Lawmakers Introduce Bill to Force Gun Shops to Expand Security Measures

Two federal lawmakers from Illinois introduced legislation last week aimed at ratcheting up federal mandates for gun dealers.

Known as the “The SECURE (Safety Enhancements for Communities Using Reasonable and Effective) Firearm Storage Act,” the bill is purportedly designed to prevent “smash and grab” gun store burglaries by implementing the following:

  • Require FFLs, when their premises are closed, to secure all firearms in their inventory either by fastening them to an anchored steel rod or storing them in a locked safe or gun cabinet;
  • Require FFLs to store all paper records of firearms transactions in a secure location so the records can be preserved in case they are needed for crime gun tracing investigations;
  • Authorize the Attorney General to prescribe regulations with additional security requirements relating to alarm and security cameras, site hardening on FFL premises, and security of electronic records;
  • Provide that an FFL that fails to follow these security requirements would face a civil penalty for the first violation; possible FFL license suspension for the second violation; and possible license revocation upon a third violation; and
  • Add a new section to the FFL application for applicants to describe how they will comply with these security requirements, and direct the Attorney General to ensure that an applicant’s plan will be complaint before approving a license application.  

Sponsors of the bill, U.S. Senate Majority Whip Dick Durbin (D-IL) and U.S. Representative Brad Schneider (D-IL-10) spoke about its importance for their home state of Illinois.  

“Illinois is awash in guns that come from other states with weaker gun safety laws. Our bill would help prevent ‘smash and grab’ burglaries which supply criminals with weapons they use to carry out acts of violence in our streets. This common sense measure will help stem the flow of guns into Illinois and prevent bloodshed in our neighborhoods,” Durbin said.

“Almost 60,000 guns have been stolen since 2012. It doesn’t have to be this way. It simply requires gun dealers to take the responsible step of securing their inventory.  The commonsense, practical reforms in the SECURE Firearm Storage Act ensure gun dealers are properly safeguarding their inventory so fewer of these weapons can be easily stolen and later used in violent crimes,” said Schneider.

The SECURE Firearm Storage Act has more than a dozen sponsors so far in Congress and is backed by Brady, Everytown for Gun Safety, Giffords and the Center for American Progress.

Giving the U.S. Attorney General carte blanche to determine the safety norms of mom-and-pop gun stores is a recipe for disaster. All an anti-gun A.G. would have to do to keep gun stores from opening up or staying in business is simply supply them with a never-ending list of cost-prohibitive security upgrades.

Eventually, an FFL would be faced with a decision, either flout the A.G.’s mandates and risk prosecution or close down for good. This is exactly the predicament Durbin and Schneider want to put America’s firearm dealers in, as it keeps them under the thumb of big government.

The bill is now before the Senate Committee on the Judiciary. Sen. Durbin happens to be the chair of that committee. Chances are this won’t be the last we’ve heard of the SECURE Firearm Storage Act. Stay tuned for updates.

    The communists cannot complete their agenda with an armed citizenry. They have been hammering on gun control/ban for decades, but have succeeded in moving forward to this critical moment to attack the source, at least the source of domestic firearms. The gangs, cartels, MS13, will always have their foreign suppliers, Russians, Chinese, even Al Qaeda and ISIS. The Second Amendment is in so many ways, a stabilizing force in of the entire World, and is under full attack all of the time.

    Like liberals always do, go after the people obeying the laws. Attack the FFL’s instead of going after criminals. Chicago has become a violent cesspool because of BLM, Lori Lightfoot, Fox allowing criminals to do what they want. A violent shootout resulted in no charges and Fox said it was mutual combat. How many laws were broken then?

    First of all I question Durbin’s math on stolen guns coming into Illinois, second I work at a gun shop/range part time and there’s other measures that we take to avoid smash and grab! It’ll take a damn tank to bust into to most gun shops. Durban is antigun period!

    Weren’t we just letting criminals out of jail and prison due to covid? Now we are worried about them doing illegal sh!t?

    Anyone that agrees with this is a nieve, misinformed, idiot, that still doesn’t realize what it is always about with our gov. & guns,, especially now.. GUN CONTROL & CONFISCATION YOU BLIND, FOLLOWER, MUTHER F%CKERS!

    This will put the gov in charge of Firearms at the source, MANUFACTURERS & RETAILERS! It could kill the gun industry without a single confiscation. The rules and laws will be nonstop until the businesses can’t keep up.

    Firearms are my livelihood and if you feel guns need to be locked to bars on the floor, years of security camera(s) footage be kept on file, then we (manufacturers/ retailers) are the first one a lawyer goes after when there is a shooting? You just don’t get it and probably never will but I will still attempt to make you think about what you are saying.. I hope you are able to loose your way of making a living first and get shut down due to mandates and regulations. Then maybe get “red flagged”. You are definitely too incompetent to have firearms legally..

    You better look at the numbers and do your homework, far more guns go missing from homes and personal vehicles each year than gun stores. To those of you that think this is a good idea, to lock your firearms up to steel bars at night, put up a bunch of cameras and keep years of video on file, then leave the “door” open for rules and regulations to change at the drop of a hat. Go to a local gun shop,, look at their inventory,, that is just what is on display. There is probably 2 or 3 of most items in the back. Now think of the about of time it would take to run a cable thru all of those trigger guards, just to undo it the next morning.. and you think a trigger guard is hard to break off? Or do you want to run a lock down thru each chamber? Ultimately, I will just charge you for it then you will bitch about why are the prices going up, and I will say “it’s because people just don’t get it, the government does nothing good or efficiently stupid. Why do you think they are in so much debt? Why when something needs to be done right, efficiently, on budget, and on schedule they go to the private sector

    While I normally don’t like more and more government regulations, I actually have to agree with these ones. I am horrified when I see videos of a few gang-bangers with a pickup truck attach a chain to the security gate, yank it off, and get into a gunshop within seconds. They are literally gone in a minute or 2. During riots it’s even worse. The entire store gets cleaned out. These store owners don’t want the inconvenience of having to lock up their inventory every night, but these thieves are exactly who you don’t want getting guns in the first place. BTW, I am an ardent supporter if the 2nd Amendment

    Far more people are killed by motor vehicles every year than with firearms. I don’t see any legislation to stop sale of those.
    The number one cause of death among humans in the United States is abortion! The same people that want to make guns illegal, are promoting government paid abortion.
    These people are only concerned about their power and control of the masses!

    A similar but even more onerous ordinance was passed in San Francisco that required the video taping of various areas in and outside a store plus retention of film for five years, requirements that would put most gun dealers out of business. Which is what it was presumably intended to do. A state law requiring the same was fortunately defeated. But locking up hand gun inventory in a safe at night doesn’t seem too onerous and would make a lot of sense in preventing or cutting down on the number of burglaries.
