Howard Stern: Concealed Carry Reciprocity ‘Makes Total Sense’

The movement for national concealed carry reciprocity is gaining steam… and picking up unexpected supporters.

Radio personality Howard Stern, who supported Hillary Clinton during the election, voiced his approval last Tuesday for national concealed carry reciprocity.

“It makes total sense,” he said on his Sirius XM radio show. “If somebody is a legal and responsible gun owner, let’s say in Massachusetts, why all of a sudden when he crossed the border is he an outlaw?”

Stern’s statements come in the wake of a renewed national dialogue about Trump’s proposal to enact national reciprocity for concealed carry permits. Under this proposal, concealed carry permits would, like driver’s licenses, be valid in every state.

Trump outlined  the policy on his official campaign platform:

The right of self-defense doesn’t stop at the end of your driveway. That’s why I have a concealed carry permit and why tens of millions of Americans do too. That permit should be valid in all 50 states. A driver’s license works in every state, so it’s common sense that a concealed carry permit should work in every state. If we can do that for driving – which is a privilege, not a right – then surely we can do that for concealed carry, which is a right, not a privilege.

The consequences of such a law would be enormous. If concealed carry permits were valid in every state, a California resident (who could never acquire a permit under California’s gun control laws) would simply have to travel across the border to Nevada. National concealed carry reciprocity could, in effect, erase draconian state gun control laws and allow citizens of every state to carry a concealed handgun.

Second Amendment supporters would be stymied if states were to enact residency requirements for obtaining a concealed carry permit. In that scenario, a California resident may not be able to obtain a permit in Nevada unless he or she became a Nevada resident. But residency requirements would be under state control. Texas, for example, does not require a person to be a Texas resident to obtain a permit, and that policy would likely continue after national reciprocity takes effect.

As President, Trump cannot enact his proposal on his own. Congress must first pass a law, and there is one being considered right now. The Constitutional Concealed Carry Reciprocity Act of 2015 is sponsored by U.S. Sen. John Cornyn, R-Texas, but has been held up in the Senate Judiciary committee since last year. Its companion House measure has 121 co-sponsors but has been similarly delayed in committee since last March.

With control of both the executive and legislative branches, however, the Republicans could move to pass national reciprocity when they re-convene next year.

    I’m all in for reciprocity for each of the 50 states. But what I am picking up from a lot of posts here is the desire to do away with licensing for concealed carry. And frankly, I think you guys are nuts! Without any kind of background check required for licensing, anyone and everyone with a criminal record and or history of violence would be free to carry unrestricted, and to do so legally. That’s just plain dumb. Michigan is classified as a shall issue state, yet we still have a background check for concealed carry. And honestly, no one suffers for it as a result. There is a world of difference between owning, carrying, and then carrying concealed. If you can’t pass the background check, you don’t belong having the privilege and attendant responsibility that belong with concealed carry. IMHO. As far as what precisely our rights are under the Second Amendment, USSC is still shirking responsibility by demurring to render a complete opinion. Why this should be the case, I am not certain… as they are appointed for Life anyway, and don’t need to worry about re-election.

    Why does anyone care what Howard Stern thinks, he’s full of crap,,, he was on board for Hillary, But says he’s for the second amendment and right to carry.
    Also, his show has not been funny for many years now. His audience is so small now he makes Glenn beck look like a viable talk show host, and Glenn Beck sucks ass….!

    Dear Robert Smith, the law already exists, it is called the second amendment. The 10th restricts the states from infringing on the rights named in the constitution. Any such law passed by congress and signed by the president only needs to inform the states that they do not have a right to infringe on the rights named in the constitution and its amendments. It would not be prudent to consider allowing any state to opt out of something which already exists, So, the law should make sure that states respect the constitution and those who do not want to respect the constitution will not be allowed to make their state a special exemption to its powers as too many have. We have too many politicians who have decided that the constitution is a pick and chose which parts you want to enforce document to enforce, then discard the rest. That must stop.

    Wv is one of six states that permits are not required for residents over 21. Be nice to be able to carry in other states based on our rights as us citizens..

      This is not an issue of states rights. The bill of rights k at a out 9 specific rights of the people under federal law. These are our Bill of Rights. The tenth ammendment states that outside of the previous 9 any other rights or considerations belong to the states. States rights weren’t ever applied to the first 9 ammendments. If they were out forth as our rights that the federal government couldn’t take away to keep us free then why would the opposite be allowed by the individual states? That would have been an automatic back door to end out rights and freedoms. Dumb post

    Howard should always mention that he’s one of the few rich and/or celebrity people, or friends of NYC gov’t higher-ups, who has a concealed carry permit. I’m sure he doesn’t like to advertise it, however.

    Texas has recip. laws with several Yankee states that DON’T do the same. I feel if they don’t want to play then stay home.

    Although it is a step in the right direction it is requiring a permit to exercise your 2nd Amendment Rights is still an infringement on those Rights. I would much rather they enforce the 2nd Amendment and find all federal, state or local laws that infrige on a law abiding citizen’s 2nd Amendment Rights are un-constitutioal and require them to be removed from the law books.

    I still am a firm believer that the 2nd Amendment is our right to carry as Law Abiding citizens at anytime, anywhere. What sense does it make the founders wanted us to ask permission from the very government they were trying to protect us from, to buy, own and carry a firearm at anytime anywhere? Makes no sense what so ever..Our right to life do does not end at our driveway, state borders or city limits….Plus, this national reciprocal will be a type of registration that you are a gun owner period in some form….Whether it may not happen with a Trump administration, 10-50 years down the road this could be used against gun owners…..And trust me, these Communists in this country, and that is what they really are, will NEVER stop trying to disarm the Masses to achieve their end game..To me, SCOTUS has not been upholding and protecting our rights like their job is suppose to be….IMHO

    This would end murderzones like Chicago, I would finally be able to visit that city again. It’s a beautiful place but right now unfortunately it’s controlled by those who seek to do us harm. The only people safe in Chicago are those who live in glass towers and the Police who do their best to protect but they can only do so much, especially when the mayor is so adamant about not backing the blue.

    50 state reciprocity would amount to a national civil rights act for gun owners. The law would have to be drafted so state governments would have to honor out-of-state permits held by their own residents within their own borders. So Howard Stern, (or any other New Yorker), who had a Utah permit would be free to walk the streets of Manhattan armed. Cuomo and DeBlasio couldn’t do a damned thing to stop him. Finally, we would be a NATION of gun owners again.
