief Logan says this requirement test is not really to prove someone can shoot, but that they can shoot under duress – which is why they added a timed element to the test.

“You might have to learn how to cope with that stress while shooting,” he said.

Currently, there are around 600 pending applications for CCW licenses on Oahu, and they are being processed in the order in which they were received.

Aside from the requirement test, these 90-day applications require applicants to undergo background checks, mental health evaluations, and live-fire training before the HPD issues the certification – similar to a driver’s license with a picture included.

Gun carriers who get caught in public without their license will face a misdemeanor criminal offense.

Chief Logan has declared that he will not wait on the city of Oahu to complete action on Bill 57, which would limit concealed carriers from possessing a weapon on public transit, at schools, or in the voting booth.

Furthermore, the bill would also prevent carrying in Hanauma Bay Nature Preserve, the Hawaii Children’s Discovery Center, the Honolulu Aquarium and the Hono lulu Zoo. Those permitted to concealed-carry would also be required to stand 100 feet away from the outer edge of groups of 25 or more who are participating in “first amendment expressive activities.”

State Legislature is expected to discuss adopting statewide standards for carrying restrictions by location in January. Meanwhile, Bill 57 passed the initial reading at a November 29th city council meeting. The bill is required to be voted on twice more before it can be implemented.

Logan has been making the rounds with members of the city council to ensure the language of the bill is clear for citizens and law enforcement alike. He wants everyone to understand what to do in confusing situations where a legal carrier is forced to pick up their child from school last minute. According to Logan, these murky circumstances need some elaboration.

“The way the language of the law is written is really going to impact how we enforce, ” Logan said. “It’s something we need to figure out.”

Logan says that with officers putting their lives in danger, a clearly worded ordinance or law is expected to protect them.

“It becomes a little difficult for us on an enforcement level, ” said Logan. “We’re already asking our officers to do a lot.”

    tyrants going to tyranny.
slap them with a ball bat wrapped in the constitution and they’ll behave.

  • chupakis December 18, 2022, 8:11 pm

…because this rises to a top priority, problem in Lulu land. (Maybe it is, since HI doesn’t have a direct pathway to our secure southern border.)

Be sure not to canvas those states that have had concealed carry for decades and learn how they do it. Create your own stupid plan that in the long run, makes your state no more safe than the others. People in charge, just can’t let go of something they have controlled forever, and let the people exercise their 2A rights without keeping their fingers on them. Also, I thought the standard police qualification distance was 7 meters, 21 feet? Where did they come up with 45 feet?

This clown gives cops a bad name! The commies running that island give America a bad name! And the SHEEPLE who keep electing those COMMIES GET WHAT THEY ASK FOR!

So why do we keep supporting the thin blue line and ,backing the blue?
Police are supposed to honor their oath and uphold our Constitutional Rights and instead they chose to conform to the UnConstitutional orders from their chiefs and politicians!!

I am sorry police are not on our side when it comes to upholding our 2A rights!!

  • Dutch December 16, 2022, 6:21 pm

This guy is a liberal pussy. You can tell just by looking at him.

  • Samuel Stephens December 16, 2022, 4:16 pm

Sounds like another Kommunist or modern day Nazi in control.

  • Scott December 16, 2022, 3:17 pm

So one would have to give up their 1st A rights to exercise their 2A rights by having to stand 100 feet from others exercising their 1st A rights? NO constitutional clash there… Also, in order to be stopped by an officer he must have probable cause that a crime is about to, has been, or is in the act of occurring. Places like Hawaii, under the umbrella of Heller, Bruen, etc., will no longer be able to treat gun sightings as a potential crime and probable cause will no longer be possible. But seriously, I believe that this l police chief is correct about one thing – Hanauma Bay, There should be no guns there – here is why. I’ve been to Hanauma Bay many times, it is a snorkeling park. You won’t be able to take your gun underwater with you when you snorkel so you’ll have to leave it on the beach. There are tons of kids there and it makes no sense to leave a gun unattended on a beach full of kids.

