School Board Member Calls Lockdown Protesters ‘Bioterrorists,’ Threatens to Shoot Them

A school board member and failed state house candidate in Pennsylvania found herself in hot water earlier this week after she vowed in a Facebook post to shoot anyone who approached her without wearing a mask.

She also called non-mask-wearers “bioterrorists” and compared them to someone pointing a gun at her.

Dr. Jennifer Rager-Kay is a Selinsgrove Area School Board member and a former Democratic candidate for a state house seat in Pennsylvania. In a now-deleted Facebook post, she commented under an image of an anti-lockdown protest in Pennsylvania’s capital:

“I find it interesting that the largest group of the participants in the anti-lockdown protest and refusing to wear masks in public as they see it as a violation of their constitutional rights are among those against a form of gun regulations,” she said.

“As a concerned carry-permitted gun owner, if you refuse to wear a mask and try to come within 6 feet of me or my family, I will exercise the same constitutional rights to shoot you.”

The post was shared privately but was soon captured and shared online, according to PennLive.

“We dodged a bullet here in the 85 district when [Republican David Rowe] trounced her in the special election. Pun intended,” Boyd Martin told GunsAmerica. Martin has three daughters who have attended school in Rager-Kay’s district.

Rager-Kay ran for election in 2018 and 2019 for the Pennsylvania House of Representatives. In 2018, she was defeated by Rep. Fred Keller 32% to 68%. When Keller was elected to the U.S. House of Representatives, Rager-Kay ran for the seat again in a special election, but lost to Republican David Rowe 37% to 62%.

Rager-Kay issued an apology after receiving blowback online, but she justified her “overly dramatic and exaggerated post” by claiming that those who do not wear masks are a “threat against my life”:

I would like to publicly apologize to anyone offended by my recent post regarding the hypocrisy of those who refuse to wear face masks yet walk around openly carrying guns.

I am in a profession where the threat of someone approaching me not wearing a mask while in the midst of a pandemic is equivalent to the threat against my life. Just as it would be if they approached me with their gun drawn and pointed at me.

As a wife, mother and physician, it is my job and responsibility to ‘do no harm’ and the constant barrage of protests and defiance to public health reached a boiling point for me, thus the reason for my overly dramatic and exaggerated post. My words demonstrated how constitutional rights can be misinterpreted, and were meant to serve as an example of extremism.

Bioterrorism is, however, a real threat and refusal to prevent and/or the intentional release or dissemination of biological agents by not wearing a mask during a global pandemic is a clear example. I am sorry if my words were offensive or derogatory in any way. My concern and compassion for human life got the best of me.”

Rager-Kay told PennLive she has no plans to resign from the school board over her comments.

Her fellow school board members have not called for her resignation, but board member Amy Stauffer told PennLive, “as public servants our words are significant and have an impact on others. Threatening words should have consequences.”

School board president Dennis Wolfe said Rager-Kay “should have been more careful with how she expressed her opinion” but believes “her followup explanation reflects that understanding.”

Earlier this week, Rager-Kay posted a follow-up message on her Facebook page, according to PennLive. She described her original post as demonstrating “profound concern of those who refuse to wear a mask” and characterized those who do not wear a mask as have a “lack of love.”

During her failed state house run, Rager-Kay told a local news station that she would work to keep guns out of “improper hands,” including those who “suffer from mental health and addiction.”

Best example yet of a “covidiot”.

  • Dean Cook May 23, 2020, 1:37 am

If a student had made that remark would they still be allowed to go to school ? We all know the answer to that. So why is she still on the school board.

What a fine little totalitarian bobblehead. This is why We, the People, require the 2A.

  • James P Sutton May 22, 2020, 1:40 pm

Scratch any liberal and you’ll find a fascist just waiting to come out. This is an armed, angry, bitter person on the verge of a temper tantrum who claims she will shoot someone who might expose her to covid-19. My question is “Why is such a person on any school board and having made an angry threat, why is she allowed to possess a firearm?”

  • Boz May 22, 2020, 1:30 pm

My rights don’t end where your feelings begin.

  • John Boutwell May 22, 2020, 1:12 pm

Perhaps she should do 72 hours in a mental healthcare facility. Seems like she could be a danger to herself or others.

