Police have charged Daeyon Ross, a 22-year-old Washington DC resident, with a fatal shooting and several carjackings. The victim was Kurt Modeste, 56, of La Plata. Ross also allegedly killed two dogs during the carjackings.
The incidents started around noon on July 2, 2023, in Capitol Heights. Ross reportedly stole a Honda CRV at gunpoint. He then crashed near Central Avenue and Ritchie Road. After the crash, Ross fled to a nearby fast-food restaurant.
There, he allegedly shot Modeste multiple times in an attempted carjacking. Wounded, Modeste fled but died shortly after. Ross then stole a Toyota Scion containing three dogs. He allegedly shot and killed two of them.
“It’s extremely rare to come across an individual who has such a disregard for life,” said Acting Deputy Chief Zachary O’Lare of the Prince George’s County Police Department.

Ross then led police from multiple agencies on a chase into Washington, DC. He abandoned the Scion, stole a GMC Terrain, and caused another collision. A confrontation with a Capitol Heights police officer led to an officer-involved shooting. Neither party was hit, and Ross was subsequently arrested. Police found a loaded weapon at the scene.
Ross now awaits extradition to Prince George’s County from Washington, DC. The charges against him include murder, armed carjacking, assault, firearms offenses, and animal cruelty.
Court records reveal Ross was on probation for an armed robbery committed in 2017, reports WUSA9. He violated this probation by possessing a firearm. Despite being charged as an adult, Ross served five years in juvenile rehab for his crime.
On Aug. 11, 2022, police arrested Ross for carrying a handgun. His charges were later dismissed after his public defender challenged the constitutionality of the search and charges.
In D.C., a conviction for carrying a firearm as a felon carries a one-to-ten-year sentence. Federal prosecutors dismissed the previous charges against Ross without explanation.

Career criminal, no chance for rehabilitation. He may, at some point, see the error of his way, and be sorry, but that is not rehabilitation. Lock him up for life, no chance for parole.

Daeyon Ross pled guilty to robbing to people at knife point where he was to be sentenced to 6 years 5 of which where suspended and after that 1 year Ross was placed on “supervised release.” So now, a bus driver with a family is dead when Ross tried to carjack the victim. Later Ross shot two dogs in a seperate carjacking, both acts commited while on “supervised release.”
