It has been fired, but very few times. It will be hard to find one in nicer condition. The stock appears to have never been oiled and the only minor wear is on the bolt from running the action. According to Bruce Canfield's book '03 Springfield Service Rifle, "It is not uncommon to find rifles in pristine condition with an OG stamp on the stock, but which otherwise remain in their original factory condition." I feel that this is one of them and they are increasingly harder to come by. Please see pictures. I try to take as many pictures as possible so you know what you are buying.
