A pair of New York lawmakers have announced their intention to propose legislation that would severely restrict the amount of ammunition residents would be allowed to buy at a time to twice a firearm’s capacity every 90 days.

According to State Senator Roxanne Persaud (D) and Assemblywoman Jo Anne Simon (D), the Senate and Assembly bills were drafted in response to the San Bernadino shooting, in an effort to combat terrorism. Exactly how the bills are expected to control ammo sales will be outlined when they are proposed in 2016.

“I can buy any kind of bullets regardless of what kind of gun I own. I don’t even have to own a gun to stock up on bullets,” said Simon in a joint press release, reports the Brooklyn Daily Eagle. “Nothing stops me from having friends buy even more bullets for me. The sky is the limit. The San Bernardino shooters had 6,000 rounds of ammunition. We need this legislation so that cannot happen here.”

Because the bills restrict purchases based on how much ammo a firearm’s capacity is, gun owners would be limited to in most cases between 10 and 20 rounds of ammunition per gun in each 3-month period. For many shooters, that much ammunition may only amount to a minutes’ worth shooting or less.

“Limiting the quantity and duration between purchases of ammunition is one step in preventing someone with criminal intent from easily accessing large quantities of ammunition,” said Persaud.

The proposals would also make violating the law a felony, with prison sentences up to four years a possibility. With strict limitations and even stricter punishments, these proposals are unlikely to make New York gun owners happy.

The lawmakers admit that the initial proposals are not written in stone, and that these bills will be a “starting point” for future negotiation. From the announcement it’s clear that the legislators are aware of some of the proposed laws’ flaws.

Strictly speaking, the logistics of selling ammo piecemeal to customers would be overwhelming, along implementing a tracking system for ammo sales and gun ownership. It also increases the liability of everyone in the ammunition sales chain from the vendor to the manufacturer, especially in case of defects or recalls, putting shooters in jeopardy.

Previous attempts to restrict ammo sales in New York have failed, in part due to the technical challenge of enforcing sales restrictions.

“The SAFE Act had its own ammunition restrictions and required ammunition background checks which were suspended after Governor Cuomo embarrassingly realized that such a system was impractical,” said the NRA-ILA in response. “It’s readily evident that the two lawmakers know next to nothing about the subject of firearms and ammunition. Manufacturers don’t even package ammunition with such a random number of cartridges in many cases.”

“This is one of the most absurd bills being introduced in the entire country,” the statement continued. “However, because anti-gun legislators in New York have a history of defying logic, we will treat this legislation as another serious attempt to infringe on your constitutional right to self-defense.”

    10 to 12 rounds is nothing what the hell is wrong with these people. I go and practice with a 22LR hand gun and I shoot about 300 rounds sometime more . I also shoot 38spl- 357 mag- 9mm- 45acp -5.7x28mm do we have to wait 90 days for each caliber . Where do they come from ? We have to vote them out of office . Remember them in Nov. 2016 send them back home. VOTE GOP

    Has anyone noticed that the terrorism seems highest in the states with the more severe gun control. Regarding the San Bernadino, massacre, that is in another state that has strict antigun laws. There was hardly a chance that someone with a CWW license would be in the crowd of people who were murdered by the Muslim extremists. If someone there were carrying the whole story may have been very different.

Have we learned nothing from the left? Use their methods against them! The problem is that these organizations, like the NRA, need legislation like this to show why we need to support them and their high paid jobs. If they did lead us to victory, they wouldn’t have jobs anymore as they would not be needed.     A few thoughts occur to me. One, by the time you buy enough ammo to sight in your deer rifle the season will be over, Two, for target shooters or anyone shooting a handgun, it is hard to maintain proficiency without sending some rounds down range(ask the police, they like to practice as well). Three, does the word “reload” mean anything to anybody?

    Note that this proposal is just a beginning point of discussion regarding the wording of such a law.
    Totally absurd, and from a practical standpoint, nearly impossible to enforce.
    I won’t even begin to ask questions, a myriad of which immediately come to mind, as to do so is to legitimise the proposal.
    They know this will never fly, but if pro gunners negotiate, such negotiations eventually leading to the passage of some sort of law, the anti gunners will have won! The march toward even more regressive legislation will continue.
    It is one more way that the gun grabbers (under false pretense) are chipping away at our personal freedoms.
    A little at a time!
    Much like a chicken would eat a whole pail of corn – one kernal at a time!
    Make no mistake about it, these legislations are collectively leading to gun registration, and eventual firearms confiscation!