  • Dan C May 22, 2020, 1:02 pm

No,w that is really ‘cute’, she goes from shooting someone, commiting murder becasue they are ‘not’ wearing a mask, to those that do not wear one lacking love of their fellow man. (sorry for the gender specific pick). But she has the audacity to call those that don;t wear a mask hypocrites, when she professes she is suppose to protect life. THe Dim/Left mind defies all logic, reasoning, and overall intellegence.

I have a Constitutional right to protect myself and my family! You or anyone come within range that could transmit COVID 19 and I will give you warning. Ignore that at your peril. MY family and I are more important to me than you! I don’t care what color, sex, political party you subscribe to my reaction will be the same. This right is given to me by God!

  • Dr Motown May 22, 2020, 12:19 pm

Sounds like someone should confiscate her weapons for making a direct threat

  • someone May 22, 2020, 12:10 pm

She sounds like a prime candidate for the application of the red flag law. Clearly has some mental issues and has threatened people with physical violence.

  • someone May 22, 2020, 12:09 pm

Perhaps you should just exercise the option of staying at home. Going out into public always has a level of risk.

  • DaveGinOly May 22, 2020, 12:01 pm

She’s prepared to shoot anyone who approaches her without a mask without knowing if the person is actually infected – that is, she has no reasonable suspicion that the person is an actual threat to her well-being.

So is she ready to shoot EVERYONE who approaches her? Because, mask or not, she does not actually know if ANYONE who peaceably approaches her poses an actual threat.

Is there a red flag law in Pennsylvania? If so, someone should make a complaint that this individual, known to be armed, has made a public statement that she is willing to shoot people because of imagined threats. If anyone should have their guns taken away it’s people who think they have a “constitutional right” to shoot people because of their own irrational fears and in situations when no credible threat to their own lives exist. She is seriously unstable.

    Bets she’s not also pro-abortion?

The Progressive-Socialists are liars & hypocrites, with an arrogant “we can; you can’t” attitude.
It’s interesting that, failing to infiltrate our govt., she became a member of the school board.

Here’s one place you can call to let her know your thoughts and feelings:

  • Stan d. Upnow May 22, 2020, 11:03 am

When talking to folks in various stores in my area, I JOKINGLY say that I’m not worried about catching the Virus because anyone who violates the 6-ft rule will simply be shot. Everyone laughs and understands that I’m not serious.
The difference here is, Rager-Kay IS serious when she made those remarks.

(what’s a so-called Democrat doing with a gun anyway? Scary.)

    • Stevie May 22, 2020, 3:36 pm

Yeah, I bet they laugh …. nervously. If talking like that is bad for her, it’s bad for you too.

  • Gary May 22, 2020, 9:59 am

Did anyone actually READ what she said.?? Sounded more like a Clinton “apology” to me!! Each time circling back to where in HER MIND she did NOTHING wrong!!
It is NEVER an apology IF it ends in..BUT..then some crap to once again prove that they were right!!
Clinton NEVER apologized, and neither did this nut job!!

  • Michael R Stuhr May 22, 2020, 9:59 am

I honestly think there is a part of the left, like this woman, who do not trust themselves not to do violence if they possess a firearm. I also feel that knowing their own failures they think everyone must harbor the same defect.

    • THEABNRNGR May 22, 2020, 5:58 pm

Agreed. These ignorant hoplophobes, so worried about taking rights and opportunity from others if is happens to not be their cup of tea, are a danger to liberty.

  • Robert Mounts May 22, 2020, 9:56 am

And if a school board member on the other side of the political spectrum made a statement as onerous, would the treatment has been congruent with this leftist? I’d guess it’d just be more hypocrisy.

      **TROLL ALERT**

  • Al Shabbah May 22, 2020, 9:52 am

There’s a world of difference between threatening violence on someone that forcefully enters your domicile and someone who happens to be maskless within six feet of you in a public area.

    She is dangerous.

  • KennethAmerica May 22, 2020, 9:49 am

Tell me what you would do if you were armed and a stranger flaunted the social mores of protecting others by not wearing a mask? I guess that most of us would ignore them. BUT what would you do if they then deliberately approached you and your family?

I wouldn’t shoot such a scofflaw but I wish we all realized that there are pre-symptomatic and asymptomatic carrier of the SARS-CoV-2 virus able to infect others. Those people are maybe 25% of active carriers.