The second amendment is meant for the people, not the military or cops, who were nonexistent when the Constitution was inked. So they should thank their lucky stars we allow them to carry when working. We are their boss and don’t hire them to boss us around, and that goes for the legislators, too.

  • Dustin December 16, 2022, 12:57 pm

I wonder how many of their officer can pass their test lol. Most defense engagement happen under 30ft. Past that you have time to run. Seems like they are preparing people who do defend themselves for failure in court when they take a 45 foot shot and the court decides that is too far away to be life threatening circumstances!

  • Kane December 16, 2022, 11:53 am

Or maybe this Logan is another “howlie” trying to impose British anti-2A policies on the freedom loving people of the island.

  • survivor50 December 16, 2022, 11:43 am

  • Lyle December 16, 2022, 10:51 am

Be interesting to see how may COPS can do that test…and pass. I know that there was a study done by Washington University in St. Louis that showed that armed civilians were about 10% MORE effective in stopping a bad guy, even if they don’t draw a weapon, than are cops, and they were about 10% LESS LIKELY to shoot the wrong person than are cops.

  • Tony E December 16, 2022, 10:41 am

This moron doesn’t know how much work he has created for himself. Where is the line between open carry and brandishing? If someone’s coat hapens to fall open just a bit to reveal the weapon slightly is that considered open carry or brandishing? If a false arrest is made, they are opening themselves up for litigation (I hope)?

    God bless Texas

  • LJ December 16, 2022, 10:40 am

Correct me if I’m wrong – but isn’t Hawaii still one of the 50 states that falls under the Constitution of the USofA?

  • J Walters December 16, 2022, 10:15 am

A great reason not to visit and spend money in Hawaii.

  • james bond December 16, 2022, 9:40 am

wow, officer chief friendly is not so friendly

  • Wade December 16, 2022, 8:54 am

I wonder how many times a cop is going to get reported? After all they open carry all the time.

  • Fisher December 16, 2022, 8:43 am

Oblige his request and call in all LEO’s that are seen while on duty, whom obviously are open carrying!

  • Fisher December 16, 2022, 8:42 am

Oblige his request and call in any LEO that are seen while on duty, whom obviously are open carrying!

  • Gypsy December 16, 2022, 8:33 am

I noticed that the Logan shows no concerns with anyone else being able to protect their life

  • Rick December 16, 2022, 8:23 am

Isn’t he the sweetest thing, bless his heart.

  • Doug Stead December 16, 2022, 8:01 am

Wow! If this Haole police chief spent as much time and effort fighting real crime there wouldn’t be any need to control or disarm law abiding Hawaiians/Americans. There wouldn’t be any crime at all in Hawaii.

    • Peter December 16, 2022, 12:13 pm

“Haole”….so obvious and odd. Not a native son or a native chiefette? That is truly surprising given the “love” that exists between native and occupying residents.

  • Chuck Matson December 16, 2022, 7:45 am

Stasi chief logan has a typical leftist ideology when it comes to inalienable rights.

  • Ross A Campbell December 16, 2022, 6:59 am

    • Ok then December 16, 2022, 9:42 am

I was just thinking the same thing. I have been to the range and seen cops fail to hit the targets in calm and relaxed situations.

  • pud December 16, 2022, 6:35 am

“If it is noticed and you can see it, I would ask you to call 911.”

Why? What law are they breaking??
He looks like the typical liberal who spits on our Constitution.

    • Rick December 16, 2022, 8:25 am

      OC isn’t legal in HI.

Hell, CC is only barely legal, post-Bruen.

  • Linkman December 14, 2022, 9:53 pm

Why do lawmakers think licensed carriers are so much more of a threat in zoos or parks that they cannot carry there? Do aquariums cause people to get unhinged for some strange reason? It’s all BS.

If I wasn’t carrying then I would keep something in my pocket or belt that imprints like a firearm just to waste police resources — everyone in Honolulu should do this and it would make the police chief’s request and the attempt by police to stifle carrying useless.