    OK, so lets say I just received my pistol permit. I go out and get a 22 or a 9mm. My 22 holds 6 rounds. I would be able to purchase 12 rounds every 90 days. Hmm.. that would give me 12 rounds to shoot at the range to practice every 90 days to learn my new gun. By the time I am allowed to buy more ammo, I would have to start all over again because 12 rounds isn’t anything when going to the range for target practice. I would have to wait at least an entire year to be able to get 48 rounds for that gun. HAHAHAHAHA!!!!!! This is never going to fly.

        40 years ago the power went out in NYC for a few hours. Within the first hour out inner-city hoodlums were rampaging through the town. Riots with theft was almost instant. If the power were out for days or weeks, half of the city residents would be dead. Why do people remain in that state?

          Actually New York has had several power outages, most recently Hurricane Sandy, and looting/rioting never broke out. That isn’t to say that NY’s gun laws are sane or reasonable, but it is a basic fact.

They want American citizens to be completely helpless and to depend on government for safety. This thinking knows no bounds. In England they are proposing a law to outlaw kitchen knives of a larger size because they have had some knife attacks in the tube system. THEY KNOW NO BOUNDS. They want a total ban. Period. So, on this particular infringement we see them restricting ammo to the point where you couldn’t practice to any reasonable level of skill. Of course this makes sense to Marxists. They want the guns exclusively in the hands of politically controlled forces to keep government safe from civilians. To them, guns are an enforcement measure for the all powerful State, not for the slaves that live under their thumb.

      HI HEY–you must have been looking at different videos of the WTC tower collapses than I saw that horrible day. IIRC the collapses started where the planes hit. Higher floors fell onto the floor(s) below them–one after another–on the way down.

      I saw the results of a similar parking garage collapse near Boston 5 decades go. Caused by pouring cement in too low temperature conditions–despite plastic sheeting and internal heaters. No fires either. The top floor fell onto the one below–then those 2 onto the next one below–etc. All ended up like a pancake stack at basement and ground level. Too high a weight for each floor’s design, and impact effects also.

    I live in the People’s Republic of New York. Our Dear Leader Governor Andrew Cuomo slipped the S.A.F.E. gun law through the state legislature with a vote in the Republican controlled state Senate, that was scheduled at 11:45 pm in early January 2013. That vote was overwhelmingly passed by 11:54 pm. Republican State Senator, Dean Skelos, asked Cuomo to declare a state crime emergency, so that the bill could be presented for a vote without a prolonged debate. Skelos didn’t want any chance of an extended debate that would be noticed by the constituents. Skelos and his son Adam, have since been convicted of corruption charges in a Federal court his month. The Democrat speaker of the New York State Assembly, Sheldon Silver, was also found guilty of unrelated corruption charges in a Federal court in November.

    Cuomo’s S.A.F.E. gun law was pushed through the New York State legislature by a majority made up of Democrats and RINOs. It also requires that all New York residents pass a NICS check each time they want to buy ammunition, even a fifty-count box of .22 caliber rimfire cartridges, or a box of five shotgun shells.

    My Syracuse neighbor, “Bob”, buys all of his ammunition in Pennsylvania. For some inexplicable reason, “Bob” doesn’t want the state of New York to know that he buys ammunition. “Bob” also owns an AR15 type “assault weapon” that is required to be registered like a handgun with the New York State Police at Albany. “Bob” is one of an estimated 850,000 upstate New York residents, who own such weapons, and have refused to register them. Now he is technically a felon risking prosecution. I understand that the state of Connecticut passed a similar gun law, and the gun owning residents of that state told their Governor to stick his law in his ear! Tsk, tsk, tsk, such rude behavior!

    I don’t own a firearm because our Dear Leader, Governor Andrew Cuomo, assures all New York residents that guns cause tragic accidents in the home and such ownership eventually leads to criminal behavior. I believe everything that Our Dear Leader says because I know that he is not trying to disarm the people just to enable draconian measures to turn the people into automatons. I mean, that’s just crazy talk!