Here are the results of one of many research studies that address the issue:

Wearing a mask is a small curtesy that helps protect others. Please….

    • Stan d. Upnow May 22, 2020, 11:24 am

This mask business is BS. As a physician, she(and the other health “experts”) should know that a virus can easily penetrate Any fiber-based mask. The virus will be carried on the inhalation/exhalation airstream.
The only sure protection is a hazmat suit complete with self-contained air supply. Period.

The extremely harmful “lock-down” measures implemented by know-nothing politicians and their “experts” have served no purpose other than destroy our economy, peoples’ jobs/businesses, and provide a test run for totalitarian control.
All that was necessary was a public information campaign to inform the populace as to the best measures to take to avoid infection. That would be the same long-standing measures advised to protect against the flu or common cold. Then let people decide for themselves how to react. It Used to be a free country, you know.

      • KennethAmerica May 22, 2020, 3:19 pm

You are right. The bare virus can pass through “Any fiber-based mask”. The mask will not protect one from ultra-microscopic size pathogens. That is not the intended purpose. Fortunately free floating bare viruses are not common.

The PURPOSE OF THE MASK IS TO PROTECT OTHERS from your macroscopic size exhaled water vapors or cough projected droplets on which the virus might hitch a ride.

Wearing a mask is a small courtesy that helps protect others. Please…

    • Brenda Ingram May 23, 2020, 1:17 am

How about YOU just stay home? Please.

  • John Rogers May 22, 2020, 9:14 am

It’s funny how people are bent out of shape over her comments because she is a democrat. Why? Don’t democrats have the same right to self defense as republicans? She has a point. Constitutional rights extend to everyone.

Lets ignore the whole mask issue for a moment, and ponder this; if someone tries to get within six feet of you or your family, and you’ve warned them to stay away, would you shoot? Ok then.

Lets cut through a little bit of mask ignorance..a cloth mask does very little to protect the wearer. The purpose of a cloth mask is to protect -other- people from the wearer. This is a virus you can carry and spread without knowing you have it. Using that info, people refusing to wear a mask “because constitution” are openly demonstrating that they don’t care if they infect and possibly kill another person.

I don’t know of any constitutional right to endanger other people’s lives. I’m one of the folks with health issues that make Covid a life threatening risk. Come towards me without a mask, and I’ll consider you a threat to my life. I’ll give ample warning, but I will defend myself. Just like any reasonable person would do in a life threatening situation.

    • Stan d. Upnow May 22, 2020, 11:31 am

And just how will you “defend yourself,” John? Kill the other person? If so, you’re an ass!
You can simply turn and walk away if you feel threatened.
Own a gun? Maybe you shouldn’t, just like this Rager-Kay.

    • DaveGinOly May 22, 2020, 12:19 pm

The nutjob in the article DID NOT make a sound claim to a “constitutional right” of self-defense. Shooting someone you IMAGINE poses a threat is not a “right,” it’s murder. (See my other post on this matter.)

You go ahead and shoot someone who merely comes too close to you or your family and see how the local prosecutor feels about that. Shooting someone who does not pose an immediate threat of death or grievous bodily harm, or who does not instill a REASONABLE fear of same, is NOT self-defense – it’s murder. If you shoot someone who you DON’T KNOW is infected, a court will consider your fear UNREASONABLE. If you shoot someone KNOWN to be infected, good luck convincing a jury that your fear was reasonable. But you will go to trial, guaranteed.

I sincerely hope you aren’t a gun owner. If you are, you need to educate yourself on the law of self-defense for your own good. Otherwise you may end up in prison someday, and it will probably be exactly where you belong. I suggest reading Andrew Branca’s book “The Law of Self Defense.”

    • Brenda Ingram May 23, 2020, 1:21 am

Shoot for what reason? Because they’re six feet from you. You’re as crazy as she is. If you’re that scared you should stay home shaking in your boots like the loser psychopath you are. I’d sure as hell shoot your crazy ass.

  • Marjamr May 22, 2020, 8:48 am

She’s a jerk. That said, as a gun owner, NRA member and a conservative, I didn’t see the need for protesters to carry their long guns to the various protests around the country. It seems to take away from the purpose of the protest rather than add to it.