    Of course there is always the chance the Skelos and Silver will rat out Governor Cuomo to gain more lenient jail sentences. They certainly were in positions to know about the skeletons in Cuomo’s closet.

The good news is despite this insult, less than 30,000 of the estimated 1 million AR-15’s that were banned were ever registered; and most upstate police are not enforcing it. Upstate NY is conservative rural gun country and not at all representative of the likes of Simon and Persaud who are city people. It’s the welfare gravy train that rubber stamps their agenda in return for the biggest handout.       Going along with these rediculous laws, is not, and never will be the answer. Do you really believe that reloading your own ammunition will be tolerated much longer by the fools that put these dumb laws together? I am personally in awe that they haven’t already disallowed reloading in the whole nation, let alone NYS or other states. After all, the components of cartridges are easily utilized in bomb making, aren’t they? Why allow any gunpowder to be in the hands of the common resident? Cartridges are readily available for sale, aren’t they? Why should anyone need to make their own? Of course, to disallow sales of gunpowder to the people, would completely eliminate the use of muzzle loading systems, including the whole sport and the taxible base that comes with it. Since the government is now trying to limit accessibility to ready made cartridges is it because it doesn’t want you to be able to have unlimited ammunition. Every gun associated law is aimed at only one conclusion – the eventual elimination of firearms from the populace!

    To answer Mikes question, it’s my belief that they don’t really want to stop the violence. It’s the excuse they will eventually use to disarm law biding citizens completely. Possibly to the point of declaring Martial Law to confiscate our guns. I know this sounds far fetched but it is within the realm of possibility. I feel our government has created the conditions that now threaten our country, home grown terror attacks, unending wars, criminals with excessive criminal records set free to commit more crimes, you get the picture. Now they want to take away our right to defend ourselves. They have destroyed public education by what I like to refer to as the dumbing down of America.       You see MANY of US that live in this state, NY, have done so our entire lives. Some of us actually REFUSE to leave this beautiful state that we grew up in and leave it to the low life’s the government would move into our homes if we did.
      Other than NYC, MOST of the rest of this state is beautiful. Great hunting and fishing! Fine god fearing people, and mostly republicans to boot. However, we can not compete at the voting polls with the Millions of welfare losers depending on welfare checks supplied to them by their democrat GODS in NYC!
      If we republicans were able to toss these scumbags out on their asses, that would mean the OTHER 75% of NYC would actually have to go to WORK!!
      However, real New Yorkers refuse to give in to these anti gun low lives and run away from the state we love! (Unlike the Mexicans and MANY others!) We choose to stay and fight, to the end if nessisarry!

    Wait, the SAFE Act limits on ammo failed because the computer systems because the computer systems necessary to effectuate the law do not exist. And this is different how? Second, the fact that the San Bernardino shooters had 6000 rounds of ammo (at least 1000 or 2000 were .22LR) is irrelevant, since they didn’t fire them all off. While it is true that these two fired a lot of rounds at police (missing miserably), they fired only a hundred or so at their victims before fleeing. Same with the Aurora gunman; the fact that he had thousands of rounds at this apartment is meaningless since he didn’t take it all with him when he went to the theater. In fact, he fired hardly more than a hundred rounds.
    Yes, yes, Chris Rock suggested bullet control, and while it is true from a purely logical perspective that a lack of ammo cuts down on shootings, there is no way to control the amount purchased.

Probably still trying to figure out how they obtained it out there in the PRC (Peoples Republic of California). I mean, don’t they have laws that don’t allow Muzzies to purchase ammo?

      Bottom line is you better stock up while you can. Of course, here in Montana we don’t worry too much about this shit. There are a dozen or so gun or gun parts manufacturers within 25 miles of my house and the local Chamber of Commerce encourages it with tax inducements.

      Any bulk ammo buyer knows that a 1000 or 1200 round crate of 5.56 or 7.62 x 39 weight in at around 35 lbs. Sad thing is the liar politicos and lame steam media make sound so scary, as if some person could lug around and shoot 6000 rounds at one time. Well maybe Chuck Norris could do it.