  • SD May 22, 2020, 8:44 am

This woman has a carry permit? Not only should her carry permit be revoked, although I don’t believe in red flag laws, if they are going to be in effect, sounds to me like this person could definitely be a threat to others, not to mention her mental state.

  • R. Reynolds May 22, 2020, 8:15 am

I find it interesting that Anti Gun Advocate Jennifer Rager-Kay is threatening to shoot anyone who come near her without a mask. Basically, she is claiming she has the right to kill innocent people for just sharing the same PUBLIC area she is in. This type of comment indicates this woman is mentally unstable and should have her carry permit recalled and guns confiscated. Why does she even have a carry permit if she advocates gun control? Perhaps she feels it’s her right to protect herself, but others may not protect themselves from her.

    • DaveGinOly May 22, 2020, 7:30 pm

This is why liberals are nearly all anti-gun – they feel compelled to control people because they believe they believe that all people are as unstable and irresponsible as they are themselves. It’s called “projection.”

She should be charged with “threatening an Act of Violence “. Just like any citizen would be, let the Jurors decide.

    • John Rogers May 22, 2020, 8:49 am

It’s no more “threatening an act of violence” than a person saying “if you break into my home, I’ll shoot you”, and I doubt anyone here has a problem with that statement.

      • Brett E Parks May 22, 2020, 9:42 am

Yes it is …. -i- have a right to be in my home, YOU do not. I also have a right to be walking around in public, and YOU do not have the right to put me down because you won’t share the space.

        • Stan d. Upnow May 22, 2020, 12:01 pm

Bingo. This “John Rogers” character has made another stupid comment previously. Thinking he may be a Lefty troll(?).

        • Chris Sullivan May 22, 2020, 12:29 pm

          I think you are right.

Her obvious hysteria and ill-logic is that anyone without a mask is a bio terrorist and will kill her and her family if they are allowed to approach within 6 feet. Any rational person who is that concerned about their safety would remove themselves from the situation, not threaten to shoot. Our constitutional right is to express our concerns about a variety of things through social discourse and even vigorous demonstration. Her rights are the same. But neither position has the right to shoot the other or become physical.

Her response and afterthoughts are fraught with red flags, not the least of which is to consider murder as a solution. I don’t believe a red flag law is the answer, but where are all those Democrats that do? By definition they should be calling for her to give up her gun. But no. I see this happening more and more. We have become so politically divided I fear for our country.

And then there is the fact that she is on a school board. Where she can inject her bizarre and warped sensibility and politics in to the school system. Consider that this is happening across the country and what effect it has on our children.

And I don’t see any incongruity in the anti-lock down protesters position on gun rights. And how does she know what their position is on gun rights? If anything, they are consistent in their desire to have their constitutional rights respected. As do I.

      • Stan d. Upnow May 22, 2020, 11:59 am

Well, John, that’s the Second asinine comment you’ve made. Strike Two.

  • william Sweeney May 22, 2020, 7:24 am

This board member illustrates why liberals are so set against private ownership, they realize they themselves are so mentally imbalanced they know there is no way they themselves should own one, so by projection you must be worse mentally then they are.

    • Robert May 22, 2020, 8:19 am

She can’t be THAT liberal, she not only bought a gun but sought a carry permit lol. But yea, this just reinforces my theory that everyone desires protection from guns even dumb liberals. Which is why I still will never believe these fake surveys that show that the majority of America wants super strict regulations of guns…

      • Stan d. Upnow May 22, 2020, 12:07 pm

  • David Fiedeldey May 22, 2020, 6:22 am

Wow, this anti-American libtard needs to get educated. Her comments clearly identify her as an enemy of the constitution, which, given my oath to support and defend the constitution from ALL enemies, foreign and domestic, suggests I shoot her BEFORE I get near her.

    • Stan d. Upnow May 22, 2020, 12:11 pm

What this idiot woman isn’t considering is that if she attempted to pull a firearm on an innocent person, she just might get beaten to the draw. In which case, her worries about catching the virus would be over.

  • Papa Bear May 22, 2020, 4:02 am

Sounds like a terrorist threat to me. Will be interesting to watch and see if law enforcement does anything about this woman. Or, is she s demo-rat? I honestly did not read the entire article, passed the point of her saying she was going to shoot anyone who came less than 6′ from her without a mask.
